The Hillcrest Park “Disposable” Stairs to Nowhere

This past weekend, I took the opportunity to check out the Hillcrest Park Stairs to Nowhere, only to realize these are, indeed, disposable stairs.  With the gate open at Lions Field, and no signs posted to keep out, I went for a hike.  Take a look at the photos — you’ll see what I mean by “disposable”.

Here is a recent comment from one of our Friends, Just Off Euclid, in response to watching another one of those super-expensive “State of the City” videos that we buy to make City Hall and the politicians therein, look good.

Thanks for sharing that nauseating bit of municipal self-promotion. I note:

And then the images of the vast Joe Felz/Karen Haluza stack n’ pack tenement blocks. Who is the target audience for that? Developers, I guess.

Sukhee Scuttles Southward. Say, Joe, Weren’t You Paying Attention?

The phony professor says: my residency in your town will be this long…

In 2015, the former Mayor of Irvine moved into a gated Fullerton neighborhood to run for the State Senate. His name is Sukhee Kang and his embarrassing and embarrassingly expensive campaign ended in a primary election disaster when he came in last, behind Fullerton’s Josh Newman.

Poor Sukhee had nothing to offer except a disastrous record in Irvine, a phony ballot designation as an educator, a vanity press “autobiography” written by somebody else, the dubious title of carpetbagger, and of course a long list of Democrat party big shots from up and down California who were unconcerned over the ethical problems of an incompetent politician moving into a district to hijack it for his own political aggrandizement.

One of Sukhee’s imbecile Democrat apologists actually tried to make it seem like a perfectly reasonable move – he and Mrs. Sukhee were just a couple of lonely, restless empty-nesters on the move. In reality the ploy was a race-based scam that necessitated hiding Sukhee’s political origins and record.

And now this poor fool is gone – back to Irvine according to Thy Vo of Voice of OC, thus abandoning his wafer-thin commitment to north Orange County. FFFF checked. Sure enough, Sukhee sold his golf course house on November 16, 2016 – eight days after the general Election created a new, Democrat State Senate incumbent. And after his realtor’s commission got paid, Sukhee took another loss.

And here’s the fun, ironic bit. The campaign guy who took over the Josh Newman senate campaign after Sukhee hit the showers, a person named Derek Humphrey, is also working for our latest carpetbagging opportunist – millionaire union executive Joe Kerr, who, in reality lives in ritzy Coto de Caza and wants to be a county supervisor for us. Once again the Democrat establishment seems intent on coalescing around a man who is blithely unconcerned about the ethical problem of carpetbaggery – at least so long as victory seems even remotely plausible.

One of these creatures periodically exhibits common sense…

You would think Mr. Humphrey would be acutely aware of the pitfalls of north county carpetbagging, but, hey, a job’s a job, right?

Behind the Badge

One of the more startling examples of stupid waste at Fullerton City Hall has been the exorbitant expense of Behind the Badge: fifty large ones a year for former bad OC Register “journalists” to publish and disseminate pro-cop propaganda pabulum. It was all phony crap meant to obscure the real news about the FPD: a litany of bad behavior and criminal activity that over the past decade has spanned the breadth of the California Penal Code. Fortunately, thanks to the Friends this ridiculous waste is coming to an end. We wanted to make sure, too, so we requested the good bye letter.

And here is our temporary police chief Dave Hinig, hand-wringing over the loss of what can only be described as no loss at all for the taxpayer:

Is this some sort of sick joke? Value? To whom? Certainly not for the people who were paying out almost $250,000 over the past four years.

And what’s really laughable is all this lachrymose bullshit over a contract that was made in secret, was grossly mismanaged, and that had no actual requirements for performance – even if Joe Felz had had any inclination to oversee what he initiated.

Well, anyway, Behind the Badge is going away although why we have to pay another $8000 for two more months of this unadulterated literary manure is beyond me.

Coverup Deepens As Fitzgerald Tampers With Phone Records

When Councilwoman Jennifer Fitzgerald finally got around to not misunderstanding the public records request for her phone communications on November 9th, 2016, FFFF received a document that purported to be responsive to our request. Here it is:

Have you ever seen a phone bill that wasn’t sorted chronologically? That’s because the document we received is not a phone bill. It’s data that was dumped into an Excel spreadsheet and deliberately sorted to confuse the chronological record and quite possibly to obscure the sequence and time-frame of redacted calls. This is not the public record that was requested and is not responsive to the request that was made by FFFF. In fact, this clumsy effort at obfuscation gives every indication of being an attempt to hide Ms. Fitzgerald’s communications in the early hours of November 9th.

As usual, when someone looks like they’re trying to hide something folks get a little suspicious that there is something worth hiding. And when it comes to our lobbist-councilwoman, we’re naturally suspicious to start with. So rest assured, Friends, we’ll be demanding that we get the original record, and not some self-serving, massaged data.

Budget Proposals Call for Elimination of City Positions

FFFF was just sent a few pages from the latest budget proposals, which the Fullerton City Council will soon vote on. The true costs of Fullerton’s pension debt are coming to bear, as the proposals call for the elimination for firefighters, police corporals, maintenance workers and security guard services.

These reductions will be necessary in order to offset significant increases in CalPERS pension payments for existing employees. Most of the budget is allocated to staffing, so city staff claims there are very few non-staffing cuts to be made.


From here, it will only get worse. CalPERS will continue to lower its discount rate, triggering higher bills for cities across the state. We are looking at many more reductions in services and increases in taxes and fees over the next few years.

I’d like to get out now.

Will our council have the guts to pull the trigger and start making severe cuts now? Or will they postpone action until insolvency becomes inevitable?

Newman Recall?

That didn’t take long. Radio host and former San Diego City Councilman Carl Demaio is starting a recall effort against Fullerton’s own state Senator Josh Newman. Here is Carl on the John and Ken show yesterday discussing Newman’s participation in the massive $5.2 billion California tax hike.

John and Ken reckon that Fullerton is a great place to kick off a rage-fueled recall effort. History says they’re right. It will be fun to see if Newman can be held accountable for his massive error.

The Rip Off

We have been asked by one of our Friends to publish the following post:

Now that our Legislature has passed the obscene Gas Tax, the usual liberal Democrat suspects have popped up to add their voices in high hosanna to the deed. Their script, as usual, is the old, tired mantra of affiliating more taxes with good government, as if the two things had more than a distant correlation. Generalities are the stock-in-trade of this crew. It’s too bad the opponents also tend to speak in generalities about the existing waste in government transportation planning and execution.

I’m going to talk about waste in government, too. But I am going to do it with specifics in near-future posts that will closely examine a “transportation” project that was planned entirely with earmarked transportation funds to demonstrate the crazy, almost obscene ways in which these funds were budgeted, and are being spent.

Does a single project represent a current state of affairs? Given the fact that the State and County governments are always “educating” us about their strict compliance with rules and regulations, and given the fact that the County Measure M extension, for instance, was sold with the idea of a rigorous auditing process complete with Oversight Committee, I am going to posit an affirmative answer to my question and challenge someone to prove me wrong. This should be easy if indeed I am wrong.

So what’s the project? Is it some distant, unknown pork boondoggle in some liberal, urban bastion? Ah, no. It is the ridiculously conceived, horrendously over budgeted and overstaffed, and seemingly bungled-out-of-the-gate elevator addition project at Fullerton’s own train station.

Woe to the Charitable Donor

The City — but mostly the police department — periodically receives donations from various groups.  The donors range from businesses like McCoy Mills Ford, to local service groups such as the Elks Lodge, Rotary Clubs, Ebell Club, or even Fullerton residents.  Before anyone pummels me in the comments section for something I didn’t say, I have nothing against these groups and I’m sure their intentions are good.

That being said, I suspect nobody realizes how their money is being (mis)spent once it leaves their hands and enters the City coffers.

  • After acceptance by the City Council, the money is generally moved to the “95” Trust/Slush Fund where donations, deposits, and other miscellaneous cash is kept.
  • The 95 Fund is not part of the City’s budget.  The City Council does not currently vote on expenditures from this fund.
  • The 95 Fund is not audited, or included — like other funds — in the City’s Comprehensive Annual Financial Report (CAFR).

Lax oversight and false promises should not come as a surprise.  Such is the case when the Fullerton Rotary Foundation gave $500 for the police Retired Senior Volunteer Program (RSVP).  Former Police Chief Dan Hughes made the following claim in his agenda letter to the City Council:

Below are the procurement card transactions for the last two-plus years on the RSVP account.  Remember, Dan Hughes said the money would be used for supplies and equipment

Apparently food is considered “supplies” and awards and trophies are “equipment”?

Dan Hughes made other questionable assurances about donated money.  To the best of my knowledge, there is no such fund (account) in memory of FPD officers Jerry Hatch or Tommy De La Rosa.  Nothing appears in the Chart of Accounts for either of their names.  (anybody in the know, feel free to correct me)

Paul Hatch, who donated $500, is the father of deceased FPD officer Jerry Hatch.  One has to wonder if Dan Hughes told the elder Hatch that, indeed, there was a fund in his son’s name — when, in reality, there probably isn’t one.

The Fullerton PD, like many others, has an Explorer program for teenagers.  If we take the website at face value, the meetings and duties resemble a college class coupled with part-time job.  Surprise!  The procurement card purchases tell a different story.  Pizza parties, bowling, airsoft games, trampoline jumping, $2100 of coins, and enough kettle corn to induce a coma.  They even charged some RSVP expenses to this account by mistake.

The check registers for the same time period show a handful of checks issued:
