A Disaster in The Making

Yes, I am more qualified…

There are all sorts of names for boobs and knuckleheads that keep making the same sorts of mistakes over and over again. Boob and knucklehead just sprang to mind first.

And so there are many descriptive terms for the collective known as the City of Fullerton, an entity that just can’t seem to help itself avoid the avoidable.

Quick, get clear of the impending collapse…

Exhibit A for the prosecution: the idiotic “boutique” hotel at the Transportation Center, brainchild of the corrupt and fortunately departed Councilcreature-for-hire, Jennifer Fitzgerald.

FFFF has followed the 5 years-long trajectory of this nonsense as it has metastasized into a giant tail-wagging-the-dog embarrassment that leaves a sensible person almost speechless. As the remote plausibility of a hotel brought forward, unsolicited, by an unfunded “developer,” Westpark, became obvious to even the densest observer, a new consortium including TA Partners proposed another prison block apartment attached to the hotel.

In use, apparently…

In December 2022 there was still no concrete plan, just promises of this and that. But time was running out for people in City Hall who are addicted to this deal. See, it involved the disposal of public property that had been developed as parking for Metrolink riders; this meant declaring it “surplus” despite its obvious utility, and starting in 2023 the State of California was requiring surplus land be offered up to the low-income housing cartel. What to do?

Get rid of the property ASAP was the City’s solution, before the end of 2022 – even though there was no final plan or entitlements in place. There was no approved site plan and project density details to hold to the sale – either by the City or by the “developer.” The development agreement protected the City’s interest in the property – up to a point, but created an entanglement of interests during and after escrow and incrementally pulled the City into a potential morass of unintended consequences.

If I knew what I was talking about this wouldn’t be Fullerton!

So the sales agreement and the deeding of the City property was approved before the end of the year. Fred Jung and Nick Dunlap wisely opposed this fiasco, but were in the minority. FFFF just posted the story of Shana Charles’s dumbass rationale for approving, and of course Ahmad Zahra was all for this because he probably believed he could squeeze some cash out of TA Partner’s Johnny Lu along the way. The third vote? It came from none other than Bruce Whitaker, who seems mostly just confused, and even less inclined to show diligent energy that ever.

I swear to pay attention from now on, but I could be wrong…

All along, Whitaker seems to have bought into the nonsense that this property was legitimately surplus, despite its obvious utility to the people of Fullerton. Not wanting subsidized housing, he was willing to go along with the stupid hotel concept; but even he should have balked when the mess ran of the highchair and spilled on the floor. But he didn’t, doubling down on his own incompetence and in the end getting what he didn’t want in the first place.

So the sale went though, followed in the next few months by land use discretionary review and approval instead of all this happening at the same time which is the way it should have happened. Any problematic results of this mismatch may become apparent soon.

The finalized proposal came before the Fullerton Planning Commission last week. I’ll be describing that in the next post.

First At Bat; Swing and a Miss

I was perusing old drafts of posts and came across one that needed to be published. The issue itself is bad enough – the virtual surrender of useful public land to build a “boutique” hotel. The fact that the “developer” had no experience and no track record was bad enough; but the idea that any hotel patron would want to spend the night next to the train tracks or in the vicinity of the downtown Fullerton week-end train wreck was laughable. What was even worse was the dumb rationale our council used to keep this metastasizing idiocy alive.

Over several years the dream of our former lobbyist councilperson-for-sale, Jennifer Fitzgerald – a boutique hotel – refused to die, even after Fitzgerald finally bolted from Fullerton. It’s last iteration in December ’22 was approved by our typically befuddled city council.

I’ll take a bite at that apple…

Which brings me to the point of this post. In her first meeting as the councilperson representing District 3, Shana Charles voted on this embarrassment. She spent that opportunity to display the critical thinking one would expect of a PhD, but demonstrated just the opposite. Listen:

It’s real nice that Ms. Charles felt obliged to share her “thought process” with her constituents. But whatever that process was, the result was comical. The the good doctor believed that such a boutique hotel will support “County functions” and “event and community centers” in DTF, but she didn’t elaborate on what those events and centers are. Why not? Because there aren’t any, unless you think of the Fullerton Community Center across the street from City Hall to be the sort of place out-of-towners will be so keen to visit that they’ll book a room at the Shana Charles Hotel.

Some poor dopes think that history repeats itself, and yet there are times when it’s hard to argue the point, as when the City Deciders of Fullerton wade out into the same quicksand again and again and again.

I’m referring to the tedious habit of entering into lame exclusive agreements for stupid projects involving public property – which are then renewed and extended year after dismal year. We’ve seen this sorry practice with the massively moronic massive Amerige Court/Commons/Whatever mess; and again with the Transportation Center Master development fiasco, both of which were kept on life support for years and years by a city staff and city council who just couldn’t admit a bad idea had somehow festered forth from City Hall.

The latest in the string is the unsolicited proposal for a “boutique” hotel in the train station parking lot, an idea so stupid that only our city council could embrace it. FFFF has posted about it twice.

The train of thought was weak but it sure was short…

First we noted that some sort of pressure or promise was made to Weakest Link Jesus Quirk Silva to get him to change his vote and approve an exclusive negotiating agreement with some guy calling himself Park West Contractors and Westpark Investors. That was a year ago.

And then a few weeks ago FFFF shared the story of local union goons popping up at some dog and pony show to promote the project.

Anyway, the year term of exclusivity given to Mr. Parkwest Westpark has come and gone and so naturally the City has decided to give him another year, rather than to actually put the property on the market for alternative ideas. The November 19 vote was 4-1 with Bruce Whitaker opposing. We also learned that Ms. Jan Flory, true to form, strongly backs this concept, which is pretty ironic, given her past support of time extensions to the “developer” given the exclusive right to negotiate on the Transportation Center cock-up, a plan whose key component is the site of the proposed boutique hotel.

As you Friends can imagine the FFFF  industrial complex has been engaged, mano a mano, with the yapping legal beagles employed by the City.

But now I take a break from the marblemouthed drone of Dick  Jones’s lies  to catch up our Dear Readers with other events of the past few months. If you supposed that the spotlight of media attention on its legal mischief has caused Fullerton politicians and bureaucrats to call a pause to its idiotic endeavors, boy, would you be wrong.

In October, the proposed dee-veloper of a “boutique” hotel on a parking lot next to the Santa Fe Depot gave a show for us rubes.

You may recall this dubious project – Doug “Bud” Chaffee’s parting gift to us: approval of an exclusive negotiating agreement based on the developer’s unsolicited proposal for a hotel on what is now a parking lot. Nobody had ever heard of this bold impresario before, but no matter. Jennifer Fitzgerald has always wanted one of these “boutique” hotels, even though it was never in the Transportation Center Specific Plan she kept foisting on us all those years.

One of these people is a tax and spender. So is the other…

In case you don’t remember, I bring your attention to the record of our dimwitted and unintelligible mayor, Jesus Quirk Silva, who changed his vote from the previous meeting to make this absurdity move along. He even made up fake “experts” who supposedly changed his mind.

Anyhow, it seems this newly minted “hotelier” thinks downtown Fullerton is “dilapidated” and needs his special kind of remedy – a boutique hotel for all those fancy swells who haunt DTF’s exclusive nightclubs and other highfalutin venues. The pictures, however, suggest a six story stucco box with some brick veneer stuck on the front to satisfy the locals sensibilities.

Carpenter ants are a nuisance if not properly controlled…

And at this meeting a strange apparition appeared: a bunch of carpenter union goons in jobsite safety vests. Presumably their presence was meant to impress upon the assembled citizenry how necessary such city-supported boondoggles are to their well-being.  It’s become common for this in Anaheim, but this is ridiculous. It wasn’t even a public hearing where such theatrics might persuade the more feeble-minded decision maker.

Apparently, word has not yet got out from City hall about whether this harebrained scheme is going to be subsidized with free or discounted land, but I’d be willing to bet on that. After all, this City is not for sale. If you’re connected with the city council you just step up and take what you want.

A New-ish Council This Way Comes

Backroom-Deal

Tonight Doug Chaffee and Greg Sebourn leave the Fullerton City Council and Ahmad Zahra gets sworn in to be the first to represent District 5 on the dais. This wouldn’t be Fullerton if that’s all that was happening tonight – a simple transition of (some) power – but true to form our current Mayor (for a few more hours), Doug Chaffee, opted to ram a pet project down the council’s throat one last time. An unsolicited bid to turn the parking lot used for Train Days into a “boutique” hotel without the pesky bother of worrying about competition or opening a bid process. He wants this to happen now, NOW, NOW! because… reasons. It’s such a great idea that Chaffee doesn’t trust the council to pick it up without him which means he either thinks they’re too stupid to know a good thing when they see it or it’s not… wait for it… a good thing.

Ah the smell of cronyism.

While we’ll eventually get to say goodbye to a few members and add Ahmad which should be the only focus tonight, first we have to see if Jesus has been bought off and has changed his tune on competition. A tune that he sung only 2 weeks ago, mind you.

After that first crony, I mean agenda, item has been dealt with the council will move on to the actual (partial) transition of power.

For those not keeping track here’s what will happen tonight:

Jesus Silva moves from at-large to the District 3 representative. This will leave his at-large seat open until council decides to fill it or holds a special election.

Bruce Whitaker and Jennifer Fitzgerald will stay status quo.

After tonight we’ll also have a new Mayor (likely Silva) and a new Mayor Pro-Tem (likely Fitzgerald). As for the empty seat – don’t forget to comment on who you think will be the appointed council member in our Wheel of Replacement Candidates thread.

We doubt there will be any surprises tonight but we’ll keep you posted as always friends.

Fullerton to Build DTF Love Shack Hotel

In the continuing stream of solutions to questions no one asked, one of the last actions taken by the current lame duck City Council tomorrow will be the approval of an “exclusive negotiating agreement” to build a boutique hotel in the Fullerton Transportation Center.

As everyone knows, Downtown Fullerton needs three things to be more successful:

  1. Less Parking
  2. More alcohol
  3. More places to have sex

Well, here we go! A triple threat project that eliminates 200 parking spaces, probably includes at least one bar, and will be within stumbling distance for hundreds of coeds each weekend who find the alley behind Zings too piss soaked to properly canoodle.

No word if the proposed Love Shack will have vibrating mattresses, but being immediately adjacent to  one of the busiest freight rail corridors in the country ought to provide plenty of stimulation.

We think the BNSF 2:30AM heading out to Albuquerque will be particularly popular with those who are DTF.

Choo-Choo. All aboard!

Bryan Bybee Branches Out

Let’s say you are in the market for a realtor – one who may be willing to bring a certain, um, shall we say, pugnacious flavor to your real estate negotiations. FFFF may be able to help!

Here’s the real estate promo for one Bryan Bybee, a Fullerton cop who’s looking to make a little extra cash moonlighting in the real estate business:

So who is Mr. Bybee, you may ask? We originally introduced the Friends to this gentleman, after he rammed his police vehicle into a guy on a bike. Bybee’s name also figured prominently in a very expensive lawsuit brought by the Ortiz brothers, Luiz and Antonio,  against the City. They alleged (and alleged successfully, it seems) that Bybee and a few of his FPD cohorts beat them up for no apparent reason, threw them in the Fullerton lock-up, and charged them with fictitious crimes – charges that were eventually rejected by a jury and dropped by the DA. That fun-filled episode cost us Fullerton taxpayers a tidy $280,000.

Anyhow, like I said, Bryan’s just looking to make some extra dough on the side, so let’s give a brotha’ a break, right? If you’re looking for “boutique” real estate services and someone to bring a special brand of negotiating talent to the table, Bryan may be just be the fella to meet your needs.
