The 2024 4th District Election

As the Friends know, Fullerton’s First, Second and Fourth City Council District representative jobs are up for election this fall. And while it’s a little early to speculate on who’s going to run and what the outcome might be, it’s fun to do a little introductory review.

Dunlap-Jung

Incumbents Fred Jung and Nick Dunlap are incumbents in the First and Second Districts, respectively. If they want to run again, and I haven’t heard they won’t, the power of incumbency is hard to beat.

Going, going, gone…

The Fourth District, currently represented by Bruce Whitaker will be wide open. Whitaker is termed out after 12 long years on the Council and his replacement will decide the balance of the Council if Dunlap and Jung run, and are re-elected. The current 3-2 division is based on ideological difference, the difference is between looking out for the taxpayers – at least once in a while – and doing whatever idiocy the bureaucracy wants to perpetrate.

At this point the candidate pool seems weak. Last time Whitaker squeaked by past a dude named Aruni Thakur, a school board member who didn’t live in the district. Could Thakur do the (fake) carpetbagger routine? He had the full support of the unions and the County Democrat Party four years ago, but it wasn’t enough for poor Aruni, who was hammered with his carpetbaggery. With no incumbent this time around his political greed might pull him in.

Vivian “Kitty” Jaramillo

Then there is a woman named Vivian “Kitty” Jaramillo, an individual who has made a nuisance of herself recently attacking the Council majority with the usual feigned outrage. Ms. Jaramillo is retired from “work” as a life-long municipal employee whose professional career started in Fullerton handing out parking tickets and graduated into being a code enforcement busybody. She would be a perfectly reliable yes vote for anything floated by city staff, and just the sort of running buddy Ahmad Zahra dreams about to support a sales tax. Word on the street is that the OC Dems are already behind her candidacy, which would preclude the aforementioned Thakur from getting involved.

Jaramillo ran for the City Council in 2012 and came in 7th in a city-wide election. Two years ago she was appointed to the redistricting committee where she championed the failed, ridiculous district map meant to keep the lamentable knucklehead Jesus Quirk-Silva in office.

Jaramillo’s other claim to fame, besides pestering the City Council these days, is suing the City in 2015 to create city council districts – very likely so she could run herself someday when Whitaker termed out.

So far no one from a more responsible philosophical perspective has raised their hand in D4, but as noted above, it’s still early in the year and filing doesn’t take place for almost another five months.

Although the thought of discovering Paulette Marshall in your mailbox might seem a little unsettling, worry not. For it is only her campaign propaganda. A vigilant Friend forwarded the piece in question.

This is so funny because everybody in Fullerton knows that Ms. Paulette has never “led” anything. She is the consummate joiner, padding her service resume with memberships in this or that group started and carried on by others. She tried to be a leader in Fullerton by faking an address in a district that she didn’t live in. She insinuated herself into all sorts of photo-ops where she didn’t belong, courtesy of her equally creepy spouse Doug “Bud” Chaffee.

Paulette attacks the guy who beat her like a drum the last time around, Tim Shaw, who was made to resign from the OC Board of Education to avoid a costly lawsuit brought by a Chaffee surrogate and undoubtedly paid for by the Chaffee Crime family. Shaw didn’t resign in shame and no doubt feels none. Sort of like how Paulette doesn’t feel any shame as a caught and convicted criminal.

We see that Paulette is “endorsed by OC teachers” although she doesn’t care to inform us which ones those might be. Another posed picture shows Paulette engaging exited youngsters, but I really have to wonder if this picture wasn’t staged during her mandatory community service following her guilty plea bargain.

So what do you do as a candidate when you’re a liar, a self-admitted thief, a phony carpetbagger, and quite possibly the worst human being in north Orange County; and because of these sad truths you can’t raise any campaign dough?

Making an investment in good government…

Ms. Marshall did it last time, too, when she previously ran for the OC Board of Education in 2020, and blew through hundreds of thousands of dollars to come in 3rd, 5,000 votes behind Vicki Calhoun who spent almost nothing.

Apparently Marshall and her hubby, the odious rodent Doug “Bud” Chaffee, who serves as our County Supervisor believe any amount is worth it to promote the missus into some elected office – any office probably.

Meantime, she and her pals are trying backdoor legal means to get rid of the incumbent Tim Shaw, and if that works maybe she can save some of that money.

Carpetbagging has always been a problem in local politics, especially in and around Fullerton, and it looks like Fred Jung’s appointee to the Fullerton Planning Commission in District 1 might be the latest example.

Jung’s appointee to the Fullerton Planning Commission, one Jose Trinidad Castaneda III, recently told the Fullerton Observer that he “decided to move out of Fullerton” which would explain his boasting about being on a commission in the City of Buena Park and yesterday being his last PC meeting.

But, in typical political hack fashion, it looks like Castaneda stopped being qualified to be on Fullerton’s Planning Commission at least as far back as 03 June according to Castaneda himself.

Here’s the application Castaneda submitted to Buena Park in order to qualify for his new commission that he himself signed digitally where he claims to have moved to Buena Park at least BEFORE the 3rd of June.

It’s interesting that on this form he claimed that he “served on the Fullerton Parks Commission and Planning Commission” in the past tense. Sure, he used to serve on the Parks & Rec Commission but at the time he filled out this document he was CURRENTLY serving on the Planning Commission – not formerly. Why lie?

Probably because owing to City Ordinance, it’s a requirement that somebody on Planning Commission be a resident of Fullerton. He was likely very aware of the problematic issue with voting on items that impact the city in which he no longer lives OR admitting to Buena Park that he didn’t live or do business with the city.

BP - Beautification

To be on the Beautification Commission in Buena Park you have to live in the Buena Park (which he claims on this form, while claiming otherwise on Facebook), work in Buena Park (his employer is in San Diego) or do business in Buena Park which he makes no mention of here. His only self-claimed qualification to be on this BP Commission, as written by him, is his residency..

Thus if he moved to Buena Park, as he claims on this form as his qualifying requirement to be on this commission, then ethically he should have recused himself from all votes and meetings on Fullerton’s Planning Commission. His recusal should have happened immediately after the date of his move, which was obviously at least before last night’s PC meeting if not before the 27 May meeting or sooner. Did he feel entitled to vote despite this obvious conflict? Did Jung or Fullerton’s City Attorney Jones & Mayer tell him the conflict didn’t matter? Did he bother to tell Fullerton, or Jung, that he had moved? Did he even move? Being that he obviously lied about having “served” in the past tense on Fullerton’s Planning Commission, the entire document is suspect which raises even more questions.

I guess for now we simply must say adieu to JTCIII as he, allegedly, leaves Fullerton behind in his endeavors to climb the political ladder in Buena Park. As for the facts of this matter? We probably won’t ever know the truth in this ethical quandary because Fullerton does ethics about as well as it paves streets.

Joe Kerr Clears Up Mystery!

Home at last…

Former OC 4th District candidate for Supervisor, Coto Joe Kerr, has decided his latest campaign for Supervisor needed a little more clarity. Maybe this was because his website failed to indicate which of the seats he was going for this time. This announcement identifies his target: the 5th DIstrict.

We remember Coto Joe running to represent us in 2018 even though he had to fake a couple of addresses to do so. We busted him using some dude’s address in Brea first, a la Linda Ackerwoman; then he rented an apartment in Placentia while running his campaign from poolside at his Coto de Caza baby mansion – still a resident of the 5th District.

Well, at least this time he can say with truth that he lives in the district he wants to represent, although truth doesn’t seem to be much of factor in Joe’s political ambition, one way or the other.

Now the 5th District can decide if it wants to elect the former union president and massive public pension beneficiary. Good luck with that.

Friends, as part of our ongoing fight against carpetbaggers, and even worse, perjuring faux-carpetbaggers, we here at FFFF like to follow up on the activities of failed carpetbaggers of all sorts – the legit ‘baggers, and the liar ‘baggers.

Guess what? Our former pal Joe Kerr, the union boss and well-public pensioned resident of 5th District Coto de Caza is running for County Supervisor. Again. In 2018 this miscreant cooked up fake addresses in Brea, and then in Placentia to run in the 4th District. We documented Coto Joe’s misbehaving and put his name at the bottom of our list!

An alert 4th District Friend has dialed in and notified us that Joe has not given up on elective politics and is giving it another go. The why is probably easier to answer now than the where.

Going to his Joe Kerr for County Supervisor website doesn’t inform us about his current declared office – or residence – leading cynical observers to suppose his ultimate dwelling locale is still a matter of convenient political flux. That’s not much of a confidence builder for somebody who is intent on emphasizing his hero-ness.

For once again Joe is touting his courage and leadership skills, honed, no doubt by leading the Orange County Fire Fighters union as it gouged its way deep into our solvency.

Last time Kerr was beaten by the hapless Bud Chaffee, so whichever district he decides to call home when the time comes, I really have wonder about his chances.

Hope Springs Eternal

There is a certain personality profile that is so narcissistic that it can’t conceive of the reality enjoyed by others. And that sobriquet must certainly apply to Paulette Marshall, the erstwhile candidate for County Board of Education who was so thoroughly trounced at the March 3rd election that she came in 5000 votes behind a candidate who spent 1/300th of what Marshall did.

If you need any evidence of this disconnect with reality, here’s Exhibit #1, an image harvested from Marshall’s Facebook page the day after the election:

Such delusion in a normal person might be cause for a certain amount of pity from folks. But this is not a normal person. This is thief, a liar, and a fraud. Pity would be misplaced. “Who cares now?” you may ask. You should. Because I predict that Fullerton hasn’t seen the past of Pilferin’ Paulette. Just wait and see.

Like chickens with their heads left on

Yesterday a lot of chickens fluttered home to roost for sign thief and fake carpetbagger Paulette Marshall Chaffee. After spending hundreds of thousands of bucks for a part time job on the county’s Board of Education, she was defeated, and defeated badly. The job goes to La Habra’s Tim Shaw, another candidate who unloaded a boat load of dough.

But the most humiliating part of all for Paulette was getting beaten soundly by Vicky Calhoun, a woman who spent almost nothing.

And that’s where I put the sign in the back of the car…

Have we seen the last of Ms. Marshall? Hard to say. The woman is oddly unaware of her own unpopularity and the stigma with which crime decorates the perpetrator.

One thing is certain, however. The tale of the little web of phony “community news” websites that were concocted by the Chaffees without any Fair Political Practices Committee requirements isn’t over by a long shot. Ms. Paulette can look forward to yet another day in court.

What Is The Fullerton Gazette? All Indications Are of Another Chaffee Scam

FFFF recently received an e-mail from something calling itself The Fullerton Gazette. The document touted a list of recommendations for the March Primary ballot yet contained no FPPC number and no political action committee name. Hmm. There among the recommendations was convicted trespasser and thief, Paulette Marshall for OC Board of Education.

A quick trip to the Fullerton Gazette website revealed a very recently concocted site with ridiculous generic  “articles” that only an idiot would read. But there buried in the other pabulum was a “story” about Marshall’s interview with some thing called the “Anaheim Education Bulletin.”

A helpful link takes the curious reader to the Anaheim Education Bulletin website,  another recently fabricated site with the same sort of crap we discovered on the Fullerton Gazette site. And once again, buried in the other trash is the interview with Marshall, nothing other than a political advertisement.

But now a name appears to give the thing a tincture of verisimilitude: Deborah Hayter. A quick internet search for this unusual names indicates some woman scratching out an existence as a publicist and PR person, which all makes perfect sense: an Astroturf campaign trying to look like a legitimate journalistic endeavor.

Paulette Chaffee’s Silence Could Cost Taxpayers

If Paulette Marshall Chaffee receives the most votes in the District 5 Election on 06 November – will she resign the office or allow herself to be sworn in?

It’s not a tough question but Mrs. Chaffee has refused to talk to anybody or answer any questions. I emailed both campaigns asking for comment before posting the original sign theft post. No comments or responses came. Likewise Voice of OC, KTLA, Fox11 and the OCRegister have all tried to get various answers from her to no avail. She has ignored them all. She has also, by way of her silence, manipulated the voters in District 5 by sending mixed signals.

With her signs still hanging all over the district, her mail still hitting voter mailboxes and her husband’s campaign overlapping her own race (which throws a few percentage points at her by sheer name association)  she is, by all visible metrics, still running despite her Facebook and website deactivations.

With consideration of how power signs can be in an election, which I know from personal experience, I opted to do some research.

I started by looking at her 460 disclosure forms and found that she used Cogs South and Impact Signs to print and place her campaign signs. The signs cost her $470.oo to place ($3/sign plus distance charge).

Cogs South are the local go-to for signs and are great people to work with so I also took the liberty of giving them a call. When I asked if a candidate could pay Impact Signs to remove signs I was assured the answer was yes with the only qualifier of it maybe taking a few days. When I asked how much it would cost to have the signs removed, being that that $3/sign cost included post-election takedowns, I was told no more than that cost again. Most likely less.

Even if we assume the same cost per sign again, it would cost Paulette Marshall Chaffee one phone call and $470.00 to have her signs removed from around District 5.

$470.00.

That’s what Chaffee is unwilling to spend to show that she really is suspending her campaign. (more…)
