“MANAGER OF THE YEAR” TOM DALY MANAGES TO WASTE OVER $70,000 OF TAXPAYER MONEY ON REMODEL. OCEA IS M.I.A. –AGAIN!


While several county departments have to endure furloughs and layoffs, “Manager of the Year” Tom Daly seems to be on a mission to continue to waste public money the taxpayers be damned. We recently learned that a remodeling project for a “marriage ceremony and passport application acceptance room” is near completion. The cost to tax-payers: $73,000 plus change. For a remodel. Of a room. I’m pretty sure we won’t hear a peep from OCEA and it’s head thug, Nick “Bullhorn” Beradino. I’m still hoping Nick misplaced the bullhorn in some nook or cranny and is frantically looking for it..

I would like to invite OCEA members and the general public to come and see for themselves how this wastrel continues to shove his crazy spending down the taxpayers’ collective throat. From the looks of it, no expense was spared. But you be the judge.

Nick, if you need to borrow a bullhorn let me know. OCEA needs to tell Tom that this has to stop. The voters need to send Tommy boy a strong message this June. Vote career politician and free-spending Tom Daly out of office!!

The Joke of OC

Listen up, Supes! We finally got our own news outlet!

We’ve recently seen the true purpose of “The Voice of OC,” and organization that promotes itself as a “non-profit investigative news agency.” We’ve noticed that the manager, Norberto Santana has never said a word about any of the manifest malfeasance taking place in Democrat Tom Daly’s Clerk-Recorders office, but has found time to publish what a amounts to a political hit piece on Fullerton’s Shawn Nelson – public enemy #1 as far as County unions are concerned.

It continues. The Voice has recently detailed in five separate posts a DA investigation brought about by charges made against Assessor Webster Guillory by County personnel and publicly advertised by OCEA union chief Nick Berardino. So what, you ask. Here’s what: not once has Santana mentioned that the OCEA provided start-up captial for the Voice of OC. That’s an obvious conflict of interest, and one that any ethical operation would make known to its readers.

What’s also interesting is that the blog comments section has become a forum for a raft of public employees pretending to give a rat’s ass about government efficiency. You will even find LibOC blogger and dead beat, Chris Prevatt on the list. Typical.

Say, Norberto, why not publish something on Tom Daly’s cronyism, waste, or bad real estate deals? At least then the Clerk-Recorder personnel could have a chance to weigh in and let Berardino know how his members feel about OC’s biggest money squanderer.

Well, “The Voice” never claimed to be impartial or objective. Just non-profit.

And that’s why it’s quickly becoming the known as the Voice of OCEA.

NICK – WHY NOT SEND A MAILER TELLING VOTERS ABOUT FREE-SPENDING, INCOMPETENT CAREER POLITICIAN CLERK-RECORDER TOM DALY?

Last week Nick Berardino and his goons at OCEA sent out mailers alleging that 4th District Supervisor candidate Shawn Nelson voted in his own business interest to and that he did something for the campaign contributor who owned the Fox Theatre in Fullerton. All nonsense, of course.

These were really lame pieces and probably got Nelson a lot more votes than they cost him. But this effort was quite revealing in that it demonstrates the utter hypocrisy and self-interest of “Bullhorn” Bernardino and his crew.

While this guy is making up stories about Nelson, he has turned a blind eye to a real government miscreant, County Clerk, Tom Daly whom we have busted giving jobs and no-bid contracts to friends and relatives of contributors, as well as pitching over two million bucks into the worthless property at 433 West Civic Center Drive. Oh yeah, and then there was that $48,000 contract given to another campaign contributor to “study” a sports hall of fame.

The OCEA has watered Tom Daly campaigns with more than $4000 over the years, no doubt hoping the investment would some day flower into something that looked like a county supervisor. Instead it helped create an incompetent little emperor that has no accountability, no oversight, and whose fiefdom is rife with cronyism and kickbackery and wasted millions.

I guess he's talking about me.

I would love to believe that Berardino meant to put Tom Daly’s name on those mailers because I would love to believe that Berardino was venting his righteous anger at the wrong candidate.  Yeah, right! The County’s public employee unions are going after Nelson because they are terrified of a real Board majority that will institute permanent and meaningful pension reform and conduct responsible contract negotiations.

But who knows? Someday maybe the OCEA will stand up to real corruption – even on the part of a Democrat. If they ever do they know where to come to get all the info they need. But I’m not holding my breath.

A while back I became curious as to what exactly Renee Ramirez did as County Clerk Tom Daly’s #2. I had heard lots of unflattering things about her not really doing any work and I thought would avail myself of the Public Records Request process to take a gander at some of her records, including phone calls made and text messages. We provide a typical sample of her phone records, above.

We were warned ahead of time by the County that personal phone numbers would be redacted. But never did I expect what I got: page after page after page of blacked out phone numbers.

Good God! These people want us to think Ramirez made hardly any business calls during the course of a month? During one period of several days all the numbers are blacked out. And who were these people she was talking to? That must remain speculative for unless Renee tells us we shall never know.

So what gives? Are they trying to hide something?

P.S. As a point of interest I note that for a brief shining period Ms Ramirez was Tom Daly’s hand-picked successor. Guess who was squiring her around the OC GOP Central Committee, making introductions: our old pal Brett “Hall of Fame” Barbre. Coincidence? I think not.

Tom Daly Finally Has a Website, And Boy Is It Lame – Real Lame

Friends, by the time I got around to posting this piece, Daly had modified his website, but not before I culled the quotations below. Notice how those generic accolades have been tweaked to the actual circumstances. Now they make the endorsers like Jordan Brandman look ridiculous. And boy is that par for Daly’s course.

If you thought that our Clerk Recorder Tom Daly was arrogant and lazy you were right. Get a load of this crappola straight from his website:

Oh, brother! Daly quit on the supervisor gig several months ago, but apparently he is still confused about which office he is running for. Or he really wants to fool people. Or he’s really lazy. Or something.

Let’s see how long it takes before Daly does something about his lame ass website.

Nelson is a Defense Lawyer; Sidhu and Galloway Need One

Well, today today the first “Shawn Nelson is an Evil Defense Lawyer” hit mailboxes, just like we knew it would. This has been the anonymous refrain from the John Lewis & Co. hacks and flacks since day one. We even busted Tom Daly’s supposed “campaign manager” doing it on our blog. The mail piece came from Sidhu, the phony resident of the 4th District.

The funny thing about it is, so what? The obvious conclusion is that people don’t like lawyers, and defense lawyers defend creeps. Sure they do. They also defend innocent people who are being railroaded by ambitious and unscrupulous cops and DAs, and who are accused of all sorts of heinous things. I doubt if there’s a reasonable person who hasn’t contemplated what the police power of the government could do to them if they were falsely accused of something.

Come to think of it, defense attorneys even work for people who commit perjury by signing their name to official documents that they know aren’t true. Let’s see, can anybody think of someone who has recently hired a $400 an hour defense lawyer? Oh, that’s right! Hide and Seek Harry Sidhu just hired Paul Meyer of Costa Mesa to help him try to beat the perjury rap we tagged him with.

And then there’s the Precious Princess, Lorri Galloway whose entire adult life reads like a low-grade takeoff on The Grifters. Wonder how many lawyers the Galloways have employed over the years? It would probably fill up a law school graduating class!

Hey, everyone is good at something!

It looks like we can add another skill to Clerk-Recorder Tom Daly’s public money squandering resume.  As previously reported here, not only does Daly excel at wasting public money and doling out jobs to his contributor’s relatives, it appears that he also hands out no-bid contracts to campaign contributors as well. It turns out that the contracts are more of what we’re used to: highly questionable and unaudited relationships, and of course, ultimate failure.

Get a load of this one.

Between 2002 and 2007, Christopher Townsend, who is the president of Townsend Public Affairs, contributed a total of $2600 to Tom Daly’s campaigns. During this period, Townsend was awarded two $60,000 no-bid contracts for “consulting services.” Townsend was awarded these contracts without bidding because of their supposed know-how in obtaining grants from the California Cultural Historical Endowment. What for, you ask?

In late 2005/2006 the grant application was for $150,000 to go to “planning” the archives expansion in the old Courthouse building in Santa Ana. Apparently the contract and the grant application were approved solely on the authority of Daly himself – that’s right, no Board of Supervisor’s oversight.

The big problem was that the grant application was for a building over which the “Manager of the Year” Daly had no authority. Apparently it is controlled by the Harbors Parks and Beaches Department that lets the Clerk-Recorder use it for some of his functions. And seemingly they had no clue what Daly was up to.

Even though Daly got the grant he wanted, the County had to turn the money back in April, 2006 because of the inability of Daly to communicate what he was doing with the other County bureaucrats. The official excuse was “unanticipated space and stakeholder concerns.” Translated from Bureaucratese into English: Big Daly F-up.

Well, there’s $60,000 down the toilet.

Undaunted by failure, late in 2006 the indefatigable Daly was before the Board of Supervisors asking for another $60,000 no-bid contract with Townsend. The motive was the same, but by now Daly’s covetous eye likely rested on the wretched building at 433 West Civic Center, a $2.1 million liability that he would talk the Board into acquiring in 2007. We shared that mess with you, here. The second grant application ended up with a big goose egg, however the purchase of the money pit on Civic Center Drive proceeded headlong, full speed ahead.

Oh, dear me. Another Tom Daly fiasco; another example of incompetence and cronyism his pals in the media won’t touch; yet another mauve feather in the dismal repuglican headdress of Daly’s admirer, John Lewis (& Co.) who keeps insisting that the egregious Daly is some sort of “fiscal conservative.”

Need a job?

It appears that Clerk-Recorder Tom Daly has mastered two skills in his eight years as head of the Clerk-Recorder Department. First, he has become a top-notch spender and waster of our dough. Second, he has mastered the art of creating jobs at tax-payer’s expense while receiving campaign contributions from the relatives of people he has employed.

Last week Daly hired Bruce Matthias, here. We learned from his campaign financial statements that Matthias’s wife Sonja Matthias had contributed to Daly’s now defunct campaign for Supervisor 2010.

Well, we looked deeper into his statements and found even more good old jobs for the boys (and girls) featherbedding. Look at this list.

In 2006, The Oftelie Company, run by former transportation bureaucrat Stan Oftelie, contributed to Tom Daly’s campaign. Could it be a coincidence that Stan’s son was hired shortly after this contribution and while the County was losing jobs. Stan’s son works in the Archives and was brought in as an “extra-help” employee which means that no competitive hiring process was conducted to bring him on board. I wonder what qualifies Stan’s son to work in the Archives.

The Walt Disney Company has been quite generous in its giving to Tom Daly’s campaigns. Since 2002, Disney and people connected to Disney have contributed more than $4000 to Tom. That’s just as much as the OCEA. Chris Lowe is the Government Affairs Manager for Disney in Anaheim. Well, Lo and Behold, Daly hired Chris Lowe’s wife to work in the Archives as an extra-help employee which, again, means that no competitive hiring process was conducted. And again the hiring was done when the County could least afford it.

In 2003 and 2005, James A. Liberio Realty made contributions to Tom Daly. Not surprisingly, Mr. Liberio’s daughter was also hired as an extra-help employee. So no competitive process was conducted to hire her. I’m unsure of her duties or qualifications.

Even during these tough times at the County, Daly has been budgeting at least $200,000 per year for extra-help hires. Despite revenues and workloads being at their lowest levels ever, Daly feels it is more important to keep his friends employed than to protect the interests of the public. Extra-help employees are basically at-will-employees and can be let go at anytime. I think that time has come now!

And I’d like to know why these these campaign contributors don’t hire their own relatives. Perhaps these people are not employable. Who knows?

Somebody needs to flush out this swamp of cronyism. Isn’t that why we have County Supervisors?

WHY DOES THE OCEA SUPPORT JOB COSTING, FREE-SPENDING, INCOMPETENT CAREER POLITICIAN CLERK-RECORDER TOM DALY?

In December of 2008, Nick Berardino and more than 1000 union workers stormed the County’s Hall of Administration to protest the remodeling of the Board of Supervisor’s lobby.   The OCEA leader and his supporters were protesting the $300,000 lobby remodeling project because it was the wrong thing to do because at the time, the County was laying off employees due to the budget crunch that hit the whole nation.

That day, Berardino used his bullhorn to make his point well known. He was also quoted by the lame duck O.C. Register as saying that “Labor knows that financial hardships are on the way and say they are willing to share in the pain. But before he has to look a person in the eye and tell them they are out of work in this economy he wants management (the County) to scratch every perk with the aim of saving jobs.”

Well, Nick  it is time for you to break out your bullhorn again as you look every association member in the eye and tell them why the OCEA felt it necessary to contribute more than $4000 of their union dues to a free spending, incompetent career politician like Tom Daly. This guy’s spending has cost the County jobs!

According to records at the Registrar of Voters, the OCEA has contributed more than $4000 to Tom Daly’s campaigns since 2002. The most recent contribution was in late 2007 for $1600 – prior to Daly’s  purchase of  a $2.1 million money-sucking building.  Why contribute to a politician who has no legislative duties or the ability to save any county jobs. The Clerk-Recorder is just that – a clerk and a recorder. It is an elected position with little political influence. Daly doesn’t know that or it hasn’t registered yet after 8 years of doing nothing but free-spending and taking care of his buddies like Bruce Matthias and Brett “The Brainstormer” Barbre.

Well, Nick where was that bullhorn when County Clerk-Recorder Tom Daly blew $2,100,000 of public money on a real estate venture that could cost another $7,600,000 to fix the problem? This happened in January 2008, months before the $300,000 remodeling project you vigorously protested.

Where was your bullhorn when Clerk-Recorder Tom Daly decided to give out a $48,000 to a political contributor to “brainstorm” an unnecessary sports hall of fame?

Where was that bullhorn when a $1700 a month retainer to a Sacramento government consulting business with no deliverables was discovered?

Why aren’t you using that bullhorn now? How many jobs does this money represent? Wake up OCEA members! It’s time for you to make Your Voices heard to tell Nick to go after every person who is wasting your association dues and tax-payer money that can be used to save your jobs.

More Monkey Business at the Clerk-Recorder’s Office? Why did Tom Daly Hire Bruce Matthias?

While many County departments have to endure furloughs and layoffs big spender of our dough Tom Daly seems to be going in the opposite direction.  I learned that he has just recently showed off his newly minted Executive Aide  – Bruce Matthias, to his staff.

This new hire has to be costing tax payers a bundle. But most disturbing is that Matthias was recently released by the County’s Executive Office from his job as head of the County’s legislative affairs unit – a sort of in-house government lobbyist.  Since Daly hired Mr. Matthias as an “at-will-employee,” he didn’t have to go through any sort of competitive hiring process to bring on board someone who was recently cut loose by the County CEO – in other words, pure cronyism. So what does Matthias know about running anything, let alone a Clerk/Recorder’s office? Just looks like typical jobs for the boys featherbedding corruption to me.

Tellingly, this recent addition to Team Daly used to be Chief of Staff to Assemblyman John Lewis during his first three years in office. Hey, wait! Isn’t the John Lewis Machine running Daly’s campaign? Hmm.

Maybe Daly is returning a favor.  Clearly the Matthias family is pals with Daly. Matthias’ wife Sonja Matthias contributed to Daly’s now abandoned campaign for Supervisor 2010. Or maybe Daly’s doing the favor for Lewis. Who knows?

All I know is that it is very depressing although not really surprising to see more and more so-called conservative Republicans finding ways to profit off of County government.

As for Daly, this blatant cronyism in a time of recession is just par for the course. Remember the $48,000 doled out to a political contributor to “study” a sports hall of fame? And the $1700 a month retainer to a Sacramento government consulting business? Or the $2.1 million flushed on the tear-down building on Civic Center?

We could hope that Matthias has been brought on board to end this cycle of Daly disasters, but what particular skill set he brings to solve any of his new bosses managerial shortcomings is unknown.

Wake up Orange County! We need to get rid of this free spending, incompetent career politician and return the Clerk-Recorder’s Office to a professional operation instead of what it has become – an unaccountable sinkhole of waste.
