At last night’s Fullerton City Council meeting (21 March 2017) I spoke on Agenda Item 3 regarding budget strategies. Amongst other comments I asked for clarification on what was meant by “Structural Deficit” considering that both Fitzgerald and former Councilwoman Jan Flory constantly claimed we have/had a balanced budget. I asked what changed overnight to take us from a balanced budget on 08 November 2016 into a “Structural deficit” today.

What I got regarding an answer was Councilwoman Fitzgerald dodging the question and blaming Sacramento and the CalPERS rate change. And I quote:

“And I will go ahead and answer the question that was brought up over balanced budgets and what happened overnight and I will tell you, I mean, for former Council member Flory and I, when we talked about balanced budgets. Our 5 year projections, every year showed a balanced budget and what happened overnight is CalPERS decreased the amount of returns that they assumed that we were going to receive. So, that is what happened to those 5 year projections to change them.”

We Paid a Head Hunter $23,000 to Discover Karen Haluza!

Yeah, you read that right.

The City  actually hired a recruitment company to find a new Community Development Director – somebody who lives four blocks from City Hall.

Which begs the question: were Joe Felz and his crack assistant Nicole Bernard so busy they couldn’t have conducted this recruitment themselves through the HR department?

Insiders have said this job was going to Haluza all along, which means that whatever money was spent on the recruiter was wasted in the appearance of an on-the-up-and-up recruitment process. Of course we’ve all seen how Felz wasted monies large and small, even as the S.S. Fullerton was taking on water badly.

The fact that Haluza has been an unmitigated disaster since joining the city staff is a somewhat different issue, but it makes the price tag a little harder to swallow. One wonders what the losing candidates looked like.

Joe Kerr Lives Where?

We have recently been introduced to Mr. Joe Kerr, former fireman union honcho who claims to be running for 4th District Supervisor.  That’s a problem.

Joe and China Kerr have lived at 29 Palma Valley since 1999. The address is in Coto de Caza, a very wealthy enclave in South County – being a “public safety” union boss must pay real well. Unfortunately, Coto de Caza is in the 5th Supervisorial District.  Mr. Kerr chooses not to run against the incumbent 5th District Supervisor, Lisa Bartlett. Instead he wants to run for the 4th District seat, obviously because there is no incumbent.

Here’s Joe’s house.

Over the past eight years many people living in comparatively rich places have tried to carpetbag their way into the hearts and minds of North Orange County. All failed dismally when a concerted effort was undertaken to share their shameless carpetbag hustle with the public, no matter how they tried to fluff up their resumés. Here is a list at the bottom of which Mr. Joe Kerr, of Coto deCaza, will soon find himself:

2009 Linda Ackerwoman – State Assembly (Irvine)

2010 Harry Sidhu, 4th District Supervisor (Anaheim Hills)

2010 Lorraine Galloway, 4th District Supervisor (Anaheim Hills)

2016 Sukhee Kang, State Senate (Irvine)

While it’s true that each of these losers carried quite a bit of baggage, the fatal flaw right out of the gate was their carpetbaggage.  Because who, really, wants to vote for someone whose first communication with would be constituents is a fraud, a lie, a perjury, or a deliberate omission of fact?

Kerr’s press release announcing his candidacy omits any reference to where he has lived for the better part of 20 years, instead mentioning that he grew up in La Habra and Cypress(!) the slenderest filament of a link to the 4th District and a completely irrelevant one at that. I can’t find a record of Joseph V. Kerr anywhere near the 4th district.

I have no idea how much money Kerr’s “public safety” union pals will be willing to unleash on his behalf – probably a boatload. But member what all that union money got “Hide-and-Seek” Sidhu? Two humiliating losses in just one year.

So come on in, Joe.

Joe Felz Got A New Job?

Editor’s note: This was originally composed on March 3, moments before Joe Felz was charged with DUI hit-and-run. As such, the Renick agreement may have gone bottoms up. If not, well that just makes it more fun.

A toast to all my good ideas…

I have it on pretty good authority that our former City Manager (and now accused criminal Wild Ride Joe Felz) is picking up a consulting gig for Renick Cadillac down on Orangethorpe and Euclid.

Now what possible use would ol’ StumbleJoe be to a car dealership?

The story goes that Renick would like to acquire the site occupied by the Grand Inn which is situated right between the dealership and the asphalt lot on the corner of Euclid and Hill Avenue where Renick parks its spare Subarus. Looks like the idea may be to get the cops to start dishonestly documenting alleged bad activity at the motel. If you can harass the motel, the owner might have a lot more incentive to sell out.

Just so Renick can park its cars without having to drive out on Euclid. Really?

I don’t know about you, but I’m thinking this source may have it wrong. That maybe Renick is not planning on expanding at all, at least not for the long term; but that rather we are seeing a lot assemblage in order to build a future penitentiary-like apartment block.

“Public Safety” Isn’t Done With Us Yet

Another would-be County Supervisor has declared his 2018 candidacy for the 4th District. His name is Joe Kerr. He is a Democrat. He is also the former boss of the union that represented the Orange County Fire Authority. As such it was his sole responsibility to shove his hand as hard and as deep into the pockets of the taxpayers as possible to provide his members with spectacular pay and pensions, and to perpetuate a scam in which his members enriched themselves on a gamed overtime system.

Voters will not hear about that from Mr. Kerr, of course, even as he brings in “public safety” union bucks to grease his campaign, We will hear that Joe is Fire Hero and Deserves.

Will the voters go for this? I don’t know. Right now Fullerton is facing a massive fiscal drain due to the exploding pension costs of the cops and the “fire fighters.” Having one of the chief perpetrators of this meltdown trying to run for public office seems ill-timed.

Or maybe it’s all a some sort of a twisted joke.

 

End the Overnight Parking Ban

Tomorrow night, the City Council will consider a move toward repealing the citywide overnight parking ban between the hours of 2:00 and 5:00am.  This is a long overdue and welcomed change that would significantly improve the lives of many Fullerton residents.

I’ve lived in Fullerton my entire life.  Never once have I heard someone complain that a car was illegally parked on a city street in the early morning hours.  The only complaints are from people who have been cited.

The overwhelming majority of us are asleep, at least partially, during those hours and aren’t aware, and couldn’t care less, if a car was left parked on the street.  Our quality of life is not impaired one iota by another person making use of a public asset during the night hours.

In the Agenda Letter, Director of Community Development Karen Haluza provides an insightful history into the overnight parking ban, which dates all the way back to 1924 when Fullerton was converting from dirt to asphalt roads.  Spencer Custodio at the Voice of OC also penned a nice article on this subject.   Both are well worth the read.

The City’s Nonsensical 1970 Findings

Besides having no use apart from generating citation revenue, the irony of the many justifications the City made in 1970 for preserving the ban apply more appropriately to daylight hoursThe findings were as follows:

(a) In that frequent sweeping of litter, refuse and trash from streets is required to
prevent disease and unsightly appearances and such sweeping can be done
most economically and efficiently while vehicles are not parked thereon, and

I’m not aware of any City street sweeping taking place between 2:00am and 5:00am.  As far back as I can remember, street sweeping has been as predictable as trash collection on a specific day of the week during daylight hours.

(b) In that frequent police patrolling of streets is required to deter, prevent and detect
criminal activity and there is greater need for such patrolling between the hours
of 2:00 a.m. and 5:00 a.m. than at other times and such patrolling can be done
most economically and will best accomplish its purpose while the streets are free
from parked vehicles, and

There is no “frequent police patrolling of streets” between 2:00am and 5:00am.  Many Fullerton residents out and about during those hours have stories of FPD patrol units parked in inconspicuous locations around town with the officer sound asleep, provided nothing else is going on.

Fitzgerald Caught in Another Lie

Everyone is familiar with the politician’s reputation for telling untruths, which are generally more or less creative. Rare is the outright, black and white lie. Once in a while you find it in the politician who is supremely confident of their unaccountability – or clouded in a miasma of narcissistic delusion. Or both. It hardly matters which.

And so we have Jennifer Fitzgerald, who as mayor blatantly lied about the City having a balanced budget, and blatantly lied about the City fiscal prudence that created a balanced budget.

Ever since City Manager Joe Felz’s infamous Wild Ride on November 9th, 2016 folks have been wondering about the role of Fitzgerald in the unfolding scandal in which the FPD collected no evidence and gave a liquor-smelling Felz a ride home.

A few days ago our Friend, Travis Kiger made a Public Records Act request covering:

1. Call logs/detailed billing records for all mobile/landline phones used by Councilmember Jennifer Fitzgerald on November 9, 2016.
2. Call logs/detailed billing records for all mobile/landline phones used by Police Chief Danny Hughes on November 9, 2016.

This request covers all devices used by these public officials, regardless of ownership.

Here’s what Kiger got back:

But hey, wait a minute! What about that memo put out by Police Chief Dan Hughes relating his communication about the incident to Fitzgerald. Remember that? Here he clearly states his communication with Madame Mayor over the Felz affair. The memo is dated November 9th!

And then there was the sad declaration from SparkyFitz herself that she got a call at 3:00 am on the morning of the 9th. Remember that? And are we seriously to believe that Fitzgerald had no city-related phone calls the day her dear friend drove over a tree on Glenwood Avenue? That’s nonsense.

Here we have the spectacle of a public official pretending that there are no records documenting these communications – a position belied by the written and oral statements of the communicants themselves.

“Integrity” is our watchword. Well, that and “hypocrisy”

And then there is the rather odd response regarding Hughes. The fact that he is no longer employed by the City is irrelevant information. The answer about “his” phone is equally evasive. Did Hughes use his own phone or a city-issued phone? We aren’t told. And more to the point, does a public record cease to exist because the recorder is no longer a government employee?

Former Crappy State Senator Employee Running for County Supervisor

Former State Senator Bob Huff (R-Ed Roski) was best known as a shameless hustler for California’s failed crony capitalism experiment called Redevelopment. Other than the usual, dreary-fake Repuglican social issues it’s hard to recall a single Huff politcal pursuit. Now, it appears, one of Huff’s political acolytes thinks himself fit to be our next 4th District County Supervisor. His name is Tim Shaw.

Shaw’s big political claim to fame is being on the La Habra city council which, frankly, isn’t much to write home about; that and being the Republican State Senate candidate who got unceremoniously booted off the stage to make way for Ling-Ling Chang as part of the massively failed GOP “Asian Woman” strategy.

Shaw’s announcement contains several unintentionally funny lines. Here’s my favorite:

“I firmly believe the 2016 election results sent a strong message. People are tired of politics as usual, and we need to tear up the playbook and start from scratch.”

Wow. Four clichés in two sentences. Well done, little fella.

Starting from scratch means electing a clueless, no longer Young Republican drone who shows no evidence of ever having had an original thought? Yeah, sure, whatever you say, chief. Good luck with that.

Former State Assemblywoman Young Kim has already announced she is going for this seat and has tied up the endorsements of the Ed Royce crowd, so that’s our choice so far, and it isn’t much of a choice. Ms. Kim is an empty suit led around by her husband, Charles Kim, who is best remembered in Fullerton for bringing us Julie Sa in 1992.

Behind the Badge on the Chopping Block?

Next Tuesday’s Council meeting brings us another Budget Show, one more in a line of footling meetings strung out like faux pearls on a cheap necklace.  This one is particularly entertaining since it acknowledges a big structural deficit that the suggested cost savings will do almost nothing to correct: “modest” revenue increases are broadly suggested, but apart from some fee increases and one-time sale of “surplus” property nothing meaningful is proposed. Obviously the recommendation for a utility tax or a sales tax increase will be sprung like a rabbit out of the magician’s hat at the last moment.  

One entertaining bit of the agenda memo is the inclusion of a small table identifying some of City Manager Allan Roeder’s “loose sofa change,” giving the impression that maybe, just maybe, Mr. Roeder regrets his previous offhand dismissal of a $50,000 per year contract that accomplishes nothing as not worthy of councilmanic attention. Of course I am referring to the ridiculously conceived and suspiciously ill-managed “Behind the Badge” agreement that was improperly contracted by Wild Ride Joe Felz in the first place.

Well, good for Roeder, even though desperate times call for desperate measures And it takes a lot of desperation for a City bureaucrat to even tacitly acknowledge the expendability of a contract. The irony here is thick. It is the exploding pension cost of the Fullerton police Department that is breaking our bank. Even as we pay for the cops to peddle their dopey PR right back at us.
