Another $280,000 Flies Out the Window Thanks to the FPD Culture of Corruption

We’re good guys. Or else…

In the early morning hours of the very same day that six FPD cops harassed, attacked and left Kelly Thomas to die in the gutter, four of their bad apple brethren had a run-in only a few yards away with the Ortiz brothers – Luiz and Antonio – a couple of downtown Fullerton bar patrons.

Here are the names of the four cops: Bryan Bybee, Billy Phu, Emanuel Pulido and  Matthew Martinez. Remember the names. According to the complaint Bybee began the July 5, 2011 altercation by attacking Antonio with a baton while his colleagues joined in the fun and also went to work on Luiz. The beat down ended with the usual ride to the Fullerton Jail, lack of medical attention to the beaten Antonio, refusal to pursue an internal investigation following Antonio’s formal complaint, and the eventual filing of criminal charges by our illustrious DA – who never seems to tire of prosecuting citizens based on fraudulent FPD reports.

Miraculously, Luiz was acquitted 11-1 by an OC jury in 2016, and the DA dropped the charges against Antonio – giving plenty of credence to the allegations made by the brothers in a civil suit against the taxpayers of Fullerton, a suit that was recently settled for the tidy sum of $280,000, only about $1.90 of which will come out of the pocket of Jan Flory, or Jennifer Fitzgerald or Pat “I Hired Them All” McKinley, or any of the other vocal cop apologists who bask in the warmth of Fullerton First membership.

Four more demerit badges for former Chief Danny “Galahad” Hughes’ boy scout sash, even as he rakes in a $20K per month pension.

The Fullerton PD marketing apparatus is still trying to convince the public that some sort of equitable enforcement of DUI exists. Check out today’s promulgation:

This is the very same police department that attempted to cover up a DUI collision committed by its own city manager just a few months ago. Now that we know former police chief Dan Hughes was committing criminal obstruction of justice (according to the OCDA investigator assigned to the case), this propaganda seems even more ridiculous.

One more thing to note: Temporary police chief Hinig is gone, and so Fullerton police are being led by Dan Hughes’ own hand-picked captains Siko and Rudisil. While Hughes’ legacy of corruption and obstruction may become the subject of interest in the ongoing federal probes into the OCDA, it is silly to think that our police department’s age of shame ended with Hughes’ departure.

A Rude, Reckless Cop

If you were worried that Fullerton police officers were beginning to shed their reputation as some of the most boorish and careless cops in Orange County, don’t be.

Here’s a story about a well-regarded Fullerton businessman who was recently provoked into becoming a national bicycle advocate. He even decided to travel to Washington DC to lobby for bicycle safety on behalf of Fullerton’s cyclists. What drove Mr. Joel Maus to take on this cause?

Three months ago he was riding downtown on a street without a bike lane. As he rode the slight downhill of a railroad undercrossing he noticed a metal drainage grate directly in his path. To avoid it, he looked over his shoulder and took the lane to make sure no one tried to pass him dangerously. Then he heard a loud “honk” and the crescendo of an engine behind him as someone swerved into the other lane and went around him.

Someone wasn’t happy to see Joel riding in the lane. And that someone was a Fullerton police officer.

Joel was riding legally and safely. The officer was rude and reckless. Frustrated and determined to do something about it; that night he went home, created a simple logo, and made his first post on the Bike Fullerton Instagram account.

Beep Beep

All of city hall’s feeble and self-serving efforts to project itself as some sort of promoter of bicycling were nearly undone by one imprudent cop who doesn’t seem to care much at all about the risk of smearing Mr. Maus all over the road. Of course this behavior continues to be tolerated by our neglectful city management and a spineless, self-interested city council.

The Tribulations of Sonny Siliceo

The OC Register reports that one of Fullerton’s Finest, Miguel (AKA Sonny, Sonny Black) Siliceo has pleaded not guilty to charges leveled by the District Attorney.

A while back I shared the news that Siliceo was charged by the DA with filing a phony cop report. It had to do with a case in which some dude in our downtown booze palace had been busted and charged with “resisting” Sonny’s attempt to hook him up. The trouble was that cop video exonerated the guy. This has been an unfortunate recurrence in Fullerton where all sorts of people end up in the Fullerton jail and workable pretexts need to be ginned up by the cops to explain their presence in the clink. Remember the unfortunate Veth Mam?

The closer you look, the worse it gets…

And Sonny himself is no stranger to throwing the wrong guy in jail, but apparently now nobody is willing to run interference for him, including our gelatinous acquaintance Andrew Goodrich who once blew off Sonny’s seemingly deliberate misidentification of Emmanuel Martinez that left the guy in jail for 5 months.

Poor misunderstood Sonny has been on paid leave since October, which is costing us plenty, but it still may be cheaper than having him on the streets getting into mischief.

According to his mouthpiece, Michael Schwartz, Siliceo came to Fullerton in 2006 from Tustin. Which makes you wonder why a 40-year old cop would suddenly move to a new employer. Of course because of the obnoxious Police Officer’s Bill of Rights, the taxpayers and citizens are not permitted to know anything about Sonny’s departure from Tustin. But now we can start to make some educated guesses.

Man’s gotta make a living…

And just for fun, you may remember Mr. Schwartz as the beneficiary of the bungled case our District Attorney tried against the one-eyed Fullerton cop, Jay Cicinelli, who smashed in Kelly Thomas’s face with a the butt end of a Taser – right before the homeless man was bon voyaged by the FPD into a lethal coma.

 

Behind the Bullshit Goes Bye-Bye

Of all the money that former City Manager Wild Ride Joe Felz wasted during his shaky tenure, nothing was quite as egregious as the annual fifty grand Stumblejoe blew on Behind the Badge, a silly, pointless PR outlet that passed along empty feel-good tales involving Fullerton cops. No one knows if anyone even bothered reading this pabulum. The idea of us taxpayers actually forking over this dough in order to be administered unhealthy doses of saccharine PR back at us was bad enough. The fact that this policy decision was made, maintained and mismanaged by a bureaucrat made it worse.

Fortunately, last Tuesday, the City pulled the plug. City staff teed up the item as a cut – unless three councilmembers voted to save it. They didn’t. Here’s the video.

Of course cop supported candidates Bud Chaffee and Jesus Silva thought the whole idea was just peachy. Predictably, Jennifer Fitzgerald seemed to be going along. Bruce Whitaker and Greg Sebourn opposed wasting any more on this crap. Sebourn correctly pointed out that the cop union, having plenty of money to stick its snout in Fullerton politics, can easily afford to promote the good deeds of its membership.

Whatever changed Jennifer Fitzgerald’s mind to drop support for this ridiculous concept that has cost us $200,000 in the past four years remains a mystery, but she suddenly did a 180. Hopefully FFFF had something to do with the sudden shift to fiscal responsibility.

In the end the self-serving BS rhetoric of Chaffee and the feeble gibberish of Silva amounted to nothing and the council unanimously went along with the proposed package of cuts that included Behind the Badge.

Rest assured, Friends, FFFF will be following up with a Public Records Act request to get a copy of the termination notice.

 

Uh, Oh. Sonny Siliceo Steppin’ On Own Weenie. Again.

Another black eye for Danny Hughes’ “reformed” police department. It looks like Miguel “Sonny” Siliceo is being tuned up by the DA for submitting a false police report, a report that was subsequently used by the DA to prosecute some downtown bar-hopping schmo.

The douchebaggery spanned the generations…

You may remember Sonny from 2011. He’s the guy that framed Emmanuel Martinez for a crime he didn’t commit, a dereliction that was cavalierly blown off by then FPD spokesphincter Andrew Goodrich, but that now looks very much like a possible pattern of behavior for Mr. Siliceo. Sonny also briefly popped up in 2012 as a facebook friend of Jan Flory attacking people who might have suspicions about the integrity of the department that employed and deployed him.

Now for some more recent history – from 2015.

Unlike 2011, Siliceo’s assertions were apparently belied by data from cop video recorders and the case against Mr. Schmo was dropped – a situation so remarkable for our cops-über-alles DA that the lies of Siliceo must have been stupendously blatant. The complaint is a felony.

Sonny seems to be on leave now so it will be interesting to see how this unfolds. And it makes us wonder how many of the other arrests that Siliceo participated in were on the level.

The Fullerton DUI Machine. An Essay

The constant public glorification by the city government of the Fullerton cops who hand out the most DUI citations has become parody worthy: public awards ceremonies at council meetings, plaques, gushing adulation from representatives of MADD. And of course there are the saccharine and witless write-ups in the taxpayer funded cop PR outlet Behind the Badge.

It’s really pretty amusing, all that self-congratulation. But when it comes to the issue of how come the FPD didn’t arrest Joe Felz for DUI in the early morning of November 9, 2016, all we hear are the proverbial crickets from  Bill Rams and Lou Ponsi. Instead of arresting Felz, they deliberately refused to collect evidence, drove him home, and tucked him into bed. And that’s not amusing at all. That’s obstruction of justice – a felony – and absolute proof that there are two sets of rules – rules for the cops, and the rules by which they are only too happy to arrest citizens. It’s obvious that this big Fullerton DUI-fest has nothing, or very little to do, really, with public safety

What does it all mean? I think I figured it out. Arresting DUI suspects is comparatively easy. And the results are fun to trot out at council meetings. Since downtown Fullerton has all sorts of bars with lots and lots drunks the game is even easier. But does anybody propose curtailing the culture of booze, barf, and binge? Of course not. Arresting drunk drivers is like shooting fish in a barrel. It’s easy.

It’s profitable to provide the liquor to get the losers get drunk, and it’s profitable for the cops to haul ’em in. Except when it’s one of their own. Or the City Manager.

It’s also an excellent distraction from all the bad news generated by bad behaving Fullerton cops, including, ironically, many who have been publicly honored for their DUI heroics. It sure seems like the celebrations of DUI arrests have risen parallel to the numbers of Fullerton cops identified for their own lawlessness.

Being a good cop is really hard, supposedly. At least that’s what Behind the Badge and all the police apologists keep telling us. So let’s talk about other sorts of crime – apart from the barrel fish, that is.

How many crimes does the FPD halt or reduce? How many crimes does the FPD prevent? Who knows?  More easily quantified: how many legitimate crimes (not “resisting arrest,” sorry boys)  are actually solved? How come the FPD never publishes such statistics? I am much more interested in a statistical analysis of the FPD’s success in solving crimes than I am in the number of drunks they pull over. But we never ever hear about that. Why not? As we pay out ever greater salaries and benefits to cops whose jobs are getting demonstrably safer, is there any indication that these extravagant increases are getting us anything other than a bigger unfunded pension liability?

The parade of DUI dog and pony shows at council meetings will no doubt continue. Of course the next one will be acutely embarrassing for the cops, and for people like Jennifer Fitzgerald and Doug “Bud” Chaffee – unswerving loyalists of the FPD Culture of Corruption; and embarrassing even for Bruce Whitaker, no friend of bad cops, but who seemingly lacks the courage to confront the issue of the taxpayer funded Behind the Badge, as it peddles its bullshit in the face of embarrassing reality.

Will Top Fullerton DUI Cop Cop to Felony Charges?

Uh, oh. More bad news for the Fullerton Police Department Culture of Excellence. It seems as if one of Fullerton’s Finest and top DUI arrester Timothy Gibert has been arrested himself in San Bernardino for all sorts of nasty behavior – grand theft and conspiracy. The scam was…oops. The “alleged” scam was to return merchandise bought at a discount for a full refund at a Home Depot out in Apple Valley.

You can read all about Gibert’s sterling DUI arrest record at Behind the Badge, if you can fight the gag reflex, but you most assuredly will not be reading about Gibert’s arrest at his house in Victorville. Instead you can read about it in the Daily Titan, of all places. Kudos to the kids for some real reporting – kids who in their young careers have already accomplished a lot more than pathetic cop toady Lou Ponsi ever did.

Looks like Gibert quit the FPD just before the shit hammer fell, most likely in order to preserve his pristine Record of Excellence – for future employment in some other lucky jurisdiction.

And Interim PoChief David Hinig? He isn’t talking, which is smart. Why take any heat for one of Danny Hughes prize recruits?
