Looking Askance at the “Need” Argument

If you build it…

The City of Fullerton is the process, through the planning commission, of bringing another abomination of a project back to life. What was once “Amerige Court” will now be “Amerige Commons”.

The key reason that the Amerige Commons project is being resurrected is because we allegedly need it. Need being the operative word thanks to our supposed housing and retail shortfall. Or so says the city. Again. Again. And yet again. I’m starting to wonder what the word need even means anymore in this town. Or any town for that matter.

City folk say that our residential vacancy rate is X% and to the city that alone correlates need. In a market economy you would look at what’s selling and adjust to reflect the market. Therefore if single family homes are the fastest sellers you would work to build more single family homes. If you wanted to court a younger population you would build in their price-range. However we’re talking about government and not a market economy and in this case the only sales that matter are the votes of our council members and the developers locked most of those sales up years ago.

If we take the city planners seriously we are forced to focus on the need issue so what do we really need here in Fullerton? (more…)

The Yellowing Submarine Sinks Deeper

You have to wonder about the integrity of an avowedly left-wing media effort that is so desperate to prop up and defend local government that it will…well, read on.

The Fullerton Observer and its obtuse editor, Sharon Kennedy, have now resorted to republishing pieces written by the pro-cop union shill “Behind the Badge.” The taxpayers pick up the tab for that lame propaganda.

It’s true.

In it’s latest journalistic effort, we see on page 12 a “story” scribbled by the utterly servile Lou Ponsi. There is no explanation as to where this tidbit comes from. Is Ponsi now an “Observer?” But a simple hunch led me to Ponsi’s new source of income. Sure enough. Kennedy has just passed along a reprint from “Back the Badge.”

The sole purpose of Behind the Badge is to make Fullerton’s cop apparatus look good, no matter what, by running feel-good stories. And Sharon Kennedy’s mission is making Fullerton’s government look good, no matter what. I guess it makes sense in a perverted kind of way.

At least we don’t have to pay for the Fullerton Observer.

The Red Oak

Not from around here…

As a professional botanist I was quite interested and amused by the name of the developers of the proposed multi-family monster on Commonwealth Avenue. Red Oaks Investment. Why? Because the red oak is native to the Midwest and eastern United States.

Red Oak.

Okay. Got it. An out-of -town developer with the name of a non-indigenous tree foists a massive project on the populace in an environment where it doesn’t belong.

You know, in Fullerton these days that sort of makes sense.

Of course this was candidate Jennifer Fitzgerald, back in 2012 when she was running for the city council.

Here’s the letter Fitzy wrote to then mayor, Sharon Quirk-Silva:

Naturally, once safely in office this support for looking into possible, maybe someday, perhaps switching to the Sheriff Department at huge cost savings to the taxpayers of Fullerton evaporated like the morning dew on a summer day. Since gaining office Fitzgerald, along with Jan Flory and Doug “Bud” Chaffee have been resolute in their goal that no reform of the Fullerton Police Department take place and that no acknowledgement of any Culture of Corruption could possibly exist.

Some cynics suggested this letter was only meant to call off pro-recall forces; other cynics suggested this was the price Fitzgerald had to pay for Supervisor Shawn Nelson’s endorsement. Probably it was both. Either way the commitment was thinner than the paper it was printed on. And Fitzgerald never mentioned it again.

The High Cost of Bad Development

Someone once advised that bad design costs just as much as good.

This is particularly true of development that squanders resources, overloads infrastructure, gobbles up energy and foists snarled traffic on the rest of us.

So how come Fullerton has gone head over heels for massive, five-story (and more) apartment blocks the past five years?

At first I thought it was because there was no planning director and that in this void stuff was happening without any sort of adult in the room. Then Karen Haluza came along. Yes, the same Karen Haluza who, as a private Fullerton resident and council candidate, opposed the Amerige Court (now Commons) monstrosity back in 2008. But now Ms. Haluza seems to spend all her time pitching the same ridiculous monsters that were approved when nobody was in charge.

Then it hit me.

These huge projects are moneymakers, and not just for the out-of-town developers that rake in the dough and move on. They are one-time bonanzas for city staff that haul in huge developer fees and massive park dwelling fees. These fees run into the millions.

Now, let’s say that you are a garden variety city manager such as Joe Felz. You have mismanaged the City of Fullerton into a string of unbalanced budgets amounting to over $40,000,000 in just four years. Wouldn’t you be groping for any source of revenue you could find?

Apart from the physical cost of these horrible projects, there is the obvious budgetary problem of relying on one-time sources of revenue to make your budget shortfalls look less bad. But to acknowledge that problem would require honesty and a degree of professional integrity.

Fullerton Retreads City Manager Tire

On the City’s website, right above a news release about an upcoming osteoporosis seminar at the Community Center, we discover that the City Council has unanimously chosen a replacement for Joe Felz. Felz, you will recall, drove off of Glenwood Avenue, ran over a tree, blew a tire and tried to drive away in his crippled vehicle.

Not Roeder’s first rodeo…

Allan Roeder, former City Manger of Costa Mesa, is the replacement, on an interim basis. He is part of a small pool of extremely expensive place holders brought in like bullpen pitchers, when the starter gets into trouble in the late innings. These already pensioned-off fellows go on to rake in enormous second incomes while already collecting their massive CalPers checks every month.

The new guy was hired yesterday in a Special, Behind-Closed-Doors meeting of the City Council.

Why the City needs to pay somebody a hundred grand for a five or six month stint is a question you should ask one of your “unanimous” council who seem to be oblivious to the fact that the City is running massive deficits every year, already. Oh well, it’s not their money, right?

Here is our new Mayor, Bruce Whitaker extolling the virtues of Mr. Roeder:

“We are happy to have someone as established and seasoned as Mr. Roeder to serve our city,” said Fullerton Mayor, Bruce Whitaker. “Allan’s experience will be welcomed at City Hall and he will be a valuable asset to the entire city until we appoint a permanent city manager.”

Now did Mr. Whitaker actually say that? Let’s hope it was a canned quotation put in his mouth by some overpaid “public information officer.”  Having Felz around for the past six or seven years is proof positive that from a strictly practical perspective we don’t even need a city manager, and would probably have been a lot better off without the last one we had.

Well, now we have one that can absorb the blame for whatever unfortunate happenstances come our way in the first half of 2017, and be off down the road to the nearest bank.

Planned Parenthood Blows Wad

Remember that old Zakie Farmer’s Market building down on Orangethorpe? Yesterday my greasy broker called with an interesting discovery. This odd building was quietly sold to Planned Parenthood of Orange and San Bernardino Counties in 2006 for $3,375,000. They had credit and they wanted to build one of those women’s clinics here in Fullerton.

Planned Parenthood spent three years submitting plans to the city but abruptly gave up in 2010, leaving the property to sit idle for a total of nine years. They finally sold the property in 2015 for $1,750,000. That’s a $1.6 million direct loss, excluding any opportunity costs, mortgage interest or property taxes. Our team of crackerjack financial analysts estimates the total loss at $3.4 million. That would be more than the original purchase price!

This was a major screw up by any measure. So what caused PP to buy this overpriced pad, kick it around for a few years and then leave it to las cucarachas?

And why does any of this even matter?

It doesn’t.

Unless you are a donor to Planned Parenthood, in which case you might like to know where your money went. Or it might matter if you’re a taxpayer. Planned Parenthood receives about $550 million a year in government subsidies, making each of us some sort of stakeholder in this giant misadventure.
