Hey, Lucy, Where’s the $75,000?

Back in September, the OC Board of Supervisors approved yet another feel-good layer of government – something called the End Homelessness by 2020 Commission. They even allocated $75,000 towards one (1) executive director; another $75,000 was supposed to come from the “private sector.” The thing was trumpeted as a “public/private partnership” and all the do-gooders were feeling pretty good. Lucy Dunn, head of something called the OC Business Council was there to make sure everybody knew that the business community was on board and meant business.

We were this close to raising a nickle!

Flash forward to December14. On their agenda, the BOS had a agreement with the Children and Families Commission to front the other $75,000, and not only that, but to “recruit, hire and house” the executive director. What was sold a s a public/private deal was now wholly public; and the supes were asked to let another agency recruit and hire a contractor who is supposed to report to them!

Of course Ms. Dunn was there again to shamelessly blather on about her “time and treasure” even though there was none of her treasure, or that of her members, in evidence.

Supervisor Shawn Nelson would have none of it. He had the strange idea that words in a staff report should actually mean something; “show me the money” was what he had to say, indicating his acknowledgment that in almost a year the private sector hadn’t coughed up so much as a nickle and everybody on the inside knew it.

Led by John Moorlach, the crew approved this arrangement 4-1, and provided yet another example of how supposed conservatives in OC can’t throw away your money fast enough. And the Children and Families Commission has new roles – employment agency and homelessness advocates.Wanna bet to whom the executive director will answer? That’s right, Mr. $327K a year Mike Ruane, who runs the OCC&FC “do tank” and who will probably ask for a raise.

And what will happen in 1n 2020 when homelessness is not ended and the Commission has a staff of 23? Well, Hell, that’s easy! Just rename the commission. 2030 will be right around the corner!

  1. The Board was lied to although Moorlach and Campbell must have known all about it in September.

    Those two are going to do a lot of damage in the next couple of years as they try to outdo each other in exercising their social consciences.

  2. The Board likes to be lied to. They all do. That way there’s no responsibility when the do-tank doo hits the fan.

  3. Good job Shawn! Remember, though, you can’t be like Norby on the Fullerton Council. You’ve got to figure out a way to get two more votes. Otherwise it is just a lot of noise, and no change. Keep at it, and work with your fellow supes to make it happen.

    P.S. District perogative, sucks, and needs to challenged as often as necessary.

    The amount of money that Moorlach and Campbell waste on these idiotic handouts makes me sick. At least toss it to a transparent and well-run charity. Better yet, give it back to the taxpayers from whom it was taken by force.

    This is WAY too cozy. Where in the world are all the smaller govenment, fiscal responsible types? Hiding in Suite C no doubt.

    This is a ripoff, just like Bernie Madoff. Anyone who touched this is GUILTY.

    1. The Children racket belongs to Campbell where he assuages his liberal Catholic guilt. Moorlach has created his Protestant version the Homeless 2020 boondoggle where he gets to feel good about himself.

      These guys are really quite dangerous.

  6. Big Lucy gets most of her dough from her pay-to-play Chamber of Commerce, and shares an office with Scott Baugh. Her connections get her appointed to the State Transportation Commission so she could support Der Pringle’s ARTIC train station using Measure M funds.

    And isn’t it cool that her “Business Council” also “audited” the OCTA’s vendor relationships (while the Kurtster was on the Board, of course) and found nothing wrong despite Anaheim’s looting it of funds and a $50 million overrun on the 22 widening.

  7. If nothing else, now you know why the Commission’s Director gets $ 300K a year. He is a master at pulling Supervisors’ fat out of the fire, and they are forever grateful. Truth be known, the issue of homelessness goes way beyond the purview of the children’s commission, a body whose money and jurisdiction is limited to chidlren ages 0-5 and their families. Many homeless individuals and families do not fit that critera.

  8. the noblesse oblige of the bourgeosie in government is paid by us petty people who work and pay taxes or else prison. Yet, our elected officials will soon imprison us in poverty when they demand more taxes from us to pay for their noble acts like studying poverty, making recommendations about poverty and setting up committees to problem-solve poverty. Naturally, these noble pursuits require much knowledge of poverty, ability to analyze the statistics of poverty and then perform longitudinal studies of poverty before commiting to any action plan in the far future to resolve poverty. When the End Homelessness commission is ready to cure poverty most of us will be reduced from middle class and working class into poverty by increased taxation to pay for the plethora of geniuses the county must annually buy at the cost of triple digit salaries to find a solution to end poverty

  9. This whole commission is a total scam! All of them funneling money to pet projects and other friends! Dr. Maria Minon and kim cripe from CHOC funneling money to organization’s within UCI and non-profits like latino access! I went before this commission about 2 years ago. I wanted to know why all of the programs were programs for illegal immigrants and their kids! Stupid programs like HABLA and a supposed Autism program (none of the kids diagnosed with autism). I as an immigrant did not know why, latino immigrants mostly illegal were so served! Well, the commission needs a poor population and they do not care that they are illegal… It is all a big scam! Every non-profit and every local government agency in Orange County is on the take!

Somehow I don’t think the register is going to rock any boats! Was it not Orange Country who just got millions for SHELTERS???

        Tony you should do a blog on Coalition of Community Clinics! Get this one! An organization that set’s up scam clinics to serve illegal immigrants with medical (caloptima)!

        My favorite is CHOC clinics.. Supposable free clinics to serve the underserved(yeah, right) the vulnerable(sure they are) and the needy!!!!!! They charge around 85-250 a visit to Medical!

        Why was caloptima created??? just look at the 1998 records of St. Jos and Choc woes and then BOOM Caloptima and over night thousands of illegal immigrants and their children were enrolled overnight! The 100% campaign in the schools run by another scam Non-profit!

        And all of a sudden Kim Cripe CFO is a million heir!

        This whole Orange Country Government, and their scam businesses like Provident community service’s (business to aid illegal aliens to get services from the jails to the FRC…

        Why the hell have the gotten away with this for so long????

    Notice that “other 3rd parties” appears to be describing private insurance.
    Basically, by totaling the income CHOC reports, we can see how much comes from State of California.
    It’s basically $144,000,000 dollars per year of State funded revenue.
    If you divide the state funded amounts to the hospital by 365, you find that CHOC is costing California citizens about $400,000 per day!

    Why does CHOC like MediCal so much?
    This OSHPD report tells it all. Look at the revenue CHOC gets for each type of program.
    CHOC reported that their NET Inpatient money per patient per day was about $4500 per private PPO or HMO patient. But, under Medi-Cal (state funded programs), CHOC got $9000 per patient per day.
    So, the patients at CHOC under a state funded program generated TWICE as much revenue than a patient who actually pays to be in the hospital.

    I tried to get records from Caloptima regarding the payment to St. Josephs health alliance!

    And hence why Caloptima was created you cannot get records from a non-profit using the brown act!!!!

The connection is the people and the common denominator is the poor from Mexico and Central America… Illegal Immigration is not stopped because just like are local government they are good for all types of organizations: local Government expansion, companies hire cheap labor and non-profits write grants for money!

    It really is capitalism with a socialist twist!

    There is a confusion of the healthy families program, that is a medical program for children who do not qualify for straight medical (other words: foreign nationalist kids) and CFCOC which has about 100 programs that write grants to get money from the commission: like Habla: over a million dollars to a program that teaches Spanish speaking parents to converse more with their children in their native language ( I know, stupid).

    The grant writing scam is just that a scam!

    Seriously they need to get rid of all these commission’s! California is one big bell!

  16. Michelle Quinn, thank you for having the courage to tell the truth. Unlike the Medi-Cal criminals you describe, your details don’t obfuscate the truth, it tells it.
    CHOC and free health care for the poor is socialism twisting the arm of capitalism until capitalism gives up all its money. socialism is redistribution of wealth to people who never earned it, its legal mugging of decent folk.
    It has always shocked me to see how a barely literate grant(shake-down) garners mucho dinero from our government that kills our business and industry with its taxes.
    What is synonymous with parasite? anyone who is employed/heads a commission that takes our tax dollars and first generously skims off the top its triple digit salaries and then uses it to set up health care scams like CalOptima. The voters deserve a commission whose purpose is to destroy all other commissions that redistribute wealth to the pigs at the trough.

Michelle and others who dont’ like Medi-Cal (California’s version of federal Medicaid) eligibility rules in California, just wait until 2014 when under Obama-care another 400,000 people in Orange County will be added to the Medi-Cal roles. The numbers state-wide are staggering, as are the numbers of unionized county workers that will be added in all 58 California counties to handle it all.
