The Santa Ana’s are coming in November and the inversion will be a thing of the past. Visibilty will be 100 miles, the air will be clean and the filthy particulate that has been clouding Fullerton’s vision will be blown way out to sea. Clipped wings are no match for the prevailing winds.

    1. I think that sums up yesterday’s meeting the best, emotion has taken over logic. I mean, it’s one thing to be upset with the council if a member of the FPD kills your child in a DUI accident, it’s another to just mindlessly lambast the council for making a decision. It just isn’t rational to say my child might be alive if there were DUI checkpoints and now all DUI deaths are the councils fault.

      1. But the council was lambasted over the last year numerous times for things out of their control. Some warranted, many not. So everyone learned that yelling at the council and blaming them for things they have no control over is fair game. Yes the next DUI death will be the death of Kiger as a politician. He should have thought this one through. He may have just cost himself his seat in a few months. Politicians need to learn when to hold ground. This was a terrible choice. Citizens will not stand behind him with this choice.

I think you would rather blame him for something to try and make him really unpopular than make a difference in drunk driving in your town. For example, why didn’t anyone last night ask Kiger, Whitaker, or Sebourn for something better? I mean, they turned down 50,000$ for DUI checkpoints (I personally think that was a wise decision) but why didn’t you ask them to find federal funding for something more substantial like saturation patrols? Perhaps you missed the opportunity to ask for a solution that would really get drunk drivers off the road because you were so focused on that $50,000 grant. I get it. You care more about assigning blame so that you can be angry instead of asking the council to meet you in the middle.

          And about that last Council, they did horrible things while they had control. You know one of the reasons I became so interested in all of this (besides the murder of Kelly Thomas) was because Doc Jones made all Texans look like a bunch of nonsensical lunatics. I’m here to try and repair some of that bad PR.

            DUI checkpoints = OVERTIME and explorers and old brown shirts do the work.

            Fullertion can apply for a $300k plus grant which includes saturations, education, and all the other DUI tactics. Only problem is that to get that grant you have to conduct checkpoints as well. The monies for these grants come from the federal gas tax. Federal monies managed by the state agency. There are ABC grants too which Fullerton should get seeing that everyone has such issues with the bars. No bars are just going to be shut down unless issues are directly attributed to those bars or clubs. That’s what ABC is for.

            Normal DUI patrols during normal duty time happens but not often enough. Calls for service, bookings, reports, etc seem to take up a large majority of on duty patrol hours. That’s why overtime where the cops do nothing but DUI patrols works.

            1. My understanding is that you can accept portions of federal grants and not have to accept all of it. Just accept the 250,000 portions for non checkpoint control measures. For me personally one of the flaws with a DUI checkpoint is that you have already allowed the drunk driver to access his or her vehicle from the start. Also, I think some people just change their route to avoid the check point so the drunk driver just goes and hits someone on their alternative route home. I think the fact that Texas has declared DUI checkpoints as unconstitutional has allowed police departments in the state to be more creative and effective in the way in which they address the problems of drunk driving.

              1. Excellent post FL. I think you touched on a very important issue. Is one political force capitalizing on emotion to re-enforce the status quo, or are they really looking for ways to address drunk driving.

                1. Sincerity makes the very least person to be of more value than the most talented hypocrite.

              2. The point in the mandated OT is that these are supposed to be *extra* patrols. You can’t do it on regular time due to staffing and equipment issues. Whether you believe it or not, officers are already working the most cost-effective schedule possible while maintaining minimum deployment. It’s not possible to schedule a ton of cops to work DUI checkpoints or saturation patrols on regular time without taking them away from other shifts and leaving dangerously low staffing levels. Frequently officers and patrol cars are brought in from other departments because the local department doesn’t have enough people or patrol cars available.

                1. If the City Council found other grants to help allow for more flexibility in the ratio of regularly deployed officers would the FPD find a compromise and come up with solutions which address drunk drivers other than DUI checkpoints?

                2. Sure. $40,000,000.00 per year that we pay for the Police in a bedroom community like Fullerton each year, and your going to try and convince us that that’s still not enough money that we’re spending.

                  I could’ve sworn that I heard during the City Council meeting last night, that Chief Hughes had lent out Captain Crum and a couple of Sarge’s, as well as FPD SWAT personnel to Anaheim last month to provide crowd control?

                  This despite language in the mutual agreement which states that we as taxpayers are still on the hook for those FPD officers actions while they’re in Anaheim.

        3. I believe Mr. Kiger has only strengthened his position on the council. Most people are fed up with the police state and the gestapo tactics. Unfortunately the goal of the establishment and its whore media that most everyone is addicted to including their children are being trained to become animals so that they can be treated like animals. Go to the airport and opt out of the leukemia machines and watch as some TSA ass clown puts on the gloves and gets real intimate with you and if you are really lucky -into your pants. What the hell -lets have em work with the military and local law enforcement at CHECKPOINTS while we are at it. That is where this is going and you know it is true. The checkpoints garnished with the grants, and the OT are just greasing the skids for you all to look the other way when it comes time to begin taking DNA swabs and deploying mobile backscatterers. If we could only be so blessed lets hope that they don’t forget the forced vaccinations-especially for your children as they will be coming to a checkpoint near you soon. Oh such squalene love for the people have our fearless leaders.

      2. CT – there was one speaker who made a good point; IF the reconsideration of the DUI grant results in approval, some (or all) of the checkpoints should be midweek. Let the saturation policing be done on Fridays thru Sundays.

        And not always at night! When I worked for (well-known aerospace company), there were always empty beer and alcohol bottles in the parking lots when I drove in to work in the morning.

        1. Honestly, I prefer saturation patrolling. I like how the Austin Police Department handles the drinking down on 6th street. I’m not always a fan of their behavior, but downtown on 6th street they are very professional. They have sections cordoned off for pedestrian traffic to keep people away from their cars as well as horse patrols and foot patrols who will get you before you get to your car. I think DUI check points aren’t very effective methods for getting drunk drivers off the street. Last night someone said something like DUI’s give the appearance of the FPD taking drunk driving seriously. I prefer actual results over looking tough.

        2. Rules for the checkpoints are after 6pm. Personally I think more drunks are on the roads between 2-7pm than any other time. People work and stop at the bars more than the drunks driving leaving bars and clubs at 2am.

          1. I was just relating to my personal albeit limited experience with drunks in mass. I think there are very many ways this particular council could work with the FPD to come up with creative and effective solutions for drunk driving from many different angles. It seems to me that people now just want to be ticked off the other way. I think allowing for some amount of change in Fullerton could really work to everyone’s advantage even if it seems uncomfortable at first.

        3. IS there a stipulation that the grant money must go towards DUI checkpoints?
          Why can’t the city council be soveriegn in it’s collective view of how the city spends the money in a effort to curb drunk driving?
          Why should the sweep be so broad that it subjects all drivers passing through a checkpoint?
          Put breathalisers outside of bars and in parking lots of downtown bars and when patrons exit have them randomly selected to breathalizers.
          If they fail ask if they have a designated driver for the night.
          I don’t drink ,why should I have to deal with checkpoints?

        1. The parents weren’t irrational screeches; the parents were emotionally charged and had suffered huge losses. That being said, however, dui check points, or check points of any type won’t stop the problem. IMO, saturation patrolling will, and the research has shown it is more effective.

    2. Just watched the council video. Kiger acted like a blog commenter playing “gotcha” and trying to embarass a citizen who was using the public comment period, and not like a councilman. He should take some lessons from Whitaker, who has class and treats people with respect from the dais.

      1. Kiger is an amateur and he’s trying to settle as many scores as he can so his patron, King Bushala, will continue filling his campaign coffers with his Fullerton Super PAC money ahead of November’s election.

        The speakers who made the most impact were the family members of the 4 people (3 killed, one severely injured) in that horrific (WEEKNIGHT!) crash as well as others who spoke from personal experience. Christine’s comments about the Truebloods also had great impact – I remember when that happened and, again, it was on a WEEKNIGHT.

          1. No one ever said checkpoints arrest more. Checkpoints do both. Deter and arrest. All DUI tools used are effective and they all work. That’s why for the big grant you have to do checkpoints as well as saturations.

  9. OTS is the only traffic related grant pool. The Feds offer a cop staffing grant but not to supplant just to add staffing. Most PDs are down 10-30% in staffing over the last 3-5 years. Calls stack up often.

      Rules for grants and their names change all the time. What is wrong with asking the Council publicly (and politely) to find additional money to address the problem of drunk driving?
