				<content:encoded><![CDATA[<p>Friends, here is a letter sent to Mayor Bruce Whitaker and thoughtfully provided to us from a citizen who live in the Chapman Park neighborhood across the street from the proposed site of a County homeless shelter.</p>
<p>I omit this individual&#8217;s name and number to spare them annoying calls from the bureaucrats but it was included in the letter to Whitaker:</p>

<div id="yui_3_7_2_1_1359641827335_3662"><em>Mr Mayor,</em></div>
<div id="yui_3_7_2_1_1359641827335_3658"><em>This is in regards to the proposed homeless shelter to be opened in the old Linder&#8217;s Furniture building on State College in Fullerton.  I am a long time Fullerton home owner (almost 30 years) and live in the Chapman Park tract directly across State College from the proposed site.  I would like to voice my adamant opposition to this project!  If the shelter goes in at this site you are opening us up to security and safety issues, property value drops &amp; outright living in fear.  We have a park in our tract that will potentially become the hangout for the people of the shelter, all they have to do is walk across State College Blvd and they are at the pedestrian entrance to our housing tract.  This park is a little league park full of kids on the weekends, and homeowners including myself walk the park frequently in the mornings and evenings. A great many of the homeowners in this tract are older single women like myself who live alone and the thought of our community/tract being opened up to this kind of influx of homeless and mentally ills is frightening.  I have already had my house broken into and robbed in the recent past and what is being proposed will bery likely increase the chance of this happening again.  It&#8217;s bad enough that our neightborhood has been turned into a parking lot by the students from Cal State Fullerton and the city won&#8217;t help us with that issue, now we are going to be asked to have the residents of this shelter desend on us also.  I know this seems like the old &#8220;not in my backyard&#8221; standard but truthfully this is a very disconcerting and potentially dangerous situation for us. It seems like there must be an available building in a more industrial location rather than this one so close to homes, little league fields and schools. And what happens when the over/under pass project reaches State College?</em></div>

<div id="yui_3_7_2_1_1359641827335_3668"><em>I know my voice probably doesn&#8217;t matter and nothing will change as it appears deals have already been made and this is being railroaded through but I hope at the very least that the pedestrian entrance at the corner of  State College and Fender will be completely sealed up.  And when our houses get broken into or tagged and the mentally ill and homeless accost us at the park I hope you will personally come visit us to see what you have allowed.</em></div>

<p>Okay, Friends this one is a bit convoluted so stick with me.</p>
<p>The latest State budget deal takes about $50 million away from Orange County. How come? Best I can figure it out is this: after the bankruptcy of 1995 the County sold recovery bonds and the State sequestered about $50,000,000 annually to pay off the bond holders from part of the Vehicle License Fee that was distributed to the County. Later when the VLF was swapped out for property tax income the payoff to bondholders still came from the VLF. When OC refinanced it&#8217;s debt in 2006 it started taking the VLF money directly from the State even though no other county got any of it.</p>
<p>Confused? In 2006 County Supervisor Bill Campbell said he wasn&#8217;t, but he failed to do anything about the money hanging out there according to Voice of OC (EA)&#8217;s Norberto Santana, <a href="http://voiceofoc.org/countywide/county_government/article_2497740c-a82f-11e0-9b18-001cc4c03286.html" target="_blank">here</a>. It seems he didn&#8217;t want to address the issue and hoped everybody would forget about it. That lame strategy worked for about 5 years. Now the State is laying claim to the dough.</p>

<p>The worst malefactor here is County CEO Tom Mauk who has yet another catastrophe to lay claim to. Following swiftly on the heels of the disastrous Human Resource Department audit in which Mauk was busted giving his cronies huge raises and promotions, this latest calamity may prove to be the final nail in Mauk&#8217;s coffin.</p>
<p>Will three supervisors finally perform self cranial-rectal extraction and get rid of this bozo? They aren&#8217;t very bright but sooner or later&#8230;</p>

<p><strong>Local Civil Rights Groups to Submit Proposed Redistricting Plans to Orange County Redistricting Committee</strong></p>

<p>Santa Ana LULAC Council #147 (League of United Latin American Citizens) has submitted it’s <strong><a href="https://docs.google.com/viewer?a=v&amp;pid=explorer&amp;chrome=true&amp;srcid=0B7jGThCKKGZYYjUxMGQ5NDAtN2I3Yy00ZDIwLTg4NzQtYzllY2FkNmI3MTc4&amp;hl=en_US" target="_blank">completed county supervisorial plans</a></strong> with appropriate population data to the Orange County Redistricting  Committee by the May 18 deadline. The Santa Ana LULAC county plan (Plan  #3) and data are included in this press release (see also attachment).</p>
<p>Santa Ana LULAC President Zeke Hernandez states, “There are well-over  twenty plans being submitted by county supervisors, community groups  and individuals. Board of Supervisors Chairman Bill Campbell announced  at the May 17th board meeting that he himself is submitting four plans,  including one suggested by former county supervisor Phil Anthony. We  understand another county supervisor has submitted 10-12 plans through  his/her appropriate office or through third party intermediaries. Other  local elected officials may also be submitting their own plans.”</p>
<p>Due to population changes following the decennial federal census  count in 2010, Santa Ana LULAC has been able to draft two supervisorial  districts (1 and 4) with over 50% minority population. These two  districts have a community of interest – sharing common social and  economic interests. The Santa Ana LULAC Plan #3 is affirmed to stand on  its merits for the purpose of a community’s fair and effective  representation.</p>
<p>Hernandez added, “We have brought to the attention of the Board of  Supervisors its concerns that the redistricting committee has not  adopted a definitive process on how it will review submitted plans and  how it will determine which plans will be recommended for adoption. The  committee has acknowledged it may even re-draw a submitted plan by the  public to be sent to the Board for approval. Committee members are  comprised of staff aides to the supervisors and were appointed by them  to act on their behalf. The committee recently revised its writing of  the committee meetings, but continues to do its best to provide very  little content, thus thwarting public knowledge through written  commentary.”</p>
<p>Santa Ana LULAC Public Policy Director Arturo Montez emphasizes, “We  have drawn a plan that has ZERO concerns relating to incumbents,  political parties and candidates. These plans were drawn, keeping in  mind our strong adherence to the U.S. Voting Rights Act and the  California Constitution. In addition, we have done our best to take into  consideration the public’s concern for transparency and reform in the  redistricting process.”</p>
<p>Montez continued, “Santa Ana LULAC feels its Plan #3 surpasses any  other 20-23 plans that were submitted by the May 18th deadline. The  question that now comes to the forefront: Will the Board of Supervisors  recognize the dramatic demographic changes taking place in Orange County  ? As proposed, District #1 has an 85% minority population, and District  #4 has over 72% minority population. These are most likely the most  heavily minority populated county districts in the nation.”</p>
<p>The redistricting committee will hold its first of several public  meetings on Thursday, May 26 (2 pm) to review and receive public  comments on the submitted plans. This first meeting will be held at  Orange County Hall of Administration – Board Hearing Room, 333 West  Santa Ana Blvd., 10 Civic Center Plaza, Santa Ana.</p>
<p>Established in 1946, Santa Ana LULAC Council #147 is the oldest LULAC  council in California and is an affiliate of Orange County LULAC  District#1 and LULAC National – founded in 1929 with its national office  in Washington , D.C.</p>
<p>The mission and objectives of the League of United Latin American  Citizens (LULAC) is to advance the economic development, educational  advancement, public policy outcomes, housing opportunities, health  awareness, and general civil rights protection of Latinos in the United  States and Puerto Rico through community-based programs and services  through more than 700 local LULAC councils nationwide.</p>

<p>The funniest part of this &#8220;ZERO concerns&#8221; drivel is this gem: <em><strong>Montez continued, “Santa Ana LULAC feels its Plan #3 surpasses any   other 20-23 plans that were submitted by the May 18th deadline.</strong></em> Now, Art hasn&#8217;t seen any of the other plans, nor apparently, does he even know how many were actually submitted. Yet it&#8217;s Plan 3 surpasses any other!</p>
<p>Judging by the map above, LULACs main purpose is to create a Latino-majority district in the Fourth and a near-Latino majority in the First. Well okay, that&#8217;s their agenda. But the map necessarily carves up four or five cities, including Fullerton,  into two or more supervisorial districts in order to sequester &#8220;white&#8221; populations out of the districts in question. While ethnic gerrymandering for and against minorities is nothing new for, it flies in the face of one of the main goals of redistricting which is to keep cities wholly in one district.</p>
<p>This means that a decent plan should aim to consolidate Garden Grove and Newport Beach, not create more divided cities.</p>
<p>Another aim of redistricting is to create compact, geographically cohesive units. LULACs plan just makes the current odd shaped districts an even odder hodgepodge.</p>
<p>Sorry guys, back to the drawing board!</p>

<p>Or judgment. Consider Quint&#8217;s ill-conceived plan to spent hundreds of thousands of bucks to support the carpetbagging assclown, Harry Sidhu. Apparently Quint was so scared of Shawn Nelson that he was willing to squander a fortune of his member&#8217;s dues on the boob Sidhu.</p>

<p><strong><em>Sidhu better check his brake lines every time he gets into a car between now and November.  That’s all I’m saying.</em></strong></p>
<p>Now the context of <a href="http://www.fullertonsfuture.org/2010/important-4th-district-election-report/" target="_blank">the post </a>(and others like it at about the same time) were all about how Dan Cs carpetbagging darling Lorri Galloway had vaulted back into third place in the 2010 4th District Supe&#8217;s race. Mr. Cub Reporter got the message and commented: if Hairbag Sidhu were to pull out of the race, then Anaheim Hills&#8217; Precious Princess might assume the second position in the fall run off against Shawn Nelson. <em>Hence the warning about brake linings was a snide shot at Galloway&#8217;s vaulting ambition perhaps playing out by disabling one of Hairball&#8217;s BMWs.</em> That&#8217;s perfectly obvious to anyone who put the comment in context. It was joke.</p>
<p>Okay it wasn&#8217;t very funny, but it sure wasn&#8217;t a threat. And anybody who tried to make it into one was either disingenuous or a damn fool. And anybody who keeps persisting in this nonsense is deliberately lying. Not the sort of behavior you&#8217;d expect from a proud member of the OC journalism corps. Come to think of it I wonder what part Dan C. might have played in reporting that alleged &#8220;threat&#8221; to the Anaheim PD in the first place.</p>

<p>At the OCTA Board meeting a couple weeks ago, 4th District County Supervisor Shawn Nelson lofted a proposal that the members of this fairly opaque (but very rich) agency who attend the meetings should only receive their stipend <strong><em>if</em></strong> they attend the entire meeting. Nelson&#8217;s idea was that in order to get that stipend, someone ought to actually earn it.</p>
<p>Well there&#8217;s a novel concept. Getting folks on the government dime to actually put in their time.</p>
<p>It seems that OCTA, and many similarly under-scrutinized agency and special districts are plagued by members who show up for only part of the meeting to qualify for their stipend, then disappear. And certain pols are most notorious for this behavior &#8211; more on them later.</p>
<p>Well, naturally Nelson&#8217;s plan went over like flatulence in church. You can&#8217;t expect the dope addicts to voluntarily give up their smack, now can you? But our thanks to Nelson anyway for doing the right thing. And to those who continue to rip-off the public: shame on you.</p>

<p>According to an article in today&#8217;s LA Times <a href="http://www.latimes.com/news/local/la-me-artic-transit-station-20110113,0,35727.story" target="_blank">here</a>, the cloudy jewel in Anaheim&#8217;s ex-mayor-for hire, Kurt Pringle&#8217;s tarnished crown, ARTIC, may not be eligible for $99 million in special Measure M funding. The money had strings attached. However those strings seem to have come loose.  And by loose I mean really loose. <em><strong>You see, &#8220;Project T&#8221; Measure M funds can only be used to &#8220;expand&#8221; existing stations to accommodate high-speed rail, not build new ones that don&#8217;t.</strong></em></p>
<p>So far the OCTA has pitched over $40,000,000 bucks into this glorified bus station and at this point nobody can show that the high-speed rail choo-choos can even get to it; or that high-speed rail will ever even come to Anaheim. Of course the City of Anaheim (that isn&#8217;t paying for any of this) is now saying ARTIC is a &#8220;stand alone&#8221; facility, which is great, but it ain&#8217;t what the voters approved back in 2006: a stand alone facility doesn&#8217;t qualify for the $100,000,000 (yes, you read that right) Project T funding.</p>
<p>The hot light of public scrutiny is bound to have interesting environmental effects. The great ARTIC melt-down begins this morning at an OCTA Transit Committee meeting, where newly re-elected Supervisor Shawn Nelson is going to ask members to start reflecting upon their complete lack of responsibility in funding this Pringledoggle.</p>

<p>2009 brought us the spectacle of Chris Norby running for County Clerk to preserve our birth certificates from the silverfish; and the hideous Linda Ackerwoman, an Irvine claim-jumper whose appalling repuglican candidacy for State Assembly resembled a jail break though a swamp more than a political campaign.</p>
<p>Well, Hell! They were just getting us warmed up.</p>

A bozo who is <a href="http://www.fullertonsfuture.org/2010/what-is-harry-sidhu-hiding-just-about-everything/" target="_blank">so damn stupid</a> his first 4th District Supervisorial campaign move of 2010 was to pretend to live in a <a href="http://www.fullertonsfuture.org/2010/harrys-home-in-the-hood/" target="_blank">roach-infested apartment</a> next to a pool hall in west Anaheim so he could qualify to run. Of course the <a href="http://www.fullertonsfuture.org/2010/an-issue-that-the-mainstream-media-wont-touch/" target="_blank">&#8220;mainstream media,&#8221; </a>the <a href="http://www.fullertonsfuture.org/2010/the-sad-reality-of-matthew-cunningham-where-felonies-are-whitewashed/" target="_blank">repuglican ass-kissers</a>, and our <a href="http://www.fullertonsfuture.org/2010/sidhu-hires-high-priced-defense-attorney-beats-rap-not-exonerated/" target="_blank">do-nothin&#8217; DA</a> ignored this flagrant perjury. But we didn&#8217;t. From there on out it was all downhill for Hairbag, including<a href="http://www.fullertonsfuture.org/2010/hide-and-seek-harrry-on-the-move-again-claims-new-address/" target="_blank"> a second fake address</a>, <a href="http://www.fullertonsfuture.org/2010/hide-and-seek-sidhu-on-public-employee-unions/" target="_blank">inchoherent statements</a>, <a href="http://www.fullertonsfuture.org/2010/painting-yourself-into-a-corner-goofball-sidhus-strange-shrinking-world/" target="_blank">more carpetbagging</a>, embarrassing press releases, all around <a href="http://www.fullertonsfuture.org/2010/what-is-an-assclown/" target="_blank">assclownery</a>, and two humiliating defeats. Arf!</p>

<p>2.<strong> Lorri &#8220;Lorraine&#8221; Galloway.</strong> Another Anaheim Hills denizen who created at least three fake abodes <a href="http://www.fullertonsfuture.org/2010/the-pitfalls-of-carpetbaggery/" target="_blank">(2 illegal)</a> to run for the same seat as Sidhu. Her manifest idiocies, including the unintentionally hilarious <a href="http://www.fullertonsfuture.org/2010/galloways-dismal-drive-never-gets-out-of-reverse/" target="_blank">&#8220;Lorri in 4th gear&#8221;</a> video series (and the now world-wide youtube sensation <a href="http://www.fullertonsfuture.org/2010/poor-bella/" target="_blank">&#8220;Poor Bella&#8221;</a>)  identified this brain-dead clothes horse as the utter lightweight she is. Her checkered past revealed <a href="http://www.fullertonsfuture.org/2010/sidhu-slams-galloway/" target="_blank">all sorts of scams </a>that would have made Elmer Gantry weep bitter tears of envy. Oh, Anaheim! I lift my leg on thee!</p>

His disgusting grocery business was busted for <a href="http://www.fullertonsfuture.org/2010/thats-not-funny-roland-thats-sick/" target="_blank">serial health code violations</a> in which numerous people were food-poisined, and he dodged prosecution by<a href="http://www.fullertonsfuture.org/2010/roland-chi-the-day-the-da-took-my-dna/" target="_blank"> giving some of his precious bodily fluid to the DA</a>. Meantime, in Fullerton he organized <a href="http://www.fullertonsfuture.org/2010/roland-chi-thief/" target="_blank">a political sign theft ring</a> headed up by his own father, violated IRS rules<a href="http://www.fullertonsfuture.org/2010/yep-chis-non-profit-was-used-to-promote-his-campaign/" target="_blank"> by politically pimping a non-profit</a>, and got a Korean church <a href="http://www.fullertonsfuture.org/2010/amazing-grace-and-the-amazing-sinking-chi/" target="_blank">to illegally promote his campaign</a>. Almost nobody was fooled by this sleazy slime-suck except the Fullerton Police and Fire Unions that recognized a kindred spirit, and that <a href="http://www.fullertonsfuture.org/2010/fullerton-unions-pick-a-pack-of-shameful-rinos/" target="_blank">whole-heartedly endorsed his sleazoid scampaign.</a></p>

<p>On Tuesday, four OC Supervisors voted to ban <a id="HETHT000012" title="Medical Marijuana Therapy" href="http://www.latimes.com/topic/health/health-treatments/medical-marijuana-therapy-HETHT000012.topic">medical marijuana</a> dispensaries in unincorporated County areas.  Only one voted in support &#8211; and that someone was Fullerton&#8217;s Shawn Nelson, who emphasized that medical MJ was the will of the people and also explained to me that it would encourage a black market for medically helpful marijuana.<strong> <em>As Supervisor Nelson pointed out, government spends way too much time trying to  figure out how to thwart what people want instead of facilitating  it.</em></strong> According to Nelson, the main issue is &#8220;zoning.&#8221; Medical marijuana is legal in California and the County of Orange should not use proscriptive use zoning within the County&#8217;s jurisdiction that would ban any dispensaries from distributing medical marijuana, or prohibit activity that is already illegal.</p>
<p>The proposed ordinance lumped &#8220;sales&#8221; and &#8220;dispensing&#8221; into the same category of banned activity. And therein lies the problem.</p>
<p>Just a few years back my friend&#8217;s dad died of cancer,  he did, however, enjoy a heightened quality of life in his final year once he got access to medical marijuana. It not only gave him an appetite but it also made him feel better and actually laugh.</p>
<p>Supervisor Nelson showed a lot courage on this vote as the other Supes caved into pressure of the County staff and the Sheriff. Nelson will no doubt draw fire from the army of dead-heads and fake drug warrior &#8216;pugs who either love the annual billions wasted on the disastrous War on Drugs, or even worse, those who are too chicken to stand up to them.</p>
<p>And I thought Supervisor John Moorlach had more courage than he showed, but boy, I sure got that wrong. Scratch a &#8220;conservative,&#8221; hit an authoritarian.</p>
