  1. Thank you for posting this and spreading the word. I’m open to talking to any local media in Fullerton and allowing the citizens of Fullerton decide for themselves who they want to believe. I’ve received soooo much support from “both sides” and it means a lot to me. So far 6 other police officers want to come forward and I’ve received random phone calls and emails from former and current FPD saying they support me. I got a call late last night from a source and was told Felz already knew everything reference the email i sent him and chose not to do anything. If this is true, it’s a sad day for citizens of Fullerton bcuz that means Felz is no better then Danny and they both must go!

    1. Ben, I don’t know who to believe, but I know who I can’t believe: Felz and Hughes, Flory and Chaffee.

      They can pay out huge settlements on our dime to avoid facts getting out, but they can’t hide the truth forever.

      1. Good point. I agree, and frankly if you dont know whether to believe me then don’t. I don’t expect everyone to jump on the Ben Lira band wagon. Let me earn your respect. I have a lot planned/coming out in the near future for people to decide on their own. I will say this. Lets give the new city council members a chance to prove us right/wrong. I don’t know Chafee or Flory but I will say I saw Chafee once while driving by him and he respectfully saluted me and I’ll never forget that bcuz I thought it was honorable. I don’t know Flory but I’ve met her son and he is an awesome guy, really he is. Lets just hope he got some of that from his mom……

      1. The reason why I great respect for Ben Lira is because he is open and honest so in the spirit of that I think all discussions should happen here and in the open.

        Nothing should be hidden from public view or should be considered privileged information considering the allegations being made.

        The FBI won’t release anything and parts of Michael Gennaco’s report is private. Quite frankly I am tired of this brotherhood/secrecy/us vs. them culture that has permeated law enforcement.

  4. Interesting fact; Fullerton Police Officer Ben Lira admits the “culture of corruption” existed when Pat Mckinley was Fullerton PD’s chief.
    Lira claims his seventeen year career with Fullerton PD, most of it spent while McKinley was running his police force called Fullerton PD, he witnessed racial perjoratives used against minorities in fullerton’s community and on the police force.
    According to Lira, Fullerton PD did and still does have a “culture of corruption” that oppresses those officers who dare challenge this culture .
    what I find particularly interesting about Fullerton PD officer Lira’s observations of racism and civil rights abuses while on this police force, is Fullerton Police chief Pat McKinley also served as a member of Rusty Kennedy’s Orange County Human Relations Commission. Why in 1999, Rusty Kennedy’s Orange County Human Relations Commission gave then Fullerton Police Chief Mckinley an award plus a thousand dollars for his police force’s outstanding police-community relations.
    And here is the odd fact about Rusty Kennedy’s commission. His commission’s mission statement claims to act as a “clearinghouse” and mediator” for OC communities’ complaints of civil rights abuses comitted upon them by their respective law enforcement agencies.
    Rusty Kennedy has lived most of his life in Fullerton, and Pat Mckinley served on Rusty’s commission, and yet Rusty Kennedy and I guess Pat McKinley were not aware of racism or corruption occuring at fullerton PD?

    1. You can go back at least to Wayne Bornhoft for ‘culture of corruption’. FPD has always run its own ship with little ‘civilian interference’.

      1. I remember Bornhoft. However, I don’t remember Bornhoft serving on a county commission that claimed to effect positive police-community relations.
        McKinley did serve on a county commission that claimed to effect positive police-community relations, and he received an award for personally effecting outstanding police community relations in the city of fullerton from Orange County Human Relations commission.
        Due to this fact, I would hold Mckinley to a higher standard of conduct than Bornhoft.
        When McKinley accepted the community-policing award from this commission, it is reasonable for the community of fullerton to infer McKinley knew right from wrong when it came to law enforcement violating a community’s civil rights, racism directed at same community minorites and at minority officers who served under him.

          1. Jane, I’m not claiming Fullerton PD did not have civil rights abuses prior to Pat McKinley’s tenure as police chief.
            Based on Lira’s letter, Voice of OC, OC Weekly articles on Fullerton PD, Los Angeles Times and other national news media sources, and McKinley’s own words drawn from his interview on CNN, it is reasonable for me to point out the irony of Fullerton Police Chief Pat McKinley’s at best refusing to acknowledge his police force’s civil rights abuses committed upon Fullerton’s community and his minority police officers and his serving as a member representing law enforcement on tax funded, county commission whose mission statement was and is to promote civil rights, appreciation of diversity and law enforcement sensitivity to minorities, including the disabled.
            McKinley’s position on the Orange County Human Relations Commission tells the public, McKinley was and is more acutely aware of what constitutes civil rights abuses, especially when committed by law enforcemnt upon the community it has vowed to serve and protect and within same law enforcement’s own organization.
            What double downs on this irony, is the fact that Rusty kennedy, executive director of Orange County Human Relations Commission, gave Fullerton Police Chief Pat McKinley a $1000 and an award for McKinley’s outstanding police-community program.

  5. I really want to beleive that Mr. Lira’s brave action will get the ball rolling to have serious, thoughtful reform of FPD. But, there’s a part of my mind that is very skeptical about how Mr. Lira is playing his hand. Without competent, trustworthy counsel behind him, I think he will make serious mistakes that could negate what he is trying to do.

    Mr. Lira, be careful and smart about this.

  6. If Lira came out just several weeks earlier there would have been a different day in Fullerton. Lira clammed up until the moment that Travis was defeated. He knew what the political landscape was and is now. The uphill climb for reforms in Fullerton and Mr. Lira just got a lot steeper on election day.

      Just the way Mardirossian and Hughes and Felz want it.

      Only Whitaker represents the taxpayer’s and citizen’s interests.

    I’m not sure if that was part of the democratic process that everyone is claiming was evident?

    Does anyone seriously think that this wouldn’t have nose-dived SSSSSSharon Quirk SSSSSilva’s chances of being elected?

    SSSSSSSSSSSilva’s win gave the Democrats a super majority in the state legislature, however I suspect that they did so by concealing Benjamin Lira’s testimony and e-mails until after the election was over.

        Watch the archived tape on the City of Fullerton’s website, and when this issue gets discussed, pay particular attention to the desperation in her tone, and in her actions when speaking on behalf of selecting Dan Hughes, and tell me whether or not you reach a similar conclusion.

  8. Why did it take so long for just one officer to speak out against the repeated injustices of our police force? Why only one?

    Please don’t get me wrong, I am very grateful and appreciative of Officer Lira for speaking the truth when it is so unpopular and uncomfortable for him to do so. What scares and saddens me is that it took a year and a half for one man to speak up, and that countless others have hundreds of reasons to fear doing so.

    A city where the fear of ostracization by fellow police officers over-rides the pull that a man with a badge should feel to protect innocent members of his city is a dangerous place to live. It is meant to be “serve and protect” us, the citizens, not just each other.

    Officer Lira, if you are still reading; What can we do as a community to encourage other officers to speak out regarding the corruption in the FPD that has been hidden from us for years?

    If I was a millionaire I would offer them protection, and compensation for their expected termination, but I am not. From your position on the inside, I would appreciate some insight on how we should attempt to move forward with true reform by removing ALL of the bad apples.

    Everyone in our city should be fearful of a man like Dan Hughes being handed the right and privilege to lead our police force.

    1. Unfortunately the only way a qui tam whistlblower case would apply is if it can be proven that previous City Council colluded with FPD to defraud the city of funds for personal enrichment – oh wait, what was the water tax and the pension spiking that Flory helped ratify?

  9. Because he has nothing to lose. Others that are still employed there will not say anything for fear of loosing their jobs. Ben is absolutely correct. There is so many Fullerton police officers that have been passed over. There is good old boys group that always promotes. I know of one officer that asked for a change of assignment like five times and was denied. Yet the same people with less time prosper. There is is a lot disgruntle employees there seniority means nothing if you are not a good old boy.

    Just after the Kelly Thomas incident came to light Felz got a super super sweet contract and severance package (super sweet because he is wholly underqualified and in charge of the FPD).

Simplistically the nitriloside compounds are a sugar and a cyanide molecule linked in a chemical bond that is only enzymatically cleaved at the site of tumor formation. If there are no nitrolisides present in the diet and subsequently the body then cancer grows out of control.

    Brutality and injustice is an endemic problem with law enforcement. It is basically a deficiency of integrity within the confines of a municipality’s paramilitary organization. Simplistically the moral attribute of integrity is predominately bound up in those who are courageous and ethical and is utilized most efficiently in times of great distress in dealing with the public. In a ethical department, conflict and adrenalin releases integrity with positive outcomes. If there is little or no integrity coupled with honor and courage present, the cancer of brutality and injustice flourishes. The treatment is very costly. It is however covered by insurance. The carrier is called the taxpayer for the first million, and the other carrier is called the taxpayer who bailed out AIG who is the insurance company. Cheeseburgers are not the culprit. They have a bad rap in my opinion.

          Again, prepare to be disappointed. You can’t be convicted of something you will never be charged with.

Should Ben Lira’s case get to trial, which I dearly hope, and he can demonstrate and convince a jury, that collusion existed between ranking officials in the FPD and City Council that directly contributed to the culture and environment that led to retaliatory conduct against him, he’ll be entitled to not only tort, but punitive damages. And if he can demonstrate fraud and collusion, he could pierce the protective veil past city council and FPD managers possess and they can be held personally liable. Either way, we’re looking at millions if this gets in front of a jury. The people are pissed and are going to be looking to place blame. The City of Fullerton, city council constituents and city manager Felz will be on the hook. Whose going to be writing the checks to pay for all the lawyers everyone’s going to have to retain. Residence of Fullerton are going to be buried in legal fees, awards and settlements. Our pot holes are going to turn to sink holes that are going to swallow this town up if our elected officials don’t quickly ratify swift and corrective action.

But I’m going to hold out that the new council members are going to have to bow to the public outcry and pressure and ultimately produce those accountable for the practices Lira is speaking of for prosecution – why? Because they don’t want to be on the hook. And the games shall begin. Who is going to fold first – rather who is going to be bold enough to stand next to Lira and for complete transparency. The cross hairs of justice are finding their target, not surprisingly, on the back of FPD management and those on the City Council who have essentially rubber stamped their practices and conduct leading up to the insidious state of the FPD today. Healing? We’re way past that. The City Council is going to have to wipe their hands of the mess created by the FPD, and sadly, it’s going to come at the expense of the taxpayers and residents.

          The COPs and management are held to a different standard of law in such cases.

          The only way anyone can be convicted is if they would be lying to the investigators — never for the original charges!

          Virtually everyone in such scandals is acquitted from the original charges and found guilty for lying to the investigators i.e. Martha Stewart, Mike Carona, Bill Clinton, etc. etc. etc.

          So if everyone will tell the truth, noting will happen — as in repented of intemperate behavior.

  21. All of the information that you would want to prove that Mr. Lira is telling the truth is public information! You just need to know where to look and what to ask for and be specific? Nobody at any department is going to volunteer to give the public any of this. You need to look at the police officers activity sheets, look at the DA’s rejection forms, read the probable cause declaration, crime reports, investigators activity logs, and compare them to the jail arrest logs. You will find the discrepancies, inconsistencies, lack of lawful detentions and arrest, lack of elements of crimes with present and past supervisor’s signatures on all of these forms. You will then be able to see what Mr. Lira is speaking about.

      Notice Mr Lira never talks about the corruption and conduct of his fellow brohams like Albert Rincon, Todd Major, Sonny Black, Vincent Mater, Kenton Hampton, Joe Wolfe, Manny Ramos and Jay Cicinelli. No, its all about Dan Hughes.

      A light went off the moment he started worshiping the likes of “Dopey” Doug Chafee and Jan “Gin” Flory and during the interview he spewed Doug’s talking points about “Community Policing” but I digress.

      First he says he doesn’t know them but can somehow remember Doug saluting him (which is very odd) then he says he doesn’t know Gin Floozy but knows her son (HMM!).

      On top of this, he went public AFTER the election. It’s clear Mr Lira is playing politics.

      Here’s what I think Mr Lira’s game plan is. The longer Dan and upper management stays on, the more inclined people will be to disband the department.

      Dopey Doug, Gin Floozy and others waiting in the wings are done if this happens. Without support from the FPOA, its game over and The Association of Orange County Deputy Sheriffs may be less inclined to support them.

      So here comes Lira out nowhere trying to push Dan and others like Barry the beached whale out. The idea is that once they’re out the citizens of fullerton will become complacent and think “Gee, lets give the new administration a try before we make any rash decisions about disbanding”.

      The ugly reality is that the same thugs will still be there. Mr Congeniality will probably try to slip back in as union president or maybe even chief but make no mistake, he’s not going to go off into the sunset to never be heard of again.

  24. Don’t worry, Mr Lira will never be seen with Ron. Its because of Ron that his three bros are on trial and the department could be disbanded.

    Notice Mr Lira never talks about the corruption and conduct of his fellow brohams like Albert Rincon, Todd Major, Sonny Black, Vincent Mater, Kenton Hampton, Joe Wolfe, Manny Ramos and Jay Cicinelli. No, its all about Dan Hughes.

    A light went off the moment he started worshiping the likes of “Dopey” Doug Chafee and Jan “Gin” Flory and during the interview he spewed Doug’s talking points about “Community Policing” but I digress.

    First he says he doesn’t know them but can somehow remember Doug saluting him (which is very odd) then he says he doesn’t know Gin Floozy but knows her son (HMM!).

    On top of this, he went public AFTER the election. It’s clear Mr Lira is playing politics.

    Here’s what I think Mr Lira’s game plan is. The longer Dan and upper management stays on, the more inclined people will be to disband the department.

    Dopey Doug, Gin Floozy and others waiting in the wings are done if this happens. Without support from the FPOA, its game over and The Association of Orange County Deputy Sheriffs may be less inclined to support them.

    So here comes Lira out nowhere trying to push Dan and others like Barry the beached whale out. The idea is that once they’re out the citizens of fullerton will become complacent and think “Gee, lets give the new administration a try before we make any rash decisions about disbanding”.

    The ugly reality is that the same thugs will still be there. Mr Congeniality will probably try to slip back in as union president or maybe even chief but make no mistake, he’s not going to go off into the sunset to never be heard of again.

    1. “Managing ent” is the germane word to argue it is al about the “management” of Fullerton PD that led to its ever increasing incidents of civil rights abuses committed by Fullerton PD upon Fullerton’s community.
      “Management” at Fullerton PD make the bigger $ salaries because they are expected to manage the day to day affairs of a police department and more importantly provide constant leadership to all members of the department that guides and supports all members of Fullerton PD towards moral, ethical behavior so its members will put first and foremost the laws of our nation, not the personal policing philosophy of a few that resembles more a desire to play bedroom city commando than the long arm of,the law.
      I don’t know Lira’s intent with his interviews and emails that support the public’s ever growing belief that Fullerton PD has been corrupted by bizarro policing philosophies, cronyism and persecution of Fullerton police officers who take a moral stand against same police force’s “culture of corruption”.
      Yet, Lira is effecting change for the better with his courage to reveal the specifics of Fullerton PD’s “corruption”.
