We all knew that we were going to be bombarded with political mail in support of the City Council’s proposed 17% sales tax hike on this November’s ballot. And we all knew that the City Council hired a PR outfit to blow our money to educate usabout the beauty of the thing – to the tune of $130,000. Of course none of this is legal, but this is Fullerton where everything is legal that the deplorable City Attorney “Dick” Jones says is legal.

As usual, government tries to con us into bailing it out after it has failed so spectacularly the past decade to maintain reserves, balance budgets and pushing back against never-ending salary and pension demands from the public employee unionistas. You will not be asked to reflect upon the reality that this same operation has dismally failed to fix roads in the past; that this bureaucracy has no intention of starting now. A Culture of Corruption in the Fullerton Police Department? Oh, we fixed that years ago – no, don’t look at that body over there, we have no idea how it got there. You’ll have to sue us to find out!
This crew has burned through tens of millions in reserve funds while its spokeholes on the council Jennifer Fitzgerald and Jan Flory lied about balancing the budget.

First let’s celebrate this announcement, if actually true. It means everybody’s life is going to get better in Fullerton as the sticky webs of self-interest entangling Fitzgerald and the taxpayers are cut.
And now let’s examine the stockpile of dishonesty this statement contains.
No, Ms. Fitzgerald, you did not “comprehensively” reform a corrupt police department. In fact, you permitted the fester to continue with zero accountability and more massive legal settlements. When anybody tried to uncover your malfeasance, you used public resources to sue them into submission. Even that failed.
No, Ms. Fitzgerald, you did not discover stable sources of revenue to address water and sewer. You continued the rip-off of the water fund by diverting a massive amount of money to pay for general fund expenses. And as you passed out more pay and pension increases to your union friends, you told everybody the budgets were balanced, a reckless lie that led Fullerton toward insolvency.
No, Ms. Fitzgerald, you did not increase road repair in your 8 long years. The roads in Fullerton are now the worst in the county according to your own pals at OCTA.
No, Ms. Fitzgerald, Hilcrest (sic) Park is not rehabilitated. It’s landscaping is still a disgrace and dying faster than ever, retaining walls and paving are deteriorating. Instead you wasted millions on poorly built, ramshackle woods stairs and a ceremonial bridge that nobody uses.
Yes, Ms. Fitzgerald at the behest of your developer buddies you are personally responsible for adding thousands of “housing units” – mostly in the form of massive, overbuilt tenements-of-the-future that made a mockery of Fullerton’s zoning and have placed an even greater burden on our frail infrastructure.
Yes, Ms. Fitzgerald you sure did prioritize “downtown revitalization,” if by that you mean running interference for scofflaw bar owners like Florentines and the douchebag Jeremy Popoff; defending a scene of nightly mayhem that cost the citizens $1.5 million more per year than it generates in revenue. Your “improved working relationship” with business owners meant directing staff and the City Attorney to ignore serial code violators and even to tolerate forged official city documents; and to harass people who didn’t fling themselves at your feet.
Sorry, dear, but nobody is going to be unhappy to see you go, if in fact and at long last you are finally telling the truth. You may feel “immensely proud” of all your alleged good works, but that’s just obvious self-delusion. Your constituents almost without exception – at least the ones paying attention – are feeling immensely relieved at the happy prospect of your departure; and immensely disgusted at your legacy of putting the interest of you and your friends above the interest of the city.
There was a protest today in Fullerton, like many cities around the country, sparked by the George Floyd murder in Minneapolis. People are justifiably angry about the actions of the officers involved who killed Mr. Floyd.
This blog has long stood against police misconduct and abuses of authority from the Pre-Kelly Thomas days to my ongoing lawsuit trying to expose the ongoing Culture of Corruption within the City of Fullerton.
We’re allies on the issues of abuses of authority and unaccountable police.
That said I implore you to focus your anger.
Police abuse people not for such a simple issue as wrongthink. Manual Ramos threatening Kelly Thomas with his balled up fists wasn’t a Black vs. White issue. When 50% of the Officers fired for the murder of George Floyd are POCs it breaks the lazy narrative.
Police do terrible things because we as a society let them. We tell them it’s okay. We condone and support their actions. We give them endless benefits in their checks and qualified immunity in the courts.
We do it every election at the ballot box.
In 2016 Jennifer Fitzgerald, our current Mayor, won election with more votes than any candidate has ever received in the city of Fullerton. She won with these numbers despite being the biggest bootlicker on council since the 3 council members we recalled.
During her tenure, this woman has caused our budget to be absolutely CONSUMED by police pay and benefits. Public safety currently accounts for more than $7 out of every $10 we spend in our general fund. This is ridiculous but it has no end in sight and we’re getting less and less for it.
Our city cannot afford to fix our roads because she and those like her have never seen a police pension or pay raise she didn’t adamantly support.
Meanwhile she has fought, tooth and nail, against any meaningful reform of the Fullerton Police Department from her seat on council. She glad hands police and supports their militarization at every opportunity. She has supported asset seizures which is when the city steals your property to pad their budgets. She has gone so far as to support hiding records from the public by not demanding the City follow basic public records laws. Hell, this blog got sued for showing that FPD is RIGHT NOW doing everything they can to AVOID publicly disclosing wrongdoing by their officers.
This blog exposed a pervert cop who was caught filming up a 16 year old’s skirt while assigned to Fullerton High School and her solution was to vote, multiple times, to SUE US. Oversight? Accountability? Assurances that there is chain of custody and accountability? That FPD won’t turn more of our kids into victims of sex crimes? She’s been as quiet as a church mouse on those issues because she puts bad cops over our kids & our city as a whole.
Did she demand accountability after the Fullerton PD put their friend & then City Manager Joe Felz above the drunk driving laws? Nope. She cried that she’d miss her friend.
Did you know that Fullerton purchased 160 AR-15s? That’s more than one PER officer. Why? Why does FPD need that kind of firepower? It certainly isn’t to protect you. And if it’s not to protect you, it’s to protect the very police that our elected officials refuse to hold accountable from you.
Fitzgerald eagerly supported this purchase and militarization without hesitation. As did Jesus Silva & County Supervisor Doug Chaffee.
They do the bidding of the Fullerton Police Officer’s Association and the FPOA cares about one thing and one thing only – keeping cops with fat wallets above the law at your expense. Remember that the less accountable they are, the more you pay when they screw up. Those millions that Fullerton paid Ron Thomas certainly didn’t come out of any police pensions or FPOA bake sale.
In the near decade since Kelly Thomas was murdered we have seen no meaningful reform of the Fullerton Police Department. No transparency. No real oversight. Jennifer Fitzgerald has now been Mayor twice in that time. She was put onto council in the election months after the recall resulting from the Kelly Thomas murder – she even ran on exploring changes to the police department and it was all bullshit to placate you. She allegedly refused to even watch the Kelly Thomas video unless her buddy, Chief Danny Hughes, was there to guide her opinion. Imagine somebody saying that about the George Floyd video – that they wouldn’t watch it without the Commander in charge to guide them through it? That’s our Mayor.
If you care about police accountability. If you care about justice. If you care about any of the things the protesters claim to care about in this moment of national outrage – make your voice heard at the ballot box AND the in the streets.
Don’t forget. Don’t get complacent. Vote against anybody who puts the FPOA above we the people. Kick the Jennifer Fitzgeralds with their constant bootlicking to the curb. Be a part of the change that stops the platitudes.
Entertainers and politicians are often cited as saying there is no such thing as bad publicity.
However, former Fullerton City Manager Joe Burt Felz is not a professional politician or entertainer, although his political machinations and his alcohol-induced behavior have been cause for entertainment.
You will certainly recall Felz’s now infamous “Wild Ride” in which the badly inebriated Felz took a wide turn on Glenview Drive, ran over poor Sappy McTree, and then tried to elude the cops on on three tires. His subsequent catch and release by a corrupt Fullerton Police Department is now the stuff of legend – and the cover-up of which is the cause of the City’s egregious lawsuit against Joshua Ferguson and this very humble blog.
Well it turns out Joe has been misbehavin’ and not following his court mandated service. His probation was revoked on December 6, 2019.

Who knows if Felz has ever bothered to delve into the mysteries of Victim Impact Counseling? And who knows if he got, or will get a pass because, after all, judges are just public employees in silly robes? And they always stick together.
I just saw this little gem on Youtube. If you think Pike County, Ohio is any worse than California, guess again. The fat, cowardly shit-stain swine who stars in this in-house video “resigned” but is subject to all sorts of criminal repercussions. In our state, this video would have been hidden and it would have taken legal recourse just to get an illegal brush-off by somebody like Jones and Mayer. Fat Fuck also has a couple of buddies watching him in operation. No dopubt two of the “good cops” we keep hearing about.
And if you think this sort of thing couldn’t happen in the Fullerton jail, you should think again – or better yet do some internet searches on people who have been physically brutalized by our boys in blue. And never forget the Fullerton jail death of Dean Gochenour, whose happy jailer and Brady cop, Vince Mater, smashed his DAR because, well, not because he was afraid of evidence getting out. Naw, it was just anger management issues.
Fullerton, like most departments, has a problem reminiscent of Serpico and this problem is years in the making. This problem is part of the story of the sordid “Culture of Corruption” that was documented after the Kelly Thomas beating. This veritable Serpico problem is a cancer within the system where once in uniform even good people turn a blind eye to corruption and stand idle as their unions and water carriers work to stomp on both people working towards and laws aimed at transparency.
For those unfamiliar with Frank Serpico he was an officer in the NYPD who stood up against widespread corruption and suffered for this crime against the Blue Wall of Silence. When he was shot in the face in the line of duty his fellow officers went so far as refusing to call for help.
This reverse Serpico problem is the common issue of Officers refusing to speak out, refusing to stand up and refusing to be good ethical humans for fear of reprisals from their brothers and sisters in blue.
Today I want to tell a story that should have been told some time ago – the tale of how ethics can get you fired at Fullerton PD.
I’d like to tell you about one Corporal Paul Irish.
You see, Corporal Irish was fired for dishonesty. A year or so ago I spoke to Paul and I was given copies of the files related to his termination. Honestly I didn’t know what to do with what he gave me and I sort of let it sit waiting for the time to really dig into it. Life, kids, you know the drill. That box sat in my garage patiently waiting for me to have time. Skip ahead and, well, the city cost me my job recently and I find myself with more time on my hands. So I got to reading.
To sum up hundreds of pages of paperwork — what Corporal Irish DID was, allegedly, tell his supervisors he was giving a talk on seat belt safety when he actually gave a talk on ethics. When they hammered him for his dishonesty on what his talk was about they ran a full investigation into the issue which ultimately led to his termination for more alleged dishonesty.

That’s a bunch of jargon so I’ll allow the Fullerton Police Department’s Policy Manual chapter on Conduct explain all that legal speak:
(h)Knowingly making false, misleading or malicious statements that are reasonably calculated to harm or destroy the reputation, authority or official standing of the Department or members thereof.
(i)The falsification of any work-related records, the making of misleading entries or statements with the intent to deceive, or the willful and unauthorized destruction and/or mutilation of any department record, book, paper or document.
(l)Any knowing or negligent violation of the provisions of the department manual, operating procedures or other written directive of an authorized supervisor. Employees shall familiarize themselves with and be responsible for compliance with each of the above and the Department shall make each available to the employees.
(n)Criminal, dishonest, infamous or disgraceful conduct adversely affecting the employee/employer relationship, whether on or off duty.
(z)Any other on-duty or off-duty conduct which any employee knows or reasonably should know is unbecoming a member of the Department or which is contrary to good order, efficiency or morale, or which tends to reflect unfavorably upon the Department or its members.
Remember, this all stems from Corporal Irish giving a talk on ethics that his supervisors didn’t approve of him giving and being mad at being “lied to” about said briefing.
This should be put into some context with current events in order to explain the aforementioned Serpico problem. When some cops are fired for seemingly trivial issues while others are given a pass for egregious conduct it sets bad examples. It tells Officers who to follow, which lies are okay and where things stand in regards to the Blue Wall of Silence. This is how a cancer grows in a department. A blind and subservient government is how it remains untreated and metastasizes.
This year, thanks to this blog, we learned that Fullerton PD and Fullerton City Hall worked to enter into an agreement in order to shield Lieutenant Kathryn Hamel from the disclosure of her crimes. The city was willing to stop investigations in order to protect her, the wife of Irvine Police Chief Mike Hamel, from any sustained findings of dishonesty which would have made her crimes public records under the CA law known as SB1421.
Currently there is an also an officer, Jeff Corbett, being charged with a felony for falsifying his reports as related to the drinking and driving of former Fullerton City Manager Joe Felz in November 2016. That Sergeant was only terminated after a friend of this blog filed a citizen complaint which triggered an investigation which led to a sustained finding of dishonesty. Only AFTER that investigation was concluded in September of 2017 did FPD open their own investigation and terminate Corbett.
These are current issues at the Fullerton Police Department as ignored by our current City Council, City Hall and police brass.
The hearings over Irish’s termination went through 2016 and well into 2017 while Sergeant Corbett was being given a pass for clearly violating department policy during the Felz incident. This is at best an inconsistent application of policy and a strong indicator of favoritism in the department – ergo, cancer.
If you think I’m being hyperbolic about comparing Paul Irish to Frank Serpico in premise, in the notion that the Department will crush one of their own to cover their corruption or incompetence – remember that I’m being sued, along with David Curlee and this blog, for allegedly clicking links and posting stories that showed police misconduct. Stories that showed the Kathryn Hamel deal. A story about a pervert cop at Fullerton High School that FPD and City Hall wanted kept secret. The city has never disputed those stories, or others – they’ve just demanded we remove the truth from this site while defaming us as thieves and hackers.
Your tax dollars are being used to punish us not because we allegedly clicked links and thus broke a federal law in the process. We’re being sued because we, yet again, embarrassed Fullerton PD by pointing out corruption and malfeasance and my records requests, if fulfilled as required by law, would embarrass them further. They’re using your money and the courts to intimidate and attempt to silence us because we again stepped out of line. We got in the way of the Blue Wall of Silence and both those in uniform and those in charge at City Hall are too self-interested and too cowardly to stand up for what is right. Too worried about their pensions, campaign dollars and cronyism to be ethical. They preach integrity and practice treachery.
Sadly the tale of Paul Irish is just another in a long line of such stories. A story of the government using it’s weight to silence dissent. A story about government arrogance crushing a voice even when it comes in the form of an officer talking about the things the Police Department hypocritically displays on their own walls. Ethics used during times of convenience are no ethics at all.
Word has seeped out from the once hermetically sealed walls of City Hall that we may not have Richard “Dick” Jones, Esq. to kick around much longer. It would seem, if the rumors are true, that Good Ol’ Dick has had enough of screwing the taxpayers of Fullerton with his pettifogging, self-serving legal advice and is “retiring” with all of his ill-gotten spoils.

Well, possibly not all his spoils, because he must believe his “I Can’t Believe Its A Law Firm” will have some residual value after Mudslide oozes off.
Now I don’t know about you, Friends, but a collection of lawyers that includes Kimberly Barlow and Gregory Roosevelt Palmer doesn’t seem like it could be worth very much to me; but Jones is supposedly pitching the continued services of his collection of miscreants, so he must plan on keeping his name on the letterhead and probably receiving revenue thereby.

Will our city councilcreatures keep this gang on retainer? After the abysmal performance of Jones in the pas it’s hard to imagine anybody wanting them around, at all. Of course this is the same gaggle that has kept Jones, et al., on the clock for over twenty years – and that’s a lot of bungling and cover-ups.

The cops always ask us, when we dare to criticize their unlawful, corrupt,or incompetent behavior: who are you going to call when you need help?Sometimes the question evolves into a statement: I hope we’re gonna be there when you need us. Then it always comes across as a thinly veiled bit of extortion on the part of those sworn to uphold “public safety,” and are taking public money (lots of it) to do so. I’m reminded of the mob shakedown racketeer: jeez, it will be a real shame if something is happening to youse guy’s nice bisness.
But enough small talk. FFFF received correspondence today from a Fullerton resident who believes he recently made a big mistake calling the FPD instead of just relying on the kindness of strangers.

A call by me to the Fullerton Police Department last night for help in finding a mother and two-year old son has exploded into at hellish nightmare after FPD Sergeants decided to arrest said mother for doing nothing more than getting lost.
My wife and mother of our three sons, Pranee Sribunruang, now sits in the Santa Ana Jail on $100,000 bail, charged with felony child endangerment because two Fullerton Police Sergeants decided it was their duty to put her there after she went for a walk, got lost and took several hours to make it back home.
FPD Sergeants Brandon Clyde and Emmanuel Pulido pitched a mission of help and concern when I met them out front of our home last night, pulling out all the stops to help find Pranee and our two-year-old son Leo. Then just as the Sheriff’s Department blood hound was about to be given her scent, Pranee stepped out of a vehicle that had pulled up, driven by a good semaritan who found her and Leo at a gas station and brought them home.
This is when it all changed.
Immediately, Pranee was someone who had done something wrong. Forcing her to sit on the curb, out came a thosand questions from the officers. Where did you go? What were you doing? Who were you with? “What do you mean you wanted to walk to Norwalk, you can’t walk to Norwalk,” Sergeant Pulido spewed. I tried to step in, and the officers pulled me away, saying this and that about needing to talk to her separately. One of the junior officers brought me aside and tried to calm me down, “We just want to help her, find out what’s going on,” he said. “Go inside and I’ll call you out in a minute.”
I waited a few minutes, went back outside and Pranee was gone. I asked where she was. “She is being arrested,” they said. “For what,” I replied, “which car is she in?” They wouldn’t tell me, and they wouldn’t tell me what she was being charged with. “You’ll find out Tuesday,” one of them said. Then I saw her head up against the back side window of one of the patrol cars. I went toward her, grabbed at the window and said “babe.” I didn’t know what to say. It had all gone horribly wrong, so quick. And I was responsible because I had called the FPD for their help.
Before I could do anything else, one of the officers jumped in the car and tore off down the street, leaving me there looking after her. I still didn’t really understand what was happening. This was supposed to be about finding Pranee and Leo. Now they were taking her away before I could even hug her.
Pranee is the kindest person I know. Her life is about showing kindess to others. Everyone she meets falls in love with her and her kind spirit. She had never been arrested before. She never even had a speeding ticket. No misdemeanors, no arguments with anyone (except me, her husband), and certainly never any child neglect or endangerment. The only way you knew she was mad at you was when she didn’t speak to you. Now she sits in the Santa Ana County Jail thanks to Sergeants Pulido and Clyde, and our family is torn apart.
The officers asked me earlier in the night, “has she ever threatened to harm herself or her son.” No I said emphatically. Her and I have had our issues, as most couples do. And she has experienced some depression recently, and we are working on this and trying to seek some mental health treatment. All this I told the officers, but sergeants Clyde and Pulido took this to mean something very different.
There was no harm to my son Leo. There was no endangerment, unless walking on the sidewalk at night is felony endangerment in today’s Southern California. Clyde and Pulido just didn’t like her explanation that she wanted to walk to Norwalk to see a friend and trade jewelry. I had explained to them that I had her only debit card because I had misplaced mine the day before, or, she told the officers, she would have taken Uber. Her phone had no service, so she couldn’t call us. It just didn’t add up for Clyde and Pulido so they decided “she met the criteria” and ripped apart our family, just at the moment we were reunited.
Now, I realize the worse thing I did that night was to call FPD, because in the end she made it home on her own – even though we were all very worried – and we would all be home together tonight enjoying each other. Instead FPD has torn our family apart, and we are lost. Never will I seek the aide of FPD again.
And one last thing, I don’t blame Clyde and Pulido as much as I blame the FPD. Where would they get this attitude, this aggressive nature? Where would they get the idea that somebody needed to go to jail in this situation. This is training that comes from the top, and that is your real problem Police Chief and City Councilmembers. Something very rotten is at the heart of your police department, and you need to do something about it.

Now of course this is only Mr. Oliver’s story, but as stories go, it seems to have a degree of verisimilitude. The City will have its own version of the tale, no doubt, even if we are never allowed to see it.
Please note Mr. Oliver’s two conclusions: namely, that it would have been far better for him to have never called the Fullerton Police Department at all; and that there must be an ingrained culture of aggression and inhumanity in the department. As to the first conclusion, I leave that for others to determine. As to the second issue, those of us watching the FPD and the way it operates, have long ago detected a wide vein of callousness that accompanied the criminal and abusive behavior by its employees.
So what will come of all this except embarrassment for his family and big legal bills for Mr. Oliver? He won’t get any satisfaction from his communicants, that’s for sure, or even an apology. No, for the FPD admits of no error as its careening incompetence smashes across the lives of the people who have had the misfortune to be in their way.
One of these people is a tax and spender. So is the other…
First we get to hear the obligatory boohoo tale from our imbecile mayor, Jesus Silva about how a cop with a growing family just can’t afford to live with the paltry crumbs doled out by the taxpayers of Fullerton.

Then we get to hear from our $230,000 a year City Manager, Ken Domer, as he focuses his keen, analytical mind on the issue:
“We’re about 18th in pay, but we’re also the sixth largest city in Orange County. So our pay is clearly not where it should be,” Domer said.
Notice how this dull blade conflates city population with deserved cop pay? This is just insulting. Is he that stupid or just have that low opinion of our intelligence? And notice the language: “clearly not where it should be” as if perhaps his moronic formula is actually validated somewhere by a scale he just made up. No, Domer, what’s not where it should be is the monster salary we pay you not to be stupid – or at least not to say stupid things that end up in the media.
If anybody cares, the vote was 4-1 with Bruce Whitaker voting no. The rest, of course, went along for the ride, even though the City’s finances are so precarious Silva is promising a new tax on the ballot next year. And no doubt the cop union that is more interested in keeping dues paying members than in the well-being of our city will be backing it big time.

And as our decrepit roads and infrastructure deteriorate ever farther, they will be used by the cops and the bureaucrats to leverage more revenue from us. Revenue that will go right back into employee compensation for the people who brought us the bad roads in the first place, and who have cultivated and protected the FPD Culture of Corruption.
