			<content:encoded><![CDATA[<p>During public comments at last night&#8217;s council meeting, at least two members of the public remarked that during the protests of the Kelly Thomas killing last fall, then captain, now Acting Chief Dan Hughes told them to wait until the video came out, and then they would see things differently.</p>
<p>Well, now that these people have seen the video, their reaction is not exactly what Mr. Hughes seemed to be waiting for. And this begs a very important question that goes to the heart of both Hughes&#8217; character and the FPD Culture of Corruption.</p>
<p>First let us suppose and dispose the notion that Hughes&#8217; admonition to the protesters was nothing more than a ploy to stall for time. Coming from a department in turmoil that hadn&#8217;t got a clue what to do or how to do it, temporizing may be seen as an understandable, if pathetic strategy.</p>
<p>But now let&#8217;s give the situation a little more thought. By his own remarkable admission, Hughes had seen the video 400 times. That&#8217;s ridiculous of course, but he obviously watched his boys kill an innocent man lots of times. Dozens? A hundred? Enough times perhaps, that he became inured to the unnecessary and inexcusable brutality. In a mental effort to defend the indefensible and picking apart the video like a defense lawyer in order to come up with plausible explanations that would get the killers off the hook, Hughes may well have lost sight of the murder of a human being played and replayed in front of his very eyes. And that&#8217;s bad.</p>
<p>But it might be even worse. It may very well be that in watching the video our Acting Chief<em><strong> saw nothing wrong going on, nothing outside of the policy and training that he espouses</strong>. </em>After all, there is a reason that the cops went to work the very next day as if nothing untoward had happened. There is a reason that four of the aiders and abettors <strong><em>still</em></strong> remain on paid leave, a weird limbo in which they continue to be remunerated until the Gennaco report can be used to justify some action or other. <em>It&#8217;s as if there is no procedural mechanism in place at all to deal with the sort of cops who stand around as the object of their brutality is dying, untended, a few away.</em></p>
<p>For those who mistakenly believe that Sharon Quirk and Hughes have ushered in some new period of reform in the FPD I suggest you think again. Apart from some alleged sensitivity training I assert that <strong><em>nothing</em></strong> has changed in the FPD&#8217;s culture at all, a culture that recently rewarded a loyal purveyor of disinformation with a promotion.</p>

<p>A million bucks. It&#8217;s hard to begrudge the Thomas family of the settlements that are coming their way in this obscene killing. And yet for those of us who have criticized the obvious Culture of Corruption in the FPD it rankles to contemplate the fact that we are responsible for the bill; and that other enormous payouts are coming our way.</p>

<p>Pat McKinley created this unholy mess as police chief while Don Bankhead and Dick Jones sat on their fat behinds all these years as the department festered under the incompetent and indifferent leadership. We get the bill. And Acting Chief Hughes can only act like nothing is wrong, even as Joe Wolfe, the apparent instigator of the Thomas murder breathes the air of a free man on paid vacation.</p>
<p>First there was the sexual battery cases against Albert Rincon. Those cost $350,000. We now know the Thomas murder will probably cost us at least $3,000,000. And there&#8217;s no telling what the other violent and criminal episodes perpetrated by thugs like Kenton Hampton, et. al., will cost.</p>

<p>Some Democrats who supported Chaffee in 2010 are jumping ship &#8211; to independent candidate Matt Rowe. They are claiming that Chaffee is just a mealy-mouthed guy who wants to get elected without saying a damn thing substantive.</p>
<p>Here is <a href="http://www.thefullertonian.com/Article/Details/617" target="_blank">a letter</a> from Stephan and Noelle Baxter, and William Zdan sent to our friends at The Fullertonian. It&#8217;s a hard-hitting piece, born of the frustration of a politician who is so petrified of saying anything that he says nothing, and evidently stands for nothing.</p>
<p>The choice of Rowe over Doug Chaffee is the proverbial no-brainer. When you check out Chaffee&#8217;s supporters you&#8217;ll you&#8217;ll see the Old Guard Left like Molly McClanahan and Jan Flory who sat on their hands and kept their mouth shut in the wake of the Kelly Thomas murder. Many of his supporters actually oppose the recall and that speaks volumes about what they expect from their boy. He&#8217;s even being supported behind the scenes by repuglicans like Dick Ackerman and his sleazy ilk who apparently see in Chaffee their Main Chance.</p>

<p>Ever since the FPD announcement that the oleaginous Andrew Goodrich was being replaced as PIO with a guy named Jeff Stuart, I&#8217;d been wondering why I seemed to remember that name.</p>
<p>Then it hit me. Back in March FFFF ran <a href="http://www.fullertonsfuture.org/2012/how-to-turn-a-paramedic-call-into-a-swat-nightmare/" target="_blank">a post</a> about some dude named Ernest Benefiel who apparently tried to commit suicide with booze and pills, and whose reveries were disrupted by an all-out assault by the Fullerton SWAT team; an assault that ended with Benefiel going to jail for years and years &#8211; while his conviction was overturned not once, but twice.</p>

<p>According to <em>The OC Register</em>, <a href="http://www.ocregister.com/news/report-352243-officers-hughes.html" target="_blank">here</a>, the outside &#8220;independent&#8221; investigative company hired by the City to look into the actions of the cops that beat Kelly Thomas to death last July has delivered its report on the incident. Unfortunately, nobody gets to see the report authored by Mr. Michael Gennaco except Acting Chief Dan Hughes &#8211; because it relates to police personnel matters. And, as everybody knows, those matters are shrouded in a veil of impenetrable secrecy. Just the way the police unions like it.</p>
<p>So we are left to guess at the contents of the report and left to guess whether or not our elected officials will be able to see it. Speaking of guesses, my guess would be no, except for Pat McKinley, of course, who seems to get special privileges when it comes to sticking his nose into personnel matters regarding the dubious characters he hired as former Police Chief.</p>
<p>The issues here are particularly interesting given the fact of the impending trial of Mssrs. Cicinelli and Ramos for manslaughter and murder, respectively. Negative findings could have an impact on that case. If, as many anticipate,  Mr. Gennaco tends to whitewash the case we can expect a comparatively speedy release of the report with some exculpitory headlines by Lou Ponsi.  Gennaco&#8217;s undernourished first report was more interesting for what it left out than for what it said,</p>
<p>Also lurking in the back of the room is the potentially costly civil trial and possible Civil Rights charges by the Feds. So if the report indicates that the cops acted way outside policy and procedure look for a protracted release of minimal information, or no release at all.</p>

<p style="text-align: left;">Some may remember Chalupsky for his long string of embarrassing boondoggles and Redevelopment expenditures of questionable legality &#8211; like building the Muckenthaler amphitheater which is not even in a Redevelopment project area.</p>
<p style="text-align: left;">Just type in &#8220;Redevelopment&#8221; in our search box and knock yourself out. From the Knowlwood fiasco and North Platform smash up to The City Lights debacle and the humiliating Poisoned Park disaster, Chalupsky was there every inept, unaccountable step of the way. For well over ten years. Plenty of time to get vested in CalPERS.</p>
<p style="text-align: left;">Gary Chalupsky was the guy who proved beyond all doubt that Fullerton was very much for sale. Ever wonder where the 100 East section of Whiting Avenue went? Ask Chalupsky.</p>
<p style="text-align: left;">Others may also remember this upstanding individual for his phony &#8220;retirement&#8221; and immediate double-dip that was countenanced by an incompetent council who seemed to think Chalupsky knew what he was doing.</p>
<p style="text-align: left;">Redevelopment is now thankfully dead. But it feathered a lot of nests along the way.</p>

<p>This spectacle of Doc HeeHaw sharing his consternated confusion over the illegal water tax boils down to this: his lawyer, Attorney Dick tells him it is illegal and should be got rid of (15 years too late, of course); and Doc Dick agrees. His solution? <strong><em>Change the name of the tax!</em></strong></p>

			<content:encoded><![CDATA[<p>No surprise punches from Pat McPension, as he disagrees with Bruce Whataker about what to do with the money that is taken from us via an illegal tax on water. Mr. McPension has become quite fond of this tax since it went to pay his own bloated salary and pension over the years.</p>
<p>McPension wants to keep our money in an &#8220;escrow account&#8221; so that if and when the &#8220;experts&#8221; properly educate him and the rest of the council, they can decide what to do with their ill-gotten gains; then, presumably, &#8220;they&#8221; will let us peons know. McKinley goes even farther claiming that he supports plowing the illegal tax back revenue back into water infrastructure without so much as wondering how the infrastructure got so neglected in the first place.</p>
<p>Well, here&#8217;s what I say: <strong><em>a person who has the opportunity to kill an illegal tax and doesn&#8217;t is no better than the person who supports an illegal tax in the first place. </em></strong></p>
