An Insult to a Fallen Brother

While on his way to work back in 1975 one of F.P.D.’s own, officer Jerry Hatch, was killed by a drunk driver. Skip ahead a few decades and we have signs on the 91FRWY to honor him. Last July F.P.D. held a special event to honor Officer Hatch with his family and former colleagues.

This is because F.P.D. cares about their brethren. They likewise care about Drunk Driving based on the praise their officers receive when they get awards from M.A.D.D..

Which beggars the question of why was F.P.D. so willing to spit on Officer Hatch’s memory by allowing favors, politics or whatever it was to get in the way of doing their jobs on the morning of 09 November 2016? Why would they send the message that drunk driving is A-O.K. so long as the driver is connected enough?

For all of their continuous grandstanding they were perfectly fine with letting an “alleged” drunk driver walk in the hopes that he didn’t mow down another of their brethren.

On the fateful morning of 09 November 2016, good friend of former Mayor Fitzgerald and all around guy, Joe Felz left our quaint city to spend time with his family. Owing to why Mr. Felz actually separated himself from his position (the 10th highest paid City Manager in California) it’s a bit of a surprise to learn that his family doesn’t reside in the Fullerton Jail.

Amazingly we have a District Attorney who magically found evidence for charges four months after an incident that Fullerton P.D. couldn’t find on the scene. F.P.D. even managed to phone their friend, Chief Danny Hughes, for help and couldn’t find even a citable offense under Sappy McTree or Felz’s missing mud-flap.

Fullerton gives out hundreds of D.U.I. tickets each year. What with 62 liquor licenses in the Downtown Fullerton area alone that’s not as impressive a feat as we’d imagine but F.P.D. is proud of their D.U.I. tickets.

If one looks at the headlines from the Public Relations firm Behind the Badge, which the City of Fullerton pays $50,000+/year, you would think we take drunk driving very, very seriously.

The point is clear that our city and our Fullerton Police Department claim to care deeply about Drunk Driving.

Behind the Badge likewise takes D.U.I.s seriously but are nothing more than a mouthpiece for F.P.D as evidence by the results when one searches “Felz” on their site:

B.t.B. wrote several pieces about Officer Hatch but have remained completely silent on the entire Felz affair. It’s not news, just good news.

Ms. Pollinger is a well-intentioned person, but she is off target to praise the justice system for collaring itself a bad boy, presumably because the ladder of justice has no top and no bottom. Since the Fullerton cops intentionally failed to collect any evidence and didn’t arrest anybody, there is no crime to prosecute. And anybody who believes this little stage show isn’t designed to tank has taken too many rips on Sergeant Bonghit Schoen’s magical nugg pipe.

Lobbyist-councilmember Jennifer Fitzgerald took a powder from the budget meeting on Tuesday. Perhaps the potential embarrassment was too much to contemplate.

But she did send in this letter in lieu of her presence. Since she wants it to become “part of the record” we know that it is really meant to be a political PR document. For a little help FFFF has highlighted some fun parts.

Okay.We now know that Fitzgerald is blaming “Sacramento” for Fullerton’s gloomy, no, desperate fiscal projections. We can’t expect her to make reference to her own irresponsible deals with the unions or remind us of her campaign lie that Fullerton’s budget was balanced. We can’t expect her to admit that everyone has known CalPERS projections have been BS for years. No disappointment there.

Scrolling down her wish-list we see the properties she wants to sell off to her developer pals, a one-time fix that won’t fix anything. More insidious is the “public/private partnership” expansion, or P3 in the parlance of the lobbyist’s guild, in which the public generally pays for the same thing twice. Electronic billboards? Like the fuzzy, illegible ones along the 57 put up by Placentia when things got dire next door? Wow, that really is desperate! The ad revenue from signs would be peanuts (but oh no, let’s not discuss Behind the Badge. That loose change is lost in the couch forever).

You have to give Fitzgerald credit, being what she is. After putting Fullerton in a dire financial hole she is still looking for ways to direct profit to people who have or who might contribute to her political future; or to other politicians in cities where Pringle and Associates have clients.

Do you feel better knowing that “this community always rises to the occasion?”

Fitzgerald A No-Show at Important Budget Workshop

The City Council held an important budget workshop Tuesday evening. Councilwoman Jennifer Fitzgerald was nowhere to be found.

She claims to have had a prior commitment, but I was also told she wasn’t aware of the meeting, or something silly along those lines. Knowing the date and time of meetings, and attending them regularly, had never been a problem for her in the past. The only exception that comes to mind is a recent family emergency, in which case her absence was totally justified — I’m not about to rag on her for that.

One has to wonder if she purposely ditched the meeting to avoid accountability on her bogus “Balanced Budget” claim, which was — again — disputed by City staff and others during the 2+ hour meeting.

She doesn’t seem to handle accountability very well.

¡Chinga Tu Madre! Greetings From Anaheim!

But news from Anaheim isn’t all that happy anymore what with the constant grifting of our lobbyist-council creature Jennifer “SparkyFitz” Fitzgerald’s boss, Curt Pringle; and then there’s all the trouble the City is having with their cops shooting people. To death. Sometimes in the back. Riots ensue.

I won’t bother sharing the litany of bad shootings by the Anaheim PD and the various white washes of our useless DA. But I do want to talk about the most recent incident of bad cop behavior. It’s not about an Anaheim cop, at least not directly, but some off-duty LAPD loser named Kevin Ferguson, who lives in Anaheim and who was having some sort of running feud with eighth graders cutting across his corner lot. Get off my lawn ya no good punks! Here’s a Voice of OC story that includes a video taken by a witness.

When you watch the video you see a grown man physically accosting a much smaller kid, and refusing to relinquish his grasp as he yanks the minor along. Finally some of the kid’s pals intervene knocking the dope over a hedge. At which point Ferguson pulls out a pistol from his pants and squeezes off a round.

Well, pretty soon the Anaheim cops show up and what do they do? Arrest the guy who has committed multiple felonies before our very eyes? Noooooo. They arrest the little kid and send him to juvenile hall. The off duty cop? He is politely escorted home with no charges as the whole assemblage of kids who witnessed the whole embarrassing affair are treated like criminals.

Later, at a press conference, the Chief of Police, Raoul Quezada admits his unhappiness at Ferguson’s behavior, but says there is no evidence that he did anything illegal, but that there is evidence that the kid committed a crime: a threat to “shoot” Ferguson, even though on the video we can clearly hear the kid deny he said that. But they believe the cop. Or at least they say they do.

Hmm.

What I see is a knee jerk defense of a fellow policeman at the cost of justice itself, and here is where the Anaheim incident becomes an object lesson, even if we didn’t need another one. We’ve seen how the “good” cops defend or ignore the crimes of their pals, and how the bad cops lie on the witness stand with impunity about crimes large and small.

Well, here’s a question I put to the idiots who defend Kevin Ferguson, and the Anaheim cops that let him walk: why did this creep shove a loaded pistol in his pants and go outside to confront 13 year old kids? Please ponder the possible answers before responding..

Old Hornet Rejects New Tax

Here’s a fellow named Skip Davis who gives our “honorable” City Council an earful about the proposal to create a new property tax in downtown Fullerton to pay for the mess created by City politicians in the first place: the Culture of Booze.

It was fun to watch ol’ Skip unload on the notion of a Bizness Improvement District with its attendant tax, a tax generally aimed at people completely innocent of the mayhem that our City Council caused and their cops can’t control. But Skip makes a salient point: why is his retirement income so easy for the government to lay its hands on when the Heroes in the back of the room have completely sacrosanct (and massive) pensions.

See, Yaweh, the Lord of Hosts, has placed his followers in front row seats in Fullerton to see what He’s up to. I always enjoy this phony-humble “I am God’s instrument” bullshit from grifters, bunkum peddlers and hokum spinners.

Sometimes they are preachers and sometimes they are politicians. But one thing that never changes: God’s plan involves their pecuniary self-interest and advancement.

Amusing, yes. But I also find it rather offensive that Fitzgerald keeps invoking Jehovah to explain what’s going on in Fullerton. There’s a Divine Plan, donchajustknow, and it obviously involves Ms. Fitzgerald. Therefore, logically, it involves lying to the electorate about the real state of our municipal finances and betraying the trust of her constituents in favor of out-of-town developers and downtown hooch purveyors and “public safety” unions.

I don’t know about you but I am appalled at the sight of our City Hall being used by this influence saleswoman as a backdrop as she expatiates upon the Lord’s Plan for the rest of the flock, a flock that she seems to regard mostly as an object simply to be fleeced.

No, SparkyFitz, you are not the City. And you may be surprised what the Divinity has in store.

It Was the Fullerton Hunger Games

And the Odds Were Not in District Three’s Favor

Do not be fooled; Fullerton had it’s first Quarter Quell on Tuesday and Councilman Greg Sebourn was put up as Tribute and didn’t make it out of the games alive. Somewhere a canon is being fired in his honor.

The vote was all about self-interest and gerrymandering and anybody who says otherwise is either lying to you or is too dishonest with themselves to know the truth. I’ll explain quickly.

The city never really gamed this out or explored any options legal or otherwise. I had asked, several times, if the city could require sitting At-Large Council members to resign their At-Large seat to run in for a District Seat and the response I got was “We don’t know if that’s legal”. Gee, if only we had a lawyer in the room during Council to answer these things or research them.

I also inquired if it could be made random in order to take the horse-trading and politics out of the equation and again crickets. All of this means that the city never gamed these basic scenarios out.

To make matters worse we had no study-session or talks about how this would play out post-election. The election happened, with a gerrymandered council approved map, and voila they voted on who got to stay and who got to go.

The real meat about this crap is that it was all race based if you read the complaints and lawsuits that got us here. There hadn’t been an Asian on council since X-Date or a Hispanic since X-Date and thus we got sued and the council settled. So the Council voted to put up District 5 under the guise of giving the Hispanic vote a voice. District 3 means that the likely scenario is that the Hispanic vote will have 2 voices on Council while the Asian vote will have none until 2020 when somebody can run for Fitzgerald’s seat only to have the District Map change in 2022 after the 2020 census. It played out this way because apparently;

Jesus Silva is not Hispanic?
Silva living 2 blocks from District 5 is too far for him to understand that district’s “unique voice”?
The Asian vote doesn’t matter as much as protecting Fitzgerald?
Oh and Sebourn gets the bum’s rush owing to reasons Whitaker has yet to articulate publicly.

I’ll admit that I don’t like the way Sebourn votes on a lot of issues. Further I think Fitzgerald is the worst kind of tax-and-spend bankruptcy-inducing fiscally irresponsible politician the GOP can muster and that’s saying a lot. However — at least with the GOP you get the theory of a sliver of a chance of maybe some fiscal sanity. With the next few years of belt-tightening, thanks to the greed of public safety and the insanity of CalPERS, we’re going to require more budget allies and not fewer. Throwing 1/2 of our current 3-2 fiscally responsible minority out with the bath-water in the hopes that 2018 will maybe, possibly, hopefully and somehow see some balance seems foolhardy to me.

I still contend that the map should have been chosen randomly but I prefer governmental honesty to political expedience and crony gamesmanship.

Now going forward should a Republican decide to run in 2020 against Silva I can only offer one bit of advice:

Haluza’s BID Bid Bites Dust

On Tuesday night our esteemed City Council, a clan that can never say no to a bad idea, reviewed Community Development Director Karen Haluza’s Big Plan to begin the process to create a downtown BID. For the uninitiated, BID stands for Business Improvement District. FFFF already gave the Friends a heads up, here.

To remind you, a BID means a new property lax levy. In downtown the lion’s share of any tax is going to go to the cops, whose performance shutting down the booze culture gives zero confidence that more money in their direction is money well spent. The rest of the loot would probably be wasted on stupid, footling projects that give work to Haluza’s crack staff. Here’s an example of the sort of nonsense that gave our planners the warm and fuzzies before Redevelopment was abolished.

Anyway, the Council got an earful from a few property owners – including one who vehemently denied being notified of the hearing. FFFF will soon be highlighting the comments of this gentleman who poignantly observed that his property income is his retirement income, and, pointing to the uniformed Heroes in the back of the room trenchantly noted that nobody was talking about taking their retirement away.

Our lobbyist-councilperson Jennifer Fitzgerald, who no doubt oversaw this wretched swindle in the first place as a way to keep her bar-owner pals from having to pay to clean up their own mess, moved to continue the item indefinitely. The others didn’t have a whole lot to say, which is typical.

My belief is that we have not seen the last of this obnoxious dodge, a way for the city to get somebody else to pay for their disastrous bar-on-every corner policy.

How Fitzcal Irresponsibility Drove Us Over the Cliff

Now that the City of Fullerton is finally admitting that our budget is not balanced!, contrary to Jennifer Fitzgerald’s campaign claims, this would be a good time to revisit how we got here in the first place.

The City of Fullerton website includes links for the minutes and agenda for the last four years of city council meetings and beyond and can be found here. You’ll find that on October 20, 2015, Fitzgerald voted for the Memorandum of Agreement with the Fullerton Municipal Employees Federation 1200 (resolution 2015-52), which provided increased costs of $5,595,576 over the next four years, and then voted for the contract at the second reading on November 3, 2015. The resolution passed 3-2.

But that’s not all, not by a long shot.

On November 3, 2015, Fitzgerald voted for the Memorandum of Agreement with the Fullerton Police Officers’ Association – Safety and Dispatcher Units (resolution 2015-59), which provided increased costs of $9,502,904 over the next four years, and then voted for the contract at the second reading on November 17, 2015. The resolution passed 3-2.

Fitzcal responsibility.

On February 16, 2016, Fitzgerald voted for the Memorandum of Agreement with the Fullerton Firefighters’ Association (resolution 2016-16), which provided increased costs to the city of $1,959,821 over the next two years, and then voted for the contract at the second reading on March 1, 2016. The resolution passed 3-2.

On April 5, 2016, Fitzgerald voted for the Memorandum of Agreement with the Fullerton Management Association (resolution 2016-23), which increased costs to the city of $1,175,030 over the next four years, and then voted for the contract at the second reading on April 19, 2016. The resolution passed 3-2.

Also on April 5, and again on April 19, 2016, Fitzgerald voted for a revised resolution providing for raises to confidential non-represented employees (resolution 2016-24), which increased costs to the city of $391,857 over the next four years. The resolution passed 3-2.

And on December 6, 2016, Fitzgerald voted for the Memorandum of Agreement with the Fullerton Police Management Association, which increased costs to the city of $882,492 over the next four years. The resolution passed 3-2. Oh, and if you’re interested, this was the meeting where outgoing councilmember Jan Flory berated Josh Ferguson for having the temerity to claim our budget wasn’t balanced and we were exhausting our reserves (starting at around 1:21:00).

Over the course of her first term in office (the December 6 hearing was a lame duck session), Jennifer Fitzgerald voted for pay increases totaling nineteen million five hundred and seven thousand nine hundred and fifty three dollars ($19,507,953) over a four year span – or almost five million dollars per year. And Fitzgerald’s vote was crucial for the passage of each and every one of these pay increases.

And let’s not forget the numerous “side letters” Fitzgerald approved over the years as well – including one for $500,000 on November 5, 2013, for $450,000 on March 4, 2014, for $60,000 per year on April 15, 2014 (to “adjust” Fullerton Fire Management’s pay to bring it into parity with Brea’s), and for $202,00 on November 14, 2014, plus several other agreements for less than $100,000. Oh, and let’s not also forget the $4.9 million settlement of Ron Thomas’s lawsuit which Fitzgerald also voted to authorize, which will be indirectly paid for by the city through increased insurance premiums for decades to come.

So Jennifer Fitzerald didn’t just mislead voters about our supposedly balanced! budget. – she was one of the architect of our current fiscal mess in the first place.
