The City's eyes were badly "bloused." Again.

The OC Weekly’s Marisa Gerber has just written a detailed and painful catalog of offenses perpetrated by the Fullerton Police Department over a period of many years. It’s on the cover of this week’s edition.

No reasonable person can read this litany of arrogant terror and error, without concluding that the FPD sank deep into a Culture of Corruption under former chief and current councilmember, Pat McKinley; and that McKinley’s diseased poultry is still coming home to roost – two and a half years after his retirement.

But, as they say, where there is a will, there is way, and the anti-recall clowns will never acknowledge any of this scandal. They have far too much at stake – financially and emotionally.

Well, they can bury their heads in the sands, but the denial isn’t going to help. Their “esteemed” councilmen have dozed away, and looked the other way when all this was happening. It seems they thought their job was to attend ribbon cuttings, enjoy free drinks at Chamber of Commerce mixers, and give away millions of dollars worth of property to their campaign contributors.

And having everyone kiss your pale, withered butt means never having to say you’re sorry.

For Bankhead, Jones, and now McKinley, there has never been a thin dime’s worth of accountability.

Until now. And that’s the Recall!

      Thus, disband the FPD to eliminate the POLICE UNION from the area; pay some other police force to a few years and then restart without the Police UNION.

        2. I have a sense about the LE vibe. I can spot ’em a mile away. No IP necessary.

          There actually is a LE vibe, if you can detect it. I do readings for people like John Edward of Crossing Over fame, or Theresa of Long Island Medium fame.

          When you’re accustomed to knowing someone by their ‘vibe’ you can distinguish the LE vibe very easily, just by reading what they type (or write).

          It’s also true that the reader can see things about the person being read – intimate details of their life. I don’t do that on here except when someone intentionally antagonizes me. And then it’s just ‘turnabout is fair play.’

          I got into trouble with the government by publicly talking about some dark secrets that I stumbled onto. They’re still watching to see if I spill the beans on some things that would curl your hair.

          I think it was you that said your dad had made the remark that we wouldn’t sleep at night if we knew what was going on in the government? That’s absolutely true. It’s not just knowing how sausage is made, it’s seeing that there are maggots in the meat grinder. Things are FAR worse than anyone can imagine.

                  Oh, and don’t forget-if you are: mentally ill, helpless, trying to run away from the bully cop who threatened you verbally and with his fists, unarmed, begging for your life, saying you’re sorry and crying for mercy, and calling for your dad to help you- it will only make the gang of cops attack you even MORE VICIOUSLY!!!     The FACTUAL CASE with details, details, details is really beneficial (at least to the not terrifically well informed folks like me) in order to support the discussion of the many – multiple reasons for the Recall.

    This blog is GREAT. There are lots of folks who don’t yet have the facts and the stories.

    Also, there is a LOT of “insider” type of talk or banter on this blog which really goes over the head of at least THIS reader. PLEASE fill in as many of the gaps as possible so that all of the stories make sense for those who are not so intimately involved as the several-many authors.

  10. I’ve said it before and I’ll say it again, the Fullerton Police department and the hacks at City Hall have truly put the FU back in Fullerton and I’ve had enough. Fullerton is a family town that has no place for these stormtroopers, so they go around town creating problems for themselves to profit from, and then rail at the residents who are upset with their tactics.
    What the Fullerton Police Department seems to not comprehend, is that Fullerton residents are still the customer’s they serve and the one’s who pay your salaries and boy are they pissed off at you guys!
    I see the recall as the first of many needed changes here in Fullerton, and a definite step in the right direction to more responsive representation from our elected officials.

It is imperative that we seize this moment and release the (3) Fossils from their duties as resident thieves here in our fine city. The recall is currently doing extremely well and I have every confidence that the recall campaign will be successful by the end of the year…I’m actually hoping it’s finished by Christmas, because I can’t think of a better present that we can give our city after we’ve been through so much.

        1. FL. When you say by Xmas, you mean the number of signatures? Have they said how long to verify? Then what? Verified then a vote for a recall or a special election?

          1. I know that the amount of signatures that we need to have verified as valid registered Fullerton voters by the Registrar of Voters is 10,500.
            Standard operating procedure for signature gathering for initiative, propostions, and recalls, are to collect anywhere from 20-50% over the 10,500 needed to ensure that your minimum requirements are met, and we fully intend to have more than enough, as Fullerton residents have been overwhelming in favor of the recall. I’d honestly say that the momentum is actually increasing with every new revelation that comes forward detailing the rogue conduct coming out of our officers we employ in our police department.
            The amount of time that the Registrar of Voters takes to verify the signatures which are submitted to them is beyond my scope of knowledge.
            I do know however that once the Registrar of Voters has verified that the recall has met the 10,500 threshold, the City Clerk in Fullerton has between 88-180 days to call for the recall election or to piggyback the vote for recall onto an existing election within that timeframe.
            At this point, the voters decide whether or not they would like to recall these three (believe me when I say that they do), and the voters will also then decide on the same ballot, which candidate that they would like to vote into office to replace them with.

              1. I’m surmising that the same ballot is necessary in order to immediately fill the council seat vacancies which will be created when the voters elect to remove these three from office.
                I’d say 1 out of 99 people that sign the recall petition sign all three names, so I think the odds of one of them surviving the recall election are slim and none… and slim just left Fullerton.

                1. I havent ever researched recall process. Just seems like it would be signatures and verification. Then a vote to see if the people want to recall the 3, or 1 or 2. If they recall, then usually the council or city decides if they want to appoint for the remaining term or terms, or hold a special election. Say if one of them had 8 months left, the smart thing financially is appoint until the next election and then have it filled in the normal election. I don’t know enough about their timing and terms in this case.

  11. It’s important for the new council to be hones, to care about the people, to not be beholden to special interests including the FPD, most important to know that they are being watched. It’s important for the citizens to know and remember what can happen when you relax, assume they’re in control, and what can happen when we stop watching.

    1. The problem, as already discussed, is finding people that are even 50% of what you desire. It will be very tough to find someone, and then get them to beat the big money replacements if it makes it that far.

I also know that there are probably even a few officers on the FPD, as well as a nation of good and honest police officers, that were emrarassed and ashamed of the way that their colleagues on the FPD conducted themselves on the night of July 5th.
                  A tragic incident like what happened to Kelly Thomas, immediately destroys any and all of the good will and trust that the good hard working officers work so hard to build on a daily basis.

    Good examples;
    1.Cops hanging around schools drop off/pick-up areas, issuing tickets for violations that exist only in the cops mind.

    Yeah, you’re a real big important MF with that Xing motorcycle sitting in the street, Xing up traffic and being a distraction that causes serious mishaps and circumstances. The conduct of the FPD patrol units is a major threat to the public safety.
    As I drive past Kimmies cafe and see the number of motorcycles at police HQ, the more I see at these locations I have the feeling that the streets are safer.
    How the hell can any city council member or Fullerton resident drive past St. Judes Hospital which is an establishment dedicated to the preservation and longevity of human life and at the same time GIVE deference and support to an organization (the FPD) that renders so much harm and hurt to the community.
    A lot of you “Law & Order” type Senior citizen types will be complacent until your progeny are raped, pillaged, and plundered.
    I’m saying, don’t pick-up your musket, get off/on your asses and go to city hall and directly complain to the city manager, your area Assemblyman at his office on Harbor Blvd.
    It’s time to give about 150 criminals, condoners,and reprobates their duly earned walking papers and initiate the plan to transition ALL FPD functions, including the CSUF unit to the OC Sheriff’s organization.

                1. None of the FPD that were involved in the murder of Kelly Thomas were ever assigned to the DARE program. The one officer that I know that has done the DARE program for many years here in Fullerton is Tony Bogart., who I know to be a stand up all around good guy in my eyes. He’s also a coach on one of the little leagues here in Fullerton, and one of the really good hearted police officers here in Fullerton who, along with his family, have probably been dragged through hell and back due to the rogue conduct of a few fellow officers who disgraced the same badge that Tony wears.
                  I am also fighting to get rid of the few corrupt police officers that we have in Fullerton, for officers and people like Tony Bogart, who is a good and decent person, and an individual whom I know to have loads of integrity.

          1. none directly, however indirectly is a whole nother story. The incident that I related at the elementary school was $75 a pop to fifty families. This particular school has a 35% student population that receives free lunches, so the odds are that 1/3 of those families could ill afford a bogus $75 ticket when they are struggling to stay fed, yet they are too busy to fight the tickets, and don’t want trouble with the law, so they pay them even when they know that they were innocent.
            Attrition and apathy have become the American way.

              Video use in school zones can allow issuance of say 20 citations. Putting a cop there allows issuance of say 2 citations. What makes the biggest impact on future safety? More citations in the mail or the cop being seen?

              Financial penalties hit people hard. They get the message and think about it next time they do it. No penalty, then why not do it everyday?

              Same philosophy with unlicensed drivers these days. Penalties too severe. Impacts families.

              I was raised that if you do wrong, you will be punished.

              So what’s the answer? I think citations work. Always open to other options and have tried many.

      I don’t doubt that a hundred and seven years ago, all ten members of the FPD were card carrying members of the KKK because FPD’s origins was more a club with a club.
      Moving into the next millenium, the Fullerton police officers who murdered and watched Kelly Thomas murdered would never have been invited into the KKK. Gerber’s attempt to lay FPD’s recent history of brutality and corruption at the feet of the turn of the century KKK is her attempt to inflame the story with monsters from our past.
      FPD’s corruption belongs to ex-fullerton Police Chief Pat McKinley, the tacit approval of our city council members and pressure from petty bureaucrats’ need to form Fullerton Police force into an entity that pleased their eye.
      My point is it defeats our purpose to restore our government and its infrastructure into an entity that truly serves the public when we distort the persons and setting that has corrupted our municipal government.     1. I forgot to add an incident in a school zone that I experienced last year.
      A Fullerton police truck was parked directly across from an elementary school just as school was letting out. The female officer who was deployed in this vehicle, was standing just at the edge of her now open car door, which was basically in the middle of traffic, citing motorists who were stopped for children jaywalking directly in front of her and the opposing motorists. What could she possibly be citing them for? Being double-parked in the middle of the street parallel to a red curb.
      I sent a copy of the tape that I shot of her doing the exact same thing the following day to the city council and the FPD and my citation was dismissed.
      I also forgot that the female officer shouted to me that she hadn’t given me her permission to videotape and I replied that I didn’t ask for it either. When pressed on the matter, I asked her rhetorically if she asks strangers at Disneyland for their permission to film them when she films her kids at Disneyland? This seemed to appease her sensibilities and she left me alone and put on her dark shades instead and continued citing motorists.
      Never noticed her around the school much after all that though, so I’m surmising that someone said something to her later.
      p.s. no children were ever hurt the entire year before or after that incident. From what I heard later, there were up to 50 different families that did receive the same citation as I di and they each paid $75 to the city to settle them.

Education by mailing fliers to all the school parents, and then enforce with video. Then mail all the violators a citation in the mail. Amazing how well the thought of someone video’ing makes them park and drop properly.

    “I read it all. The Department really sounds like a “good ol’ boy” ring of macho, perhaps unqualified policemen. I am still curious about Pat McKinley’s former wife, Beverly. If he instituted the paramilitary tactics, he must have brought what he learned with the LAPD with him.”

    SWAT became an important influence in law enforcement starting in the 1960s. McKinley was a part of that and brought his philosophy to Fullerton. Give some kids some weapons to play with and guess what happens? They play with them.

  24. Sad reality is that we can do almost nothing for the homeless. They come up and ask all the time. I need a place to sleep. I need food. I need money. It’s crazy that the only thing we can say is visit the welfare office or county services tomorrow. It’s been that way forever and will only get worse.

    Bad Weather Shelter for homeless to see funding halved in 2012

    PASADENA – With winter approaching, the city’s bad weather shelter is ready to open its doors to the homeless today on a weather-activated basis until daily service starts Jan. 1.

    “We’re ready,” said the Rev. Pat O’Reilly, executive director of the Ecumenical Council of Pasadena Area Churches.

    The ECPAC program, which has helped house and feed thousands of homeless men, women and children since 1986, costs $110,000 to operate each year, O’Reilly said, using state and city funding boosted by private donations.

    Next year promises to be that much harder, she said.

    The city’s regular $60,000 contribution won’t be coming in 2012 because of budget cuts.

    “Pasadena has said they won’t be able to support us as usual next year,” O’Reilly said. “So, for the first time, we’ve got a `Friends of the bad weather shelter”‘ to help fill the funding gap.

    The idea came from Rebecca Huang, a 17-year-old high school senior, who has already started trying to raise $60,000 to close next year’s funding gap.

    Huang, daughter of Pasadena’s Housing Director Bill Huang, said she decided to take action after hearing her father talk about the program’s funding loss.

    “I’m just learning about how important this program is – before, I never even knew Pasadena had a bad weather shelter,” Rebecca Huang said. “I found out more, and I found that in the past nine people have actually died in Los Angeles County from hypothermia. And if we don’t

    keep this shelter running the same thing could happen again. The homeless don’t have any other place to go when it’s cold and rainy.”
    She said the group has raised about $2,000 so far, starting with an annual $600 pledge from Mayor Bill Bogaard for the next four years.

    Now she’s working to get the word out.

    Huang plans to set up small displays in restaurants and businesses using information sheets and business cards with contact and donation information, and she said a group of students at Art Center College of Design is working on bus-shelter poster art as a class project.

    “They’re doing it for free,” Huang said. “I need to find someone to print them, and we’d have to pay for that.”

    O’Reilly said Huang is reaching out beyond the usual donor base.

    “What Rebecca wanted to do was … find 100 donors, particularly businesses, committed to giving $600 a year,” O’Reilly said. “But she realized not everyone wants to give $600 – that’s a lot of money – so there are all different levels. One person donated $50.”

    Since 2009, demand for the shelter’s services has steadily risen along with homeless numbers in Pasadena – now at 1,216, O’Reilly said.

    “We’re comfortable with 150 (homeless) a night but we’ve been up to 197, and that’s too many,” she said.

    The shelter will open every night in January and February, but until then will be available only when the temperature goes below 40 degrees or there’s a 40 percent chance of rain, O’Reilly said.

    Families can check in at 7 p.m., she said. “They eat, and we transport them to another church, Altadena Community Church of Messiah Church in Pasadena.”

    Others are admitted and given a hot meal at 8 p.m., she said, with more than 30 local groups, including church congregations, providing the food.

    Huang said she doesn’t expect raising funds to be easy.

    “But I think there are a lot of good people out there,” she said. “A lot of people say they’d like to help.”

    This article should be sent to the State Attorney General particularly from Council members Whitaker and Silva. They need to ask for an investigation by the state. Fullerton’s finest need an enema!   28. LASD is being outfitted with state-of-the-art computer terminals in their vehicles. The new system allows deputies to pinpoint the location of a call using GPS technology, and instantly gives voice command of the most direct route.

    The system also allows deputies to read fingerprints in the field and get positive ID if the subject’s prints are on file.

    This sounds like a great advancement for LE, but of course one has to anticipate how (not if) it’s going to be abused.

    For example, it’s not hard to imagine wholesale fingerprinting of everyone in a residence regardless if they were involved in a disturbance or not. Fishing for warrants, in other words.

    And what happens to the prints of someone who isn’t on record? Are they kept and entered into a database even if the subject has committed no crime? How long are the prints kept on file?

    It’s a proven fact that LE attempts to circumvent judicial oversight by manufacturing probable cause. How that will manifest with this new system isn’t known, but it’s a sure bet it will.

    Here’s the Raytheon press release describing the system. In the video underneath the “Calling All Cars” heading at about the 00:50 mark the deputy claims they will be able to use the map to see cars on the street. No, they won’t. The maps aren’t real time, they’re the same maps you or I can see with Google Earth, and they’re anywhere from a few months to a few years old.

      License plate reader is another tool that will be all over soon. I can tell where your car has been for a long period of time just by entering your plate.

      Yes with no trust, not saying you should or will have any, but LE can abuse many things like this, the GPS, major dope money.

      1. GPS is probably one of the most abused technologies LE is using. Placement of GPS trackers is currently unregulated and amounts to 24/7 surveillance on vehicles. GPS cell phones are likewise being followed 24/7 without any warrant or even probable cause – there’s no regulation whatsoever.

        Several federal court rulings are in conflict and have made their way to the US Supreme Court where it’s being reviewed.

        There’s an axiom that applies to LE and their use of technology: If it can be abused, it will be.

        I’m not surprised to hear you say there’s nothing that can be done. It sounds a lot like the LASD captain how had all the cameras in his office that were supposed to prevent abuse of the inmates.

        In fact a lot can be done. Organizations like the ACLU are forcing LE to institute changes that are too difficult, or too expensive, or too time consuming. There’s always a reason.

            1. It’s a great idea. There are numerous variables though.

              Training of the team. It can’t ever be some citizen that rates on their beliefs.

              Send through a police academy as an observer and then a law and policy class. Scenario training and simulators. Rating method formed between citizen team, city team, and police team. No discipline from the ratings. It’s possible. Just not as easy as it sounds.

              Realistic part is if the team is out there everything will be outstanding at all times. So then a waste of time. Biggest obstacle is funding for this team also.

              Anything is possible but the biggest obstacles will always be money and a realistic, reasonable form of rating.

    A report last year by the Stanford Institute for Economic Policy Research said retirement funds for 2.6 million California teachers, state workers and university employees have long-term unfunded obligations totaling as much as $500 billion.

    At the center of the attempt to fix the state’s pension system is an Inland Valley lawmaker who faces a difficult election bid next year.

    State Sen. Gloria Negrete McLeod, D-Montclair, is co-chairing a bipartisan panel of six state lawmakers – the Joint Legislative Conference Committee on Public Employee Pensions – that will hear the statewide concerns of employers and employees on the issue of pension reform.

    “We have to find some way to fix it,” McLeod said in a recent interview.

    Committee members said they are expected to examine the current public pensions systems, the efficacy of recent reforms, and options going forward to help bring fiscal stability to the systems in a way that is fair to both workers and the citizens of California.

    The next hearing is scheduled from 1 to 5 p.m. Dec. 1 at the state Capitol. Another hearing is set for the Bay Area but has not been scheduled.

    “I am hopeful that the final outcome of these hearings will be a package that achieves real and measurable reform that has broad support and represents a consensus agreement,” McLeod said.

    The committee got to work on Oct.

    McLeod represents the 32nd Senate District, which includes Pomona, Fontana, Montclair, Ontario, Rialto, Bloomington and part of Chino.

    She recently announced she will run for the newly drawn 35th Congressional District seat, which will represent Pomona, Montclair, Ontario, Chino, Bloomington and portions of Fontana and Rialto.

    U.S. Rep. Joe Baca, D-San Bernardino, is expected to run for that seat as well. Assemblywoman Norma Torres, D-Chino, has indicated interest in running.

    …well if that is the case F*CK YOU! And the taxpayer horse you fell off of. Way to go about protecting us normal people a-holes.

    I am so sick of this crap it makes my head spin.

    1. While flying back from Dubai several years ago I witnessed a large, gruff individual stand up and walk from the business class to my aisle in coach. He opened up the overhead bin and, without a word, placed a briefcase on top of my laptop, then returned to his seat in business class where he remained for the rest of the flight.

      The device he placed on my laptop scanned the hard drive and recorded its contents without making any physical connection. Obviously, someone behind me had been watching and alerted him that my laptop was available to be scanned. Had he not been able to do this I’m sure it would have been scanned at the Chicago airport when I arrived.

      This technology has previously been mentioned in other online articles, but not in this one.
