Study Session at the Library

In case you’re not aware, there’s a “study session” this afternoon focusing on the water utility. According to the press release, it will cover all aspects of the city’s water utility, including “the public notification process and the legality of the ‘in-lieu franchise/property tax’ transfer of funds from the Water Fund to the General Fund.” The meeting is open to the public and will take place at 4:30pm in the new conference center in the main library.

  1. At 4:00 pm, just across the street in the council chambers the City Council/Redevelopment Agency will meet to decide who will administer the RDA business once that agency disappears as per the recent court decision validating the state legislature’s actions.

  2. Interesting-oh yeah thats today -I wonder what they have to say about being investigated by Howard Jarvis attorney for the 10% illegal (and we know it is-no one there needs to tell anyone about the legality of it) tax for the last 15 years
    Fullerton does not run on franchises, it never did, they have their own utilities, including water.

    I’d also like to know the exact break down of the charges for water-specifically, not including other things, like electric, gas etc.

      Fullerton has its own water, but it does NOT have its own natural gas or electric utilities. Therefore, Southern California Gas and Southern California Edison do, indeed, pay Broughton Act “franchise fees” for the right to run their infrastructures through the City.

  3. On the city website’s home page they indicate the “City Council/Redevelopment Agency Special Meeting” begins at 4:30pm. Click on the link and you’re led to a boxed announcement that also says the meeting begins at 4:30pm. But in that box is a link “agenda”, and if you click on that you’ll see the meeting is listed as beginning at 4:00pm!

    Once you’re there you can view the official agenda document, which indicates that the RDA portion takes place at 4:00pm in the council chamber, and then at 4:30pm they’re going to actually walk over to the conference center in the library for the discussion on water.

    Hmm, that means a fair number of people may have no idea that the RDA portion will take place at 4:00pm instead of 4:30pm. It also means that there’s not going to be very much time to discuss the RDA issue (let alone any public comments). Could this be municipal sleight of hand?

    Seemed unaware that the police in the town you have lived in most of your life have systematically abused the civil rights of Fullerton’s community? we, the good people of Fullerton, are perplexed by this because when Fullerton city council member pat McKinley was Fullerton’s police chief, he was the only member connected to law enforcement serving on your commission?

  8. yes…it was mentioned several times…they even had a red wearing girl attrny with her nonsense…….basically the council has been given a report in JULY OF LAST YEAR…and are trying hard to sweep it under the proverbial rug…which must look like a very large unmanagable speed bump at this time.

  9. Sharon Quirk-Silva, the mayor, was ill and could not stay for the water meeting, so it was haired by City Manager Joe Felz. Not Mayor Pro Tem Pat McKinley, who even had to be shown by Felz how to adjourn the meeting at the end! I think it was the only thing McUseless said all night. What a load.

    1. As of today, we have spent $20,000 on sound proofing, rewiring, and installing a new electrical panel because the Smart meter was not compatable with our home. For seven months we heard a high frequency sound all day throughout our home. Hired experts in all fields including plummers, electricans, and home inspectors to try to discover where the high frequency sound was coming from. At this time we did not know that SCE had installed a Smart Meter on our home. After $16,000 worth of rewiring and soundproofing the sound was still there. Then, last week, another electrical engineer came to our home and said the Smart meter was not compatable with our electrical panel because our home has not been upgraded since 1957. The engineer will install a new electrical panel on our home next week.
      In early November, I called Itron the manufacture of our Smart Meter and he got SCE’s “trouble Boys” Team out to my home and offered only one solution, to put a new one on. They never checked our panel to see if it was compatable with the new high tech. Smart Meter. In fact, the home on both sides of us will not be getting Smart meters because SCE said that they are over 100 years old. Well…Frustrated Home Owners.
