I just heard from a reliable source that Fullerton Police Chief Mike Sellers has put in for a minimum 30 day medical leave for some undisclosed malady.
Yikes! Is this going to be a stress-related gig? Can it be preliminary to a pension tax-grab? Is it driven by the dismal McPension interview on CNN?
I don’t know, but when I do I’ll let the Friends know all about it.
A quick trip to Fullerton Stories reveals a statement by Fullerton City Manager Joe Felz that claims the City never made any “settlement offer” to the family of killer cops victim Kelly Thomas, who was brutally bludgeoned to death by six members of Felz’s police department on July 5th.
This is just about the shabbiest deception the City has tried yet; verbal hairsplitting to try to dodge the fact that your scumbag lawyer Bruce Praet presented “unofficial” proposals (oh, no not a “settlement,” that can only be authorized by the Council) to the family of the victim. Well, goddam, that’s a distinction without a difference! Felz, shame on you for running this turd up the flagpole, and shame on some stooge named Davis Barber at Fullerton Stories for accepting and propagating this ludicrous trash as pertinent to anything. Maybe now Felz thinks no one will we be inclined to ask who was responsible for authorizing Praet to contact the family in the first place. Was it you, Joe? Or did you even know about it?
Probably the worst part is the not-so-subtle insinuation that Ron Thomas, Kelly’s dad has been intentionally misleading the public.
Up until now I was willing to give Felz the benefit of the doubt – that he was just some poor former museum director dufus in waaaaaay over his head. Now it would appear that he was either completely out of the loop (bad) or, complicit in a nasty plot to discredit the Thomas family (worse) and protect the assess of some crooked cops.
He needs to go, too. Now.
Dear Fullerton Community Members:
First and foremost, I extend my condolences to the Thomas family. As a member of our Fullerton community, as a member of our City Council, and as a mother, I am deeply disturbed by the events that led to the death of Kelly Thomas.
For the well-being of the Thomas family and the residents of Fullerton, I will continue to ask the questions and demand the actions that I feel necessary to make sure that justice is done.
Current status: All the officers involved in the Thomas incident have been placed on administrative leave. The city is working with the District Attorney and the FBI to ensure that a full investigation proceeds in the most transparent and expedient manner.
Yesterday, I requested that the city manager seek the resignation of Fullerton Police Chief Michael Sellers. I feel that the leadership required from our chief during this crisis was lacking. Citizens of Fullerton need to have confidence in a police chief who can not only provide expert, professional crisis management, but who is capable of being the face of the city when a police crisis occurs. I believe we were failed on both counts. All of us who are privileged to hold leadership positions in this city should be held responsible and accountable for the well-being of our city.
As we move forward, I understand that there are some things that we cannot address immediately, and for this I ask your patience. We need to wait for final reports from the D.A. and the FBI before we can make a final judgment on the officers involved (and for their own safety, I don’t feel it is advisable for their names to be released publicly at this time). However, there is something we in city leadership can do immediately as we grieve Kelly Thomas and begin our healing: revisit our policy on the homeless in our city and county.
Homelessness and mental illness are serious and complex issues that all cities grapple with, but what can we do to better understand their challenges in Fullerton? How can we work with local and county agencies and churches to make connections for families who struggle with mental illness? How can we find necessary resources for those without a home? At the very least, we can all try to gain a better understanding of their plight (see my P.S. below).
Finally, I love the City of Fullerton! We are a loving, resilient community, and we will make our way out of this very difficult period.

P.S. While speaking to a homeless woman named Kirsten yesterday, I asked her what she might need that could make a difference for her and others on the street. First, she said that, for a woman on the street, it would be safety and shelter. Next, she said, simply: “socks!” She wanted some socks to keep her feet warm and clean. She said that some churches and shelters used to provide a pair, but not anymore. This is a request that we as a community can take immediate action on.
If you have any extra socks and/or travel-size personal hygiene items: toothpaste, soap….please drop them off at City Hall. I will personally pledge to deliver the items to the homeless on a regular basis now and in the future. I know that socks and hygiene items will not solve the issue of homelessness or mental illness, and they won’t bring Kelly Thomas back. But our actions might allow us to better understand the Kelly Thomases who are still out there struggling to live day to day with no place to call home.

As a member of the Fullerton City Council, and a mother, I am deeply disturbed by this tragic event. I am so sorry that this has happened in the city of Fullerton. I have talked to Mr. Ron Thomas to express my sympathy. I have demanded that all six officers be placed on administrative leave and that we fully investigate this incident.
I have asked for detailed accounts of this event and to see the video and release the video.
As a leader in Fullerton, I know that it is our job to be transparent, accountable, and to serve and protect our citizens.
More than anything, I am committed to finding justice for Kelly Thomas.
As a mother, I can only imagine the sheer pain that the family must be enduring right now. Not only losing a son, but dealing with such a horrifying death.
My thought and prayers are with the Thomas Family and our community at this difficult time.

On the eve of my departure for Sacramento to the repuglican convention, I was just about to enter Steamer’s to visit with city councilwoman Sharon Quirk-Silva at her annual St. Patty’s day party and listen to my Friend OJ blogger and entertainer extraordinaire Vern Nelson play the piano (and trust me Vern is quite the entertainer) and who did I see? None other than Fullerton’s biggest sissy – city councilman (by 91 votes) Pat McPension.
At first I thought about going up to him to ask how the Hell he had the nerve to show up at Quirk’s party. After all, this is the same puppet that followed his repuglican string pullers and stuck a proverbial knife in Quirk-Silva’s back on that old Mayor pro-tem stuff. Remember? But then I thought: it’s not that big a deal – he’s probably use to sticking knives in people’s backs.
And now, back to the letter.
According to commenter Art Brown the plaintive Redevelopment wail signed by Mayor HeeHaw on behalf of all of us was actually scribed by the League of Cities and sent out as a boilerplate template for the incompetent locals who, presumably, couldn’t be trusted to mount their own intellectual and philosophical defense of Redevelopment (think: “we neeeed the muh-nie!”)
Of course there is space at the end of the missive to insert one’s community’s dubious Redevelopment accomplishments. And Fullerton did.
Mr. Brown’s claim certainly has the ring of truth to it. It reminds me of a gang of dope addicts defending their habit.
As to the letter itself, observe the following:
The claims that Redevelopment is a job creator and some sort of economic engine is, of course, utter nonsense. It is indeed a massive boon to subsidized corporations and Redevelopment master planners, consultants and bond salesmen. Redevelopment is simply a zero-sum revenue diversion scheme whose manifest failures are immediately forgotten. The funniest part of the letter may be the way one bent branch of government uses the screw-ups of another (SB 375 and AB 32) to justify itself.
Then there is the hilarious claim that Redevelopment is really poverty-stricken, once the bond holders are paid off!
You would think a letter honestly outlining the effects of Redevelopment in Fullerton would have described just a few of the disastrous quagmires that Redevelopment and it organizers have gotten us into: boondoggles amply illustrated in these pages. But no. No Harbor/Commonwealth; no SRO; no Poisoned Park; no endless succession of useless downtown master plans; no attempt to relocate a McDonald’s 200 feet. Wait. Come to think of it they did: cited as an accomplishment is the idiotic Richman housing project!
Affordable housing. Where poor people are cleared out and replaced by less poor people. And this was never one of the rationales for Redevelopment. The housing set-aside was created to protect the poor from dislocation due to the great Urban Renewal mega projects of the 1950s and 60s.
Well, there you have it. An intellectually and morally bereft letter signed by a clown who cannot grasp anything more complicated than a fried chicken.

As part of its project mitigation planning, the Orange County Transportation Authority’s Measure M program has sequestered a huge pile ‘o cash, something in the neighborhood of $200,000,000. The purpose of this dough is to procure sensitive habitat from private property owners who might have development plans.
Naturally, the West Coyote Hills property was on the initial list, until removed by its owners last year. Chevron likely thought their plans for development were in the bag in 2010.
It wasn’t, and now it’s 2011. And apparently the OCTA is re-opening consideration of applications for the first funding from the mitigation fund. Chevron has until Jan 13, to file an application to the OCTA if they want to participate in the program.
Chevron may believe they now have 3 secure votes to approve what the Council denied last June. And they may still prefer to face long years of entitlement, inevitable lawsuits, and two or three embarrassing economic cycles in order to make a big profit. Or perhaps upon further reflection, they might come to realize that selling part or all of their property for a big payday up front without mitigation cost and without dragged out development issues, is preferable.
The Fullerton City Council might want to consider this too, and help persuade Chevron to take this alternate path. Bruce Whitaker, for one, has an excellent opportunity to make this overture.
Will councilman elect, retired chief pension plugger Pat McKinley support Sharon Quirk-Silva for Mayor Pro Tem at tonight’s council meeting? After all, she actually endorsed this guy. It’s up to Fullerton’s new three-man Repuglican crew, and things don’t seem too promising for Quirk-Silva.
As we previously discussed, Policy #37 dictates who the next Fullerton mayor and Mayor Pro Tem will be. But the whole thing really boils down to pure politics.
As noted above, Quirk-Silva endorsed McKinley, which helped him beat Doug Chaffee by 90 votes. Will McKinley honor policy #37? Will he even be grateful to Q-S for his new source of income?

I guess elected officials get some kind of a kick out of handing out endorsements to other candidates. Recently I called for Shawn Nelson to choose between Bruce Whitaker and Roland Chi, both of whom he had endorsed before they ran against each other for the same two year city council seat. I was encouraged to see that Nelson referred to Whitaker as the “only” candidate who would fight for pension reform on Whitaker’s recent campaign materials.
But it seems that Shawn Nelson may not be the only elected official having trouble picking a favorite. Bruce Whitaker’s campaign website lists among his endorsers Sharon Quirk-Silva of the Fullerton City Council. Funny, Roland Chi’s latest mailer carries a glowing endorsement of Chi by Quirk-Silva, complete with her smiling picture. What’s the story here? Did she dump Whitaker for Chi, or is she just trying to make everyone happy? Can no one in this city just tell us who they want to win the damn election?
